July 22 – 26, 2016 Incidents

Assist With Warrant

On July 22nd at 9:56 am, a local 40 year old man was due to attend court in Brockville.

The local OPP held a warrant for the subject for charges of their own. He was arrested by Brockville Police on the strength of their warrant and then held until they took custody of the party.

Brockville Police are unaware of his fate following the exchange.

 

Bail Violation

On July 22nd at 10:15 am, Brockville Police court staff arrested a Kemptville area man at court.

The 29 year old, had failed to attend for fingerprints as a result of outstanding charges. He was released shortly afterwards with a future court date on the new charge.

 

Breach of Recognizance

On July 22nd at 1:49 pm, Brockville Police took a complaint involving a local 24 year old man breaching release conditions of his recognizance.

On July 15th, he was released on conditions for numerous assaults, weapons charges and distributing intimate images. The conditions included a curfew and not to possess a cell phone unless monitored by his mother.

Police received evidence that on July 21st, the accused posted pictures of himself on snapchat that did not take place in his residence and were in violation of his curfew. His mother was unaware of the photos.

Officers notified the accused of the breach allegations and he indicated he would turn himself into Police. As of the time of this report, he has not spoken to us.

 

Theft

On July 22nd at 2:21 pm, Brockville Police took a theft complaint from Walmart on Parkedale Avenue West. The store had a generator and a kitchen mixer stolen, valued between $800-$900.

Investigation revealed the suspect to be a 27 year old man from the Kemptville area. Efforts are being made to locate the accused for his possible involvement as well as a 24 year old female accomplice from the Prescott area.

The investigation continues.

 

Unwanted Person

On July 22nd at 3:34 pm, Brockville Police received a complaint of an unwanted male at Loaves and Fishes on Front Avenue.

The local 55 year old was causing problems for staff and other patrons. He was released when sober without charges but will not be permitted to return to the premises.

 

Domestic Assaults

On July 23rd, shortly after midnight, Brockville Police began investigating domestic assaults, carried out by both parties in a troubled relationship.

The local couple, a 44 year old man and his 20 year old spouse, had incidents in March, May and July of this year. In March, the female punched the male in the eye and in May, she threw a glass of water at the man and narrowly missed his head.

On Friday evening, the 22nd, they had a verbal argument which resulted in her being thrown onto a couch, followed by her smashing his cell phone.

On Saturday, the 23rd, both parties were arrested. The man was charged with assault and the woman charged with assault, assault with a weapon and mischief. They were released from custody on conditions with a future court date. Neither party complained of any injuries during these incidents.

 

Unwanted Person

On July 23rd at 5:40 am, Brockville Police attended a residence in the center of the city for an unwanted male.

A local 32 year old forced his way into his ex-girlfriend’s residence via the back door and caused damage in the process. He then confronted her as she awoke and a verbal dispute started. The man started throwing things around the house and hid the victim’s cell phone so she could not call Police. Eventually she got control of his cell phone and contact was made.

The male was gone when Officers arrived. Police are now looking for the accused. He faces charges of forcible entry and breaching conditions of his probation order.

 

Theft of Boat

On July 23rd at 2:04 pm, Brockville Police attended the Brockville Yacht Club for a theft complaint.

Overnight, unknown culprit(s) took a white, 10 foot dingy with a Nissan outboard from the docks.

The investigation continues into suspects.

 

Domestic Mischief

On July 23rd at 2:49 pm, Brockville Police attended a domestic dispute at a north end apartment complex.

A local 22 year old man and his 18 year old girlfriend began arguing and in his anger, the male threw a chair, putting a hole in one of the walls.

Officers attended and the male was arrested and charged with mischief. He was released later in the day with a future court date and conditions to abide by.

 

Missing Person

On July 23rd at 5:02 pm, Brockville Police attended an apartment building in the center of the city for a missing person report.

