July 27 – 28, 2021 News Release

Warrants

July 27, 2021 at 4:00 PM, officers on Parkedale Avenue observed a 32-year-old female that they have dealt with several times.  They were aware that Cobourg Police Service had several warrants for her arrest.  Officers arrested the female and she was returned to Cobourg for a bail hearing.

 

Indecent Act

July 27, 2021 shortly after 6:30 PM, officers were called to the Brockville General Hospital for a 32-year-old male causing problems in the waiting area.  The male had dropped his pants exposing his genitals to staff and other patients.  Security attempted to intervene, but the male lunged at them.  He was arrested by officers and charged with indecent acts.  He has been held in custody for a bail hearing.

 

July 24 – 26, 2021 News Release

Warrants

  1. July 24, 2021 at 9:46 AM, officers arrested a male for an outstanding warrant for failing to attend for fingerprints. The 22-year-old male had failed to attend for prints on July 20 for a charge of breaching a probation order.  He was released from custody with a court date in the future.
  2. July 23, 2021 at 11:42 AM, officers arrested a 35-year-old male after a vehicle was stopped on Eleanor Street. The vehicle had initially failed to stop for officers, but was located on Eleanor Street.  The accused, who was a passenger, was located in the area and arrested on his outstanding warrant for breach of probation.  He was held in custody for a bail hearing.

 

Threats

A 60-year-old male was arrested and charged for threatening a neighbour at a residence on Hastings Drive.  The accused was arrested on July 24 shortly after 6:00 PM.  The threats arose after some sort of dispute between neighbours.  He will appear in court at a date in the future. 

 

Possession of Stolen Property

July 23, 2021 at 7:46 AM, the Brockville Police Service received a complaint of a person removing lumber from Harold’s Demolition.  Officers arrested the 53-year-old male was for possession of stolen property and possession of break-in tools.  He will appear in court at a in the future.

 

Possession of Stolen Property

July 23, 2021 at 5:44 PM, a 51-year-old male was arrested for theft of a bicycle.  The 16-year-old complainant observed the accused take his bike and ride away.  The complainant followed him and called 911.  He was arrested without incident and charged with theft and failing to comply with his probation order.  He will appear in court in the future.

 

 

 

July 26, 2021 News Release

Child locked in vehicle

On July 18, 2021 at approximately 5:05 PM, Brockville Police received a report of a four-month-old infant locked in a vehicle at the 1000 Islands Mall.  The temperature was approximately 28 degrees Celsius and sunny. 

On arrival, the infant’s mother indicated the child had been in the vehicle for approximately 15 minutes and the keys were locked inside. Out of concern for the child’s safety officers gained access to the vehicle by breaking the front passenger window using a breaching tool.

 

Assault

July 23, 2021 at 7:26 PM, officers were dispatched to a north end residence for a family dispute.  A 41-year-old male had assaulted his stepmother and father.  The male fled the area prior to police arrival.  The investigation led to reasonable grounds for his arrest for two counts of assault and one count of mischief for damaging a door.  He was located and arrested on July 26 at 5:22 PM on King Street West.  He will appear in court at a date in the future.

 

 

July 22 – 23, 2021 News Release

Domestic Assault

July 22, 2021 at 5:00 AM, the Brockville Police Service received a complaint of a domestic dispute at an apartment in the city’s south end.  The complainant indicated that the male party was actively assaulting a female party.  Both involved in this incident are well known to police.  The 23-year-old male was recently released from custody after a bail hearing on July 15, 2021.  The 18-year-old female was also on bail with a condition not to communicate with the male.  The involved parties fled the area prior to police arrival. 

Officers re-attended the apartment at 9:00 PM and located both parties.  The male was arrested for assault and breach of probation.  A search of the accused resulted in a charge for being in possession of a controlled substance (methamphetamine).  He was held in custody for a bail hearing. 

The female was charged for breaching her bail condition and released with a court date in the future.  She was not injured in the incident.

 

Breach of Probation

July 18, 2021 the Brockville Police received a complaint of a 21-year-old male breaching his probation order by contact someone over social media.  An investigation was completed and officers issued a warrant for his arrest.  On July 22nd the accused turned himself in to police.  He will appear in court at a later date.

 

Assault

July 21, 2021 at 10:00 AM, officers were called to a King Street West apartment for an unwanted person.  A 40-year-old male, reported to be under the influence of an unknown substance, had assaulted the complainant by striking her in the face causing a small laceration.  Officers located the male and arrested him for the assault.  He was held in custody for a bail hearing.

