August 9, 2016 Incident

Shoplifting

On August 9th at 9:25 pm., Brockville Police Officers responded to a theft complaint at Walmart on Parkedale Avenue.

An unknown man loaded a shopping cart full of groceries and left the store making no attempt to pay for them.  Loss prevention approached the suspect in the parking lot who then fled on foot heading east.

The investigation continues in regards to establishing his identity.

August 5 – 8, 2016 Incidents

Bail Violation

On the 5th of August, 2016 police responded to a North end apartment building at the request of the Children’s Aid Society. On arrival police did locate a 22 year old male inside the residence contravening communication condition of his previously issued undertaking. The male, a resident of Brockville, was arrested and charged with breaching his undertaking and held in custody to await a bail hearing.

 

Warrants

On the 5th of August, 2016 police received information on the location of a 30 year old male wanted on warrant for failing to attend to court. Police subsequently attended to a south end apartment, located and arrested the accused on the authority of the outstanding warrant. The subject was held for a bail hearing.

 

Breach of Undertaking

On the 5th of August, 2016 police did locate a 27 year old Brockville resident at approximately 11:00 p.m. outside of his residence. The subject had an odour of alcohol on his breath and it is noted that he was at large on an undertaking with both a curfew and no alcohol condition. The accused was arrested and charged with two counts of breaching his undertaking and was held in custody to await a bail hearing.

 

Fire

On the 5th of August, 2016 police did receive a call from Brockville Fire in relation to a disturbance at the Brockville Jail. It is noted that an inmate had started 2 small fires that were extinguished without major incident. Police are currently awaiting necessary video surveillance and will continue to investigate the possibility of criminal charges in relation to the subject’s actions. There is no information to provide at this time with regards to an estimate of damage, if any and the inmate involved in the occurrence. Investigation is ongoing. No injuries reported.

 

Unlawfully at Large

On the 5th of August police received a call from the Brockville Jail to report that 39 year old Smith Falls resident had failed to report for his intermittent sentence. The subject subsequently reported to the Jail one day late and was arrested for being unlawfully at large. The accused was held for bail hearing.

 

Bail Violations

On the 6th of August, 2016 a 44 year old Brockville resident was reported to be inside his ex-partner’s house located in the south end of Brockville when she had returned from an outing. The accused subject had previously been arrested for domestic related offences and was currently on an undertaking with non-association condition with the complainant. The accused left the residence without incident and was located and arrested by police for breaching his undertaking. The accused was held for a bail hearing.

 

Disturb the Peace

On the 7th of August, 2016 at approximately 02:35 a.m. police responded to the area of James Street and William Street in the City of Brockville for a possible fight in progress. On arrival police did locate a group of adults and noted a consensual fight between a 26 year old male and 31 year old male that was initiated with unwanted comments. Both were residents of the City of Ottawa. All were cautioned and released without charge.

 

Bail violation

A 48 year old female resident of Addison ON, was arrested in a north end apartment after it was discovered that she was at large on a recognizance of bail with the condition to reside with surety and remain in residence daily between the hours of 10 pm and 6 am. It was learned that the subject had been staying in the north end of Brockville and not with surety as required. The accused was charged for Breaching the condition of her recognizance and held for a bail hearing.

 

Threats

A 29 year old Brockville resident was arrested for allegedly uttering threats to his 25 year old ex-girlfriend in relation to a disagreement over outstanding property. The subject was arrested without incident, charged with uttering threats and held for a bail hearing.

 

Weapons

On the 8th of August, 2016 police attended to a residential apartment building located in the City of Brockville for reports of a suspicious male carrying a pistol on his thigh. It is noted that the 35 year old male resident of Ottawa was located immediately and detained for investigation. After speaking to all involved including witnesses and victims in this matter it was learned the male subject had attended to the building and identified himself as a police officer donned with a pistol and load bearing vest. The subject attempted to locate and seize property from local residents. It was noted that this was the second time the subject had attempted the same thing in a matter of months. The first attempt was never reported to police. The pistol was discovered to be a pellet pistol however not distinguishable by witnesses as such.