The family of a local 56 year old man reported the male had went for a walk and had not returned when expected. He has a history of memory issues. Shortly afterwards, his daughter reported finding her Dad on Water Street. Officers attended and escorted the man to hospital for appropriate care. He was fine physically.

 

Passed Out Female

On July 24th at 12:20 am, Brockville Police came across a young woman passed out on a bench on King Street West.

The local 24 year old was intoxicated and in no condition to look after herself. She was arrested for public intoxication and taken to Police headquarters. She was released later with a fine after friends came to the station trying to locate her.

 

Arrested on Warrant

On July 24th at 8:19 am, Brockville Police attended a south end residence for a report of a domestic dispute.

Officers spoke to the residents and could find no evidence of a problem. The 39 year old female resident however had warrants out for her arrest. In 2015, she had been charged with possession of a controlled substance and obstructing Police. She also failed to show up for her fingerprints at that time. She was arrested for the warrants and taken into custody.

Later the same day, she was released on conditions and given a future court date.

 

Missing Man

On July 24th at 12:00 pm, a 62 year old man walked into the Brockville Police Service indicating he had been living in the woods for the past five days.

Police obtained his identity, then discovered he had been reported missing to the Northumberland OPP on July 22nd. There were obvious memory issues and the man was taken to hospital to be checked out.

His family attended from the Coburg area.

 

Theft From Vehicle

On July 24th at 12:39 pm, Brockville Police took a theft from vehicle complaint at St. Lawrence Park.

Sometime between 8:00 am and noon, several thousand dollars worth of scuba gear was removed from the locked vehicle. Also taken was a woman’s purse, a Bose speaker and a cell phone.

The investigation is ongoing. The vehicle was locked at the time.

 

On July 24th at 2:03 pm, Brockville Police took a theft from vehicle complaint at an apartment complex in the center area of the city.

A quantity of tools and electronic equipment were removed overnight worth several thousand dollars.

The vehicle was secured when parked.

 

On July 24th at 2:11 pm, Brockville Police took a theft from vehicle complaint at a north end residence.

The unlocked car was entered overnight and approx. $15.00 in change was taken.

 

Mental Health

On July 24th at 8:23 pm, Brockville Police received a request to check on a male in his north end residence.

Police discovered the man, intoxicated, and needing some type of intervention. He was taken to Police headquarters to sober up then escorted to hospital for treatment of mental health issues.

 

Breach of Probation

On July 25th at 4:57 pm, Brockville Police attended a north end residence after a complaint of a loud drinking party.

Police spoke with a local 38 year old female who had been drinking and was on a probation order with conditions. One of the conditions stated she could not consume alcohol outside of her residence. The residence Officers attended was not her own.

She was arrested and charged with breaching her probation order. When sober, she was released with a future court date.

 

Attempt Suicide

On July 25th at 6:37 pm, Brockville Police attended an accident between a motorist and a pedestrian on a south end street.

Investigation revealed a young woman threw herself in front of the vehicle after a dispute with her boyfriend. The local 17 year old was not injured as the vehicle was travelling very slowly.

The young woman was taken to hospital to obtain assistance from mental health professionals.

 

Family Dispute

On July 25th at 8:09 pm, Brockville Police attended a south end street for a family dispute.

A local 28 year old female was assaulted by her 30 year old brother who resides in the Kemptville area. She was struck and shoved to the ground. She sustained minor injuries requiring no treatment.

Her brother had left the area prior to arrival of Officers. He is now wanted for the assault and will be charged when located.

 

Wedding Plans Cancelled

On July 26th at 2:41 am, Brockville Police attended the Metro parking lot on King Street West to check on a female and her strange behavior.

The local 29 year old was in the process of setting her wedding dress on fire after a recent breakup with her boyfriend. Officers gave advice to the young woman and after being satisfied in regards to her mental health, she was escorted to her residence.

No charges applied to the incident.

 

On Land and Sea

Brockville Police conducted two separate RIDE programs on the weekend.

The first took place in the early evening hours Friday and the second was conducted on the water Saturday afternoon. Drivers of both boats and vehicles were spoken to and their alcohol consumption checked out. No impaired drivers came to their attention.

One local 25 year old man registered a “warn” on a roadside device and had his licence suspended for 72 hours.

 

July 21 – 22, 2016 Incidents

Criminal Harassment

On June 3rd at 12:29 pm, Brockville Police took a complaint from a local woman in regards to unwanted contact by her ex-husband. The local 62 year old had been warned in the past to cease text messages and phone calls. Police obtained a warrant for his arrest after attempts to locate him were unsuccessful.

In the afternoon hours of July 21st, the man turned himself in to the Brockville Police Service. He was arrested and charged with criminal harassment and held for a bail hearing.

 

Mischief

On July 21st at 11:34 am, Brockville Police attended to the Mental Health Unit at the Brockville General Hospital for a mischief complaint.

A 26 year old male patient had an episode and damaged two doors within the unit. He was also breaching conditions of a conditional sentence order as well as terms of his probation. Officers arrested the man and charged him with the mischief and the breaches. He was held in custody for a bail hearing which resulted in a remand to the Brockville Jail.

 

Weapons Charges

On July 21st at 12:12 pm, Brockville Police attended the rear area of an apartment building on King Street West for an out of control man.

The local 21 year old was under the influence of an unknown substance and was brandishing a wrench. He used the tool to smash windows, damage walls and doors and threaten his neighbours. He also indicated he would get a gun and shoot everyone.

Officers attended and the male was arrested for mischief, uttering threats, assault with a weapon and breaching his probation. After being placed in a Police cruiser, the accused began kicking the rear door and bent the door itself. An additional charge of mischief was added as a result.

The man was held in custody and will appear in bail court.

 

Female Wanted on Warrant

On July 21st at 3:03 pm, Brockville Police dealt with a local 17 year old female wanted on a warrant out of the Kingston area.

The young woman attended the Brockville Police station to have her fingerprints taken. Police discovered she was not living at the address given when she was charged with offences. One of her release conditions was to notify Police of any change in her residence. She was processed on the new charge here and turned over to the Kingston Police Service. They held a warrant for her in relation to domestic assault offences.

 

Drug Seizure

On July 21st at 5:00 pm, the Brockville Police Drug Enforcement Unit and general patrol Officers stopped a vehicle within the city. Information had been received that the male operator was a suspended driver and the vehicle contained marijuana. Police did seize a quantity of marijuana when searching the vehicle.

The 26 year old, Kemptville resident, was charged with possession of a controlled substance for the purpose of trafficking, breach of his release conditions for outstanding charges, breach of probation and driving while suspended. A 23 year old female passenger, from the Kingston area, was charged with trafficking along with another passenger, a 17 year old, local male.

All three parties face a future court date after being released from custody. Officers took two large dogs from the vehicle and drove them to a friend’s house due to temperatures and the towing/impoundment of the car.

 

Intoxicated and Aggressive Male

On July 22nd at 2:10 am, Brockville Police attended a south end intersection to deal with a drunk male.

The local 31 year old was approached by others who felt he needed help. The man turned on them instead and called people on to fight. Officers arrested and charged the subject with public intoxication. He was released when sober and issued a fine.

 

Impaired Driver Fails to Remain

On July 22nd at 2:55 am, Brockville Police attended the rear of an apartment building at the south end of Perth Street. Information had been received of a man staggering around his vehicle which had sustained fresh damage.

Officers arrested the local 31 year old for impaired driving.

At the Police station, the accused was given a demand for breath samples but refused to comply. Officers then discovered a parked vehicle on George Street which had damage consistent with that of the suspect’s car. The damage to each vehicle was significant.

Charges of impaired driving, refusing to provide a breath sample and failing to stop at an accident have been laid. The man was released with a future court date but not before being issued a 90 day licence suspension and having his vehicle impounded.