The 35 year old male was arrested and charged with numerous criminal code offences including Robbery x 2 with a firearm, possession of stolen property, personating police, carrying a concealed weapon, breaching weapons prohibition, breach of probation.

The subject remains in custody, held for a bail hearing.

 

Mental Health Act

On the 8th of August, 2016 police responded to a north end business for reports of a suspicious male who was refusing to leave the establishment. On arrival police located and spoke to a 37 year old resident of British Columbia. The male presented an agitated and confused state. Concerned for his mental well-being, the subject was apprehended under the Mental Health Act and transported to the Brockville General Hospital where he was eventually admitted on a Form one for necessary evaluation.

 

Domestic Assault

A local 20 year old Brockville resident was arrested on reasonable grounds for an assault on his girlfriend that occurred on the 3rd of August, 2016. Police attended to a south end residence for an unrelated matter and located the accused. He was arrested without incident, charged with assault and held in custody for a bail hearing.

 

Mental Health Act

On the 8th of August, 2016 police received a call from the Brockville General Hospital nursing staff concerned for the well-being of a local 46 year old female. Staff reported receiving a number of calls from the woman noting paranoid and confusing talk. Police consequently attended to the woman’s address and after speaking to her she was apprehended under that Mental Health Act, transported to the Brockville Hospital and admitted under a form one for necessary evaluation.

 

August 4, 2016 Incidents

Shoplifting

On the 4th of August a keen loss prevention officer from Walmart observed a 47 year old male that was wanted by our police service for an incident of shoplifting at the Canadian Super Store back on the 25th of June. At that time he fled on foot from the Super Store loss prevention officer. This time his feet weren’t fast enough. Its very common for services to share resources and incidents of crime with each other to broaden the net to help apprehend fugitives. This is an excellent example of services working together to accomplish just that. He was arrested without incident and later released with a pending court date.

Assault

On the 4th of August a 76 year old sister and a 54 year old brother who live together just couldn’t seem to get along. Police were called to the residence in the north end of the city to quell a dispute between the two of them. It was deemed to be an assault investigation and the brother was charged with this offence on his sister. It was minor in nature and did not result in any injuries.

 

August 3, 2016 Incidents

Dispute

On the 3rd of August 2016 at 4:28 pm Brockville police responded to a fight in the area of William St. and Pearl St.  Investigation revealed that the dispute was over the theft of a cell phone.  The owner confronted the suspect who then responded by producing a knife.  The parties separated after another male intervened.  Police are currently seeking one suspect that is known to them.

 

Fraud

On the 3rd of August 2016 at 5:30 pm police observed a taxi cab from Kingston driving by the Brockville General Hospital with it’s “emergency call 911” light activated.  Police stopped the vehicle and discovered that the driver had picked up the fare in Kingston and initially drove her to Gananoque.  The fare then wanted to go to Brockville.  The cab operator became concerned as he had not received any money and was being led on an endless drive.  Police discovered that his fare, a 39 year old female, was already on conditions not to occupy the seat of a taxi.  She was arrested and released with a future court date.

 

Disturbance

Police responded to a disturbance in the south end of town at 9:25 pm on the 3rd of August.  While investigating the disturbance they discovered a 16 year old female in breach of her bail conditions.  She was arrested and charged accordingly.

 

In the 24 hour period city police responded to 6 motor vehicle accidents.

Body Recovered at St. Lawrence Park Update

A post mortem was conducted in Ottawa on the body pulled from beneath the dive dock at St. Lawrence Park on Saturday and confirmed there was no foul play.

The post mortem also confirmed the deceased as an adult female, however, no positive identification can be made at this time. DNA samples have been collected to be sent to the Centre of Forensic Sciences to confirm the identity of the deceased.

July 29 – August 3, 2016 Incidents

Threats

A 44 year old male was charged with breaching his bail conditions and threatening his common law.  He was held for a bail hearing.

 

Mischief

On July 30 at 5:32am, a 31 year old male, was observed by staff at the Brockville General Hospital, damaging hospital property.  He was throwing a skid against the hospital and trying to pry open doors with pieces of wood.  He was also fighting imaginary people in the area.  He was arrested, held till sober and charged with mischief.

 

Bail Violations

On the 30th of July 2016 at 7:00 pm, a 44 year old male was arrested and held for bail for breaching his bail conditions by consuming alcohol.  Police were called to the area of Laurier Blvd. in regards to a fight.  The male had been involved in an altercation and investigation revealed that he was on a previous release condition not to consume alcohol.  He was arrested and held for bail.

 

Bail Violations

A 35 year male was arrested on the 30 of July 2016, for failing to report as required per his release conditions.  The male was released with a future court date.

 

Bail Violations and Mischief

On July 30th 2016, at approximately 10:00 pm, a 22 year old male was arrested and held for bail for breaching his bail conditions, 2 counts of mischief and fraud relating to taxi cabs.  Police received 3 different calls in regards to this male.  He was first observed falling down drunk out front of a licenced establishment in the downtown core.  He then proceeded to smash a windshield of a car and break a window of a local business.  The male then took a cab to City hall and failed to pay for his ride.  He was found to be in an intoxicated state, breaching his bail conditions.

 

Public Intoxication

On July 31 at 1:40 am, a 27 year old female was arrested for causing a disturbance by being drunk.  The female exited a licenced establishment and began to yell at a male.  She then turned her attention to police in the area throwing a lighter at the cruisers then her purse at a passing cab.  She was arrested and held until sober.

 

Assault

On August 1st at 1:30 pm, two bus drivers operating coaches engaged in argument over parking in front of a restaurant at the 1000 Islands Mall.   One driver punched the other.  He was charged with assault and released with a future court date.

 

Missing Person

Police are still searching for the whereabouts of Chelsea Chapman.  If anyone has any information we ask that they call the Brockville Police Service at 613-342-0127.

 

Mental Health Act

Police were also kept busy with several mental health calls.

Investigation at St. Lawrence Park

The Brockville Police received a call late yesterday afternoon of a body in the water at the west dock of St. Lawrence Park.  With the assistance of the Brockville Fire Department, this body was removed from the water and taken to Ottawa where a Post Mortem will be conducted Tuesday to confirm the identity of the decease and cause of death.

The beach and park area of St. Lawrence Park was closed for several hours while the investigation was conducted and emergency vehicles could have safe access to the waterfront. The campground area remained open throughout. We wish to thank members of the public for their cooperation and assistance during this investigation.

July 26 – 27, 2016 Incidents

Domestic Assault

On July 26th, Brockville Police were conducting mental health checks in the community at various residences.

While speaking to a 29 year old female, at her south end home, she disclosed domestic assaults from the month prior.

On June 26th, during a verbal dispute, her common-law grabbed her by the throat and pushed her onto a table where she fell over. Several hours later, he punched her in the face. The following evening, another dispute resulted in the male grabbing her by the throat again and striking her three times in the face. He smashed her phone when she tried to call Police.

On July 26th, Officers arrested and charged the local 28 year old.  He was held for a bail hearing and faces charges of three counts of assault and one of mischief.

The victim received minor injuries during the assaults.

 

Theft From Vehicle

On July 26th at 4:25 pm, Brockville Police took a theft complaint on Park Street.

The victim’s truck had been parked on the street for the weekend. When he returned, construction and electrical equipment had been removed from the vehicle worth several thousand dollars.

The investigation is ongoing.

 

Compliance Checks

During the early evening hours of July 26th, Brockville Police attended numerous homes in the city for compliance checks. Persons charged with criminal offences and released on conditions, often have curfews or house arrest rules to abide by. One of these conditions, “Operation Doorknock”, requires people to show themselves to Police when requested. No violations of these terms were found during this particular round of checks.

 

Shed Fire

On July 26th at 9:33 pm, Brockville Police attended a shed fire at a residence in the center of the city.

The resident had emptied out BBQ coals thinking they no longer contained much heat. A neighbour had attended over and extinguished the fire. There is no information in regards to the amount of damage.

 

Domestic Dispute

On July 27th at 1:14 am, Brockville Police attended a domestic dispute at a south end residence.

Officers left the couple to themselves after giving advice and things calming down. Officers were called to the home a second time at 2:03 am. Both parties were very uncooperative and could not be left together.

The 40 year old female resident was arrested to prevent a further breach of the peace. She was released later in the morning, after sobering up, without charges.