Pokeman Go

Community Reminder

Pokeman Go is becoming a very popular activity for people to engage in.  We are experiencing phone calls at our Service in regards to folks trespassing and being in all areas of the city at late hours.  Please respect the property of others and understand that Officers may speak to you if found in areas at night normally vacant of pedestrian or vehicle traffic.  People are getting hurt due to being distracted as well.  The Brockville Police have not received calls resulting in harm to anyone but other media outlets have reported these incidents.

Train vs Vehicle Accident

Train vs. Vehicle

On July 19th at 11:35 pm, Brockville Police attended California Avenue in the area of Proctor and Gamble for a vehicle struck at the rail crossing.  The crossing is used by the plant and does not include lights or traffic arm barriers.

A local 18 year old woman was operating her vehicle on California Avenue and crossed the tracks, not noticing the moving train. With only artificial light and no warning signals visiblity was not great.  The vehicle suffered moderate damage and was towed from the scene.

No injuries were sustained by anyone involved and there are no charges pending.

 

July 15 – 17, 2016 Incidents

Community Service / Mental Health

On July 15th at 7:29 am, Brockville Police attended Burger King on Jefferson Dr. for an unwanted female.

The local 49 year old was of no fixed address and had slept on the lawn of the eatery overnight. Her physical condition was fine and she was directed to Social Services for some of her needs.

At 6:24 pm, Brockville Police attended the Tim Horton’s nearby Burger King as the same female was bothering patrons. She left the area on request.

At 7:01 pm, on the 16th, Police were called to the Wendy’s restaurant as the female was not making any sense in her words and was removing items from the store and placing them on the lawn. Officers escorted her to hospital for appropriate care in regards to her mental health.

 

Family Dispute

On July 15th at 1:00 pm, Brockville Police attended an apartment complex in the center of town for a family dispute. A local 12 year old male was acting out of control and in need of some intervention. Officers worked in conjunction with the Children’s Aid Society. It was decided the young boy would be placed in foster care in the Ottawa area.

 

Drug Warrant Executed

On July 15th at 3:06 pm, Members of the Brockville Police Intelligence Office along with the Emergency Response Team, executed a drug search warrant on a south end residence.

A search of the home turned up cocaine, crystal meth, hash resin, a variety of pills and almost $4000.00 cash. Other items seized included, weigh scales, pill press, hundreds of baggies, 5 cell phones and other devices. The street value of the drugs totaled over $1,500.00.

Two males, aged 34 and 43 years of age and one female, 50 years of age, have been arrested and charged with possession of a controlled substance for the purposes of trafficking.

Police also seized 17 cartons of unstamped cigarettes with a street value in the area of $600.00 All three parties were released from custody on conditions and given a future court date.

 

Unlawfully at Large

On July 15th at 10:00 pm, staff at the Brockville Jail reported a local 39 year old male failed to show up for his weekend sentence. His girlfriend called in to report he was in local hospital, Police however, found no proof of the tale. The male turned himself in on July 16th.

 

Downtown Drunk

On July 16th at 3:39 pm, Brockville Police began taking complaints of a drunken male on King Street. After several sightings by the community, he slipped out of sight when Officers attended.

At 4:18 pm., he was finally tracked down on Buell Street. The local 26 year old was heavily intoxicated and was bleeding from a cut to his head. He was taken to hospital for treatment of his injury and then placed in cells until sober. A fine was issued for public intoxication when released.

 

Grocery Theft

On July 17th at 2:23 pm, Brockville Police attended the Metro grocery store after a report of a theft of meat.

At 9:39 pm, at Walmart, the same suspect stole more meat products.

Store security apprehended the local 48 year old male at that time. The accused was already on court release conditions for similar offences. He was subsequently arrested for breaching the conditions of his recognizance and the two thefts. He was held in custody and will appear in bail court.

 

Large Value Theft

On July 17th at 4:01 pm, Brockville Police attended Walmart for a theft totaling almost $10,000.

Two males entered the store and removed various items including hygiene and electronic products. The two responsible males fled when approached by store security. One of the suspects, a 27 year old, was caught by Police at the scene. The second male fled on foot to the east entering the wooded area nearby. Police seized the vehicle involved and noted it was full of duffle bags containing the stolen items. The investigation continues to identify the second male and also check if other stores were victimized before Brockville.

The man in custody is a Quebec resident and the vehicle was registered to another Quebec male. The 27 year old will appear in bail court and is charged with Theft Over $5000.00.

July 13, 2016 Incidents

Shoplifting

On July 13th at 1:06 pm, Brockville Police attended a north end department store for a shoplifting complaint.

Two local 18 year old females had been apprehended by loss prevention staff after stealing items. One of the females was released at the scene with a future court date.

The other young woman was wanted on a warrant held by the Gananoque Police Service. Officers attended from their city to retrieve her after her release on our charges.

 

Warrants

On July 13th at 2:41 pm, the Quinte Detention Center advised our Service they were in the process of releasing a prisoner whose sentence was expiring. We held a warrant for a 27 year old female, from the Kingston area. Brockville Police Special Constables, attended the institution, serving release documents on the woman. She was issued a fingerprint and court date then sent on her way.

July 11 – 12, 2016

Domestic Dispute

On July 11th at 9:51 am, Brockville Police attended a domestic dispute in a south end duplex.

A local, 32 year old woman was assaulted by her 22 year old boyfriend. She was struck in the face, arms and chest area while being held down on a bed. The local man left prior to Officer’s arrival.

On June 6th, 2016, the accused was charged with assaulting the same victim and was released on conditions that included no communication with her. At 11:45 am, Police located the young man and he was arrested for assault and breaching his release conditions placed on him by the courts.

The victim did not receive medical treatment for her injuries and the accused was held for a bail hearing. He remains in custody and will re-attend court on Friday.

 

Domestic Dispute

On July 11th at 6:20 pm, Brockville Police attended a domestic dispute in an apartment building in the center of the city.

The resident couple started to argue after she returned home and discovered him intoxicated. The 54 year old man started threatening to assault the victim and made the statement he would kill her. He left before Police arrived. Attending Officers gave a description of the accused and other Officers observed the man walking a few blocks away. The victim had disclosed at this point, an assault from last week that knocked her to the floor after a punch in the head.

He was arrested for assault and uttering threats and taken to the Police station. While being processed, he assaulted a Police Officer, striking him several times. Another charge of assault Police was added. The accused will appear in bail court.

 

Breach of Undertaking

On July 12th at 2:26 am, Brockville Police attended a north end street after reports of garbage being thrown around.

Officers located a local, 22 year old male, discovering he was the responsible party. The young man was the same subject arrested last week for pulling fire alarms and damaging numerous properties in the north end of the city. At that time, he was released on conditions that included, no alcohol consumption, keep the peace and obey a curfew which started at 9:00 pm.

Officers arrested the man for breaching his release conditions as he had been drinking at the time and was obviously breaching the other terms of his release. This time, he was held in custody and will appear in bail court.

Last week, the same party had smashed solar lights at several homes in the north end and caused other property damage. Police Officers and Firemen attended false alarms he pulled in north end apartment buildings.

 

Missing Parked Car

Brockville Police have had no luck locating the vehicle reported missing by a Montreal woman earlier this month.

The woman could not remember where she left her vehicle and Police have exhausted their search. The vehicle has now been added to Police systems as stolen. Now, if the plate from the vehicle is searched by any Officer in Canada, it will show up as missing from this area.

 

 

Scam Alert!

There is a new scam taking place in our area.

The new version is similar to the false calls from the Canada Revenue Agency except it comes by email. The email contains official CRA letterhead and states you are eligible for a tax return. However, before the refund can be issued, you need to fill out an attached form that asks for a lot of personal information.