 

Stolen Vehicle / Impaired Driver

On July 27th at 2:50 am, Brockville Police responded to a single vehicle roll over on Waverly Drive near North Augusta Road.

The lone male occupant, fled the area on foot. At 3:25 am, Officers attended a residence on Salisbury Avenue after the same man entered the home and stole car keys. He was confronted by the homeowner while trying to start his vehicle and decided to stop what he was doing and await Police. The 23 year old, Kemptville resident, had stolen the original vehicle in Kemptville before the accident here.

He was arrested, charged and held for a bail hearing. Charges included, impaired driving, driving over the legal limit, theft of motor vehicle, possession of stolen property, breaching conditions of his undertaking, breaching his probation order and breaking into the house to commit theft.

July 22 – 26, 2016 Incidents

Assist With Warrant

On July 22nd at 9:56 am, a local 40 year old man was due to attend court in Brockville.

The local OPP held a warrant for the subject for charges of their own. He was arrested by Brockville Police on the strength of their warrant and then held until they took custody of the party.

Brockville Police are unaware of his fate following the exchange.

 

Bail Violation

On July 22nd at 10:15 am, Brockville Police court staff arrested a Kemptville area man at court.

The 29 year old, had failed to attend for fingerprints as a result of outstanding charges. He was released shortly afterwards with a future court date on the new charge.

 

Breach of Recognizance

On July 22nd at 1:49 pm, Brockville Police took a complaint involving a local 24 year old man breaching release conditions of his recognizance.

On July 15th, he was released on conditions for numerous assaults, weapons charges and distributing intimate images. The conditions included a curfew and not to possess a cell phone unless monitored by his mother.

Police received evidence that on July 21st, the accused posted pictures of himself on snapchat that did not take place in his residence and were in violation of his curfew. His mother was unaware of the photos.

Officers notified the accused of the breach allegations and he indicated he would turn himself into Police. As of the time of this report, he has not spoken to us.

 

Theft

On July 22nd at 2:21 pm, Brockville Police took a theft complaint from Walmart on Parkedale Avenue West. The store had a generator and a kitchen mixer stolen, valued between $800-$900.

Investigation revealed the suspect to be a 27 year old man from the Kemptville area. Efforts are being made to locate the accused for his possible involvement as well as a 24 year old female accomplice from the Prescott area.

The investigation continues.

 

Unwanted Person

On July 22nd at 3:34 pm, Brockville Police received a complaint of an unwanted male at Loaves and Fishes on Front Avenue.

The local 55 year old was causing problems for staff and other patrons. He was released when sober without charges but will not be permitted to return to the premises.

 

Domestic Assaults

On July 23rd, shortly after midnight, Brockville Police began investigating domestic assaults, carried out by both parties in a troubled relationship.

The local couple, a 44 year old man and his 20 year old spouse, had incidents in March, May and July of this year. In March, the female punched the male in the eye and in May, she threw a glass of water at the man and narrowly missed his head.

On Friday evening, the 22nd, they had a verbal argument which resulted in her being thrown onto a couch, followed by her smashing his cell phone.

On Saturday, the 23rd, both parties were arrested. The man was charged with assault and the woman charged with assault, assault with a weapon and mischief. They were released from custody on conditions with a future court date. Neither party complained of any injuries during these incidents.

 

Unwanted Person

On July 23rd at 5:40 am, Brockville Police attended a residence in the center of the city for an unwanted male.

A local 32 year old forced his way into his ex-girlfriend’s residence via the back door and caused damage in the process. He then confronted her as she awoke and a verbal dispute started. The man started throwing things around the house and hid the victim’s cell phone so she could not call Police. Eventually she got control of his cell phone and contact was made.

The male was gone when Officers arrived. Police are now looking for the accused. He faces charges of forcible entry and breaching conditions of his probation order.

 

Theft of Boat

On July 23rd at 2:04 pm, Brockville Police attended the Brockville Yacht Club for a theft complaint.

Overnight, unknown culprit(s) took a white, 10 foot dingy with a Nissan outboard from the docks.

The investigation continues into suspects.