Brockville Police advise people not to react to these emails. Contact the CRA directly if you receive anything by email that raises alarms. Never give out your personal information.

July 8 – 10, 2016 Incidents

Probation Breach

On July 8th at 2:02 pm, Brockville Police took a complaint from a local, 19 year old woman.

Her ex-boyfriend is on probation with conditions including not to communicate with her. Officers learned he had been contacting her on a frequent basis. When located, the local 23 year old was issued paperwork for breaching the order and given a future court date.

 

Impaired Driver

On July 8th at 5:19 pm., Brockville Police received information of a possible impaired driver at St. Lawrence Park.

Park Staff indicated a man, who was camping at the park, returned in his vehicle and struck the curb entering the park’s lot. His vehicle had sustained moderate damage and was leaking one of its fluids. Officers spoke with a 33 year old man, from Onaping, Ontario. He was arrested for impaired driving and taken for breath tests. His results came back almost double the legal limit.   A second charge of driving over the legal limit was then added.

The man was released later with a future court date. His licence was automatically suspended for 90 days and his vehicle impounded.

 

Mental Health

On July 8th at 7:18 pm, Brockville Police attended the Millwood Avenue area to search for a local man.

He became engaged in a dispute with other family members in the area of Canadian Tire and took off on foot. Due to past mental health issues, the family was looking for help in locating him.

Officers located the 56 year old after a short foot pursuit nearby.   When speaking to the subject, it was obvious he was suffering some mental health related problems. He was taken to local hospital for appropriate care.

 

Mental Health

On July 9th at 8:09 am, Brockville Police attended a north end Tim Horton’s to check on a female.

Officers dealt with a 26 year old, from Montreal, who seemed confused and was asking customers questions that didn’t make any sense. Family members were contacted and indicated the behaviour started about a week ago. The woman had exhibited similar behaviour in stops along the 401 on route to Brockville. Police agencies in those areas indicated she had left prior to their arrival. Officers took the woman to hospital for appropriate treatment.

 

Mental Health

On July 10th at 4:40 am, Brockville Police attended a residence in the center of the city to check on the health of a local 44 year old woman.

The female had made comments over the phone about wanting to harm herself. Officers spoke with her and decided she should attend with them to hospital. She was left with hospital staff to evaluate her mental health and receive appropriate care.

 

Mental Health

On July 10th at 9:46 am, Brockville Police attended a south end apartment complex to check on a young woman.

She was observed sitting in front of the building in her underwear. She had broken a mirror, picked up a piece of the glass and returned into her apartment. Officers located the 26 year old, decided she needed to attend hospital and escorted her there. At the time, she had no injuries and was left with hospital staff for evaluation.

 

Fire Alarm

On July 10th at 11:33 pm, Brockville Police once again, attended a north end apartment building for a pulled fire alarm.

The incident was a mischief not a working fire.

July 6 – 7, 2016 Incidents

Fire Alarm

On July 6th at 1:42 am, Brockville Police responded to a pulled fire alarm at a north end apartment building. The alarm was another hoax.

At 9:38 pm, on the same date, the alarm was pulled a second time.

On July 7th at 2:23 am, culprits repeated the offence. Police are looking into suspects.

If anyone has information on the person(s) responsible, please contact the Brockville Police. These false alarms pull emergency services away from calls where their intervention is actually required.

 

Passed Out Male

On July 7th at 7:55 pm., Brockville Police attended an alleyway beside a downtown convenience store.

A local 46 year old male, well known to Police, was passed out due to alcohol consumption. He was arrested and charged with public intoxication. A fine was issued when he sobered up and was released.

 

Bomb Threat

On July 7th at 9:16 pm, Brockville Police attended the VIA train station on Perth Street. A female passenger from Montreal, advised other passengers there was a bomb on the train.

Officers removed the 50 year old from the train and after conversing with her, believed the threat was not true and she was suffering from mental health issues. She was escorted to hospital for appropriate care.