 

Domestic Mischief

On July 23rd at 2:49 pm, Brockville Police attended a domestic dispute at a north end apartment complex.

A local 22 year old man and his 18 year old girlfriend began arguing and in his anger, the male threw a chair, putting a hole in one of the walls.

Officers attended and the male was arrested and charged with mischief. He was released later in the day with a future court date and conditions to abide by.

 

Missing Person

On July 23rd at 5:02 pm, Brockville Police attended an apartment building in the center of the city for a missing person report.

The family of a local 56 year old man reported the male had went for a walk and had not returned when expected. He has a history of memory issues. Shortly afterwards, his daughter reported finding her Dad on Water Street. Officers attended and escorted the man to hospital for appropriate care. He was fine physically.

 

Passed Out Female

On July 24th at 12:20 am, Brockville Police came across a young woman passed out on a bench on King Street West.

The local 24 year old was intoxicated and in no condition to look after herself. She was arrested for public intoxication and taken to Police headquarters. She was released later with a fine after friends came to the station trying to locate her.

 

Arrested on Warrant

On July 24th at 8:19 am, Brockville Police attended a south end residence for a report of a domestic dispute.

Officers spoke to the residents and could find no evidence of a problem. The 39 year old female resident however had warrants out for her arrest. In 2015, she had been charged with possession of a controlled substance and obstructing Police. She also failed to show up for her fingerprints at that time. She was arrested for the warrants and taken into custody.

Later the same day, she was released on conditions and given a future court date.

 

Missing Man

On July 24th at 12:00 pm, a 62 year old man walked into the Brockville Police Service indicating he had been living in the woods for the past five days.

Police obtained his identity, then discovered he had been reported missing to the Northumberland OPP on July 22nd. There were obvious memory issues and the man was taken to hospital to be checked out.

His family attended from the Coburg area.

 

Theft From Vehicle

On July 24th at 12:39 pm, Brockville Police took a theft from vehicle complaint at St. Lawrence Park.

Sometime between 8:00 am and noon, several thousand dollars worth of scuba gear was removed from the locked vehicle. Also taken was a woman’s purse, a Bose speaker and a cell phone.

The investigation is ongoing. The vehicle was locked at the time.

 

On July 24th at 2:03 pm, Brockville Police took a theft from vehicle complaint at an apartment complex in the center area of the city.

A quantity of tools and electronic equipment were removed overnight worth several thousand dollars.

The vehicle was secured when parked.

 

On July 24th at 2:11 pm, Brockville Police took a theft from vehicle complaint at a north end residence.

The unlocked car was entered overnight and approx. $15.00 in change was taken.

 

Mental Health

On July 24th at 8:23 pm, Brockville Police received a request to check on a male in his north end residence.

Police discovered the man, intoxicated, and needing some type of intervention. He was taken to Police headquarters to sober up then escorted to hospital for treatment of mental health issues.

 

Breach of Probation

On July 25th at 4:57 pm, Brockville Police attended a north end residence after a complaint of a loud drinking party.

Police spoke with a local 38 year old female who had been drinking and was on a probation order with conditions. One of the conditions stated she could not consume alcohol outside of her residence. The residence Officers attended was not her own.

She was arrested and charged with breaching her probation order. When sober, she was released with a future court date.

 

Attempt Suicide

On July 25th at 6:37 pm, Brockville Police attended an accident between a motorist and a pedestrian on a south end street.

Investigation revealed a young woman threw herself in front of the vehicle after a dispute with her boyfriend. The local 17 year old was not injured as the vehicle was travelling very slowly.

The young woman was taken to hospital to obtain assistance from mental health professionals.

 

Family Dispute

On July 25th at 8:09 pm, Brockville Police attended a south end street for a family dispute.

A local 28 year old female was assaulted by her 30 year old brother who resides in the Kemptville area. She was struck and shoved to the ground. She sustained minor injuries requiring no treatment.

Her brother had left the area prior to arrival of Officers. He is now wanted for the assault and will be charged when located.

 

Wedding Plans Cancelled

On July 26th at 2:41 am, Brockville Police attended the Metro parking lot on King Street West to check on a female and her strange behavior.

The local 29 year old was in the process of setting her wedding dress on fire after a recent breakup with her boyfriend. Officers gave advice to the young woman and after being satisfied in regards to her mental health, she was escorted to her residence.

No charges applied to the incident.

 

On Land and Sea

Brockville Police conducted two separate RIDE programs on the weekend.

The first took place in the early evening hours Friday and the second was conducted on the water Saturday afternoon. Drivers of both boats and vehicles were spoken to and their alcohol consumption checked out. No impaired drivers came to their attention.

One local 25 year old man registered a “warn” on a roadside device and had his licence suspended for 72 hours.

 

July 21 – 22, 2016 Incidents

Criminal Harassment

On June 3rd at 12:29 pm, Brockville Police took a complaint from a local woman in regards to unwanted contact by her ex-husband. The local 62 year old had been warned in the past to cease text messages and phone calls. Police obtained a warrant for his arrest after attempts to locate him were unsuccessful.

In the afternoon hours of July 21st, the man turned himself in to the Brockville Police Service. He was arrested and charged with criminal harassment and held for a bail hearing.

 

Mischief

On July 21st at 11:34 am, Brockville Police attended to the Mental Health Unit at the Brockville General Hospital for a mischief complaint.

A 26 year old male patient had an episode and damaged two doors within the unit. He was also breaching conditions of a conditional sentence order as well as terms of his probation. Officers arrested the man and charged him with the mischief and the breaches. He was held in custody for a bail hearing which resulted in a remand to the Brockville Jail.

 

Weapons Charges

On July 21st at 12:12 pm, Brockville Police attended the rear area of an apartment building on King Street West for an out of control man.

The local 21 year old was under the influence of an unknown substance and was brandishing a wrench. He used the tool to smash windows, damage walls and doors and threaten his neighbours. He also indicated he would get a gun and shoot everyone.

Officers attended and the male was arrested for mischief, uttering threats, assault with a weapon and breaching his probation. After being placed in a Police cruiser, the accused began kicking the rear door and bent the door itself. An additional charge of mischief was added as a result.

The man was held in custody and will appear in bail court.

 

Female Wanted on Warrant

On July 21st at 3:03 pm, Brockville Police dealt with a local 17 year old female wanted on a warrant out of the Kingston area.

The young woman attended the Brockville Police station to have her fingerprints taken. Police discovered she was not living at the address given when she was charged with offences. One of her release conditions was to notify Police of any change in her residence. She was processed on the new charge here and turned over to the Kingston Police Service. They held a warrant for her in relation to domestic assault offences.

 

Drug Seizure

On July 21st at 5:00 pm, the Brockville Police Drug Enforcement Unit and general patrol Officers stopped a vehicle within the city. Information had been received that the male operator was a suspended driver and the vehicle contained marijuana. Police did seize a quantity of marijuana when searching the vehicle.

The 26 year old, Kemptville resident, was charged with possession of a controlled substance for the purpose of trafficking, breach of his release conditions for outstanding charges, breach of probation and driving while suspended. A 23 year old female passenger, from the Kingston area, was charged with trafficking along with another passenger, a 17 year old, local male.

All three parties face a future court date after being released from custody. Officers took two large dogs from the vehicle and drove them to a friend’s house due to temperatures and the towing/impoundment of the car.

 

Intoxicated and Aggressive Male

On July 22nd at 2:10 am, Brockville Police attended a south end intersection to deal with a drunk male.

The local 31 year old was approached by others who felt he needed help. The man turned on them instead and called people on to fight. Officers arrested and charged the subject with public intoxication. He was released when sober and issued a fine.

 

Impaired Driver Fails to Remain

On July 22nd at 2:55 am, Brockville Police attended the rear of an apartment building at the south end of Perth Street. Information had been received of a man staggering around his vehicle which had sustained fresh damage.

Officers arrested the local 31 year old for impaired driving.

At the Police station, the accused was given a demand for breath samples but refused to comply. Officers then discovered a parked vehicle on George Street which had damage consistent with that of the suspect’s car. The damage to each vehicle was significant.

Charges of impaired driving, refusing to provide a breath sample and failing to stop at an accident have been laid. The man was released with a future court date but not before being issued a 90 day licence suspension and having his vehicle impounded.