 

 

News Release – July 16 – 19, 2021

Domestic Assault

July 19, 2021 at 7:15 PM, officers responded to a domestic complaint in the city’s north end.  As a result of their investigation a 54-year-old female was arrested and charged with assault and mischief under $5000.  She was then released from custody with a court date in the future.

Warrants

On July 19, 2021 at 1:45 PM, officers located and arrested a 38-year-old female that was wanted on warrant for failing to attend court.  She was arrested without incident and released on her own recognizance with a court date in the future.

Warrants

Nikolai GAUTHIER, who was wanted from an assault on July 7, 2021, was arrested on July 19th at 3:23 PM.  The male was located in the city’s south end and he was held in custody pending a bail hearing. 

Bail violations\Drugs

July 18, 2021 at 10:44 AM, officers were called for a suspicious persons call at 43 King street West.  A 32-year-old female was arrested at the scene as she had a warrant for her arrest for failing to attend court. A search incident to arrest led to another charge for being in possession of a controlled substance (methamphetamine). She was held in custody for a bail hearing.

Impaired

July 18, 2021 at 10:22 PM, a 28-year-old male was charged with impaired operation and drive with more than 80 milligrams of alcohol.  Officers conducted a traffic stop on Perth Street at Schofield Avenue.  The officer detected an odour of an alcoholic beverage on the driver’s breath.  The driver failed a roadside screening device and was arrested.  He was then turned over to a qualified breath technician.  The male provided samples of his breath that were over the legal limit.  He will appear in court in the future.

Mischief/assault

July 16, 2021 at 8:20 AM, a 24-year-old female was arrested for assault, assault with a weapon, mischief and breach of probation.  Officers were at the Brockville General Hospital dealing with another matter when the accused struck a security officer.  The accused then fled on foot striking a police cruiser with her skateboard as she ran.  An officer at the scene pursued her on foot.  As he approached, the accused went to strike him with her skateboard.  The officer deployed his OC spray and affected an arrest.  She was subsequently charged with breaching a probation order by not keeping the peace or being of good behavior.  The accused was held in custody for a bail hearing.

Obstruct Police

July 17, 2021 at 1:13 AM, a 45-year-old male was arrested for obstructing police and causing a disturbance by being drunk.  Officers on routine patrol were flagged down by witnesses indicating that the male was attempting to engage people in an altercation.  Police attempted to intervene, but he continued his attempts to fight people on the street.  The officer attempted to arrest the accused and was taken into custody after a struggle.  He was later released with a future court date.

 

 

July 14 – 15, 2021 News Release

Theft

July 14, 2021 officers responded to a theft complaint at City Hall around 7:00 AM.  Two unknown suspects entered the site sometime overnight and removed several tools worth in excess of $5000.  CCTV footage captured the suspects entering the site at 4:30 AM.  The thieves were on bicycles.  The descriptions are limited at this time. One suspect is described as white male wearing orange shorts, black t-shirt with socks and running shoes. He was on a black and red mountain bike.  No description of the second subject at this time.

Mischief

June 26, 2021 the Brockville Police received a complaint of mischief were the complainant indicated that an acquaintance had damaged her front door 51 Water Street.  The 59-year-old accused male was located on July 14th on Water Street at 2:30 PM and arrested for that offence.  He was released from custody with a future court ate.

Mischief/assault police

July 14, 2021 at 9:24 PM, officers responded to a complaint of a disturbance at a King Street West apartment building.  The complainant stated that a shirtless male was attempting to gain entry to the building.  The first responding officer arrived on scene and was confronted by a 35-year-old male.  The suspect approached the officer stating that he was going to assault him.  The officer drew and displayed his issued conducted energy weapon and gained compliance from the male who was taking into custody.  The investigation revealed that the male had damaged a glass door at the building.  He was held in custody, charged with assaulting a police officer and mischief.

Threats

July 14, 2021 at 6:29 PM, officer responded to threatening complaint at a King Street West apartment building.  A 23-year-old male was arrested and charged with assault with a weapon, threats and breach of probation.  The accused attended an apartment and threatened the victim with violence if they did not return his drugs.  He produced a knife and told the victim they had three hours to return the drugs.  The victim told the accused that they were notifying the police. The accused then fled the area. He was located a short distance away and arrested for those offences.  He will appear in court to answer to the charges in the future.

At approximately 1:00 AM on the 15th, officers were called back to the same building for reports of a fight.  The same 23-year-old male was involved in an altercation.  Officers located the male who was being treated for an ankle injury by friends.  He was transported to BGH for treatment of the minor injuries.  The male was arrested breach of a bail condition and held in custody for a bail hearing.

 Bail Violations

July 15, 2021 at 1:00 AM, while officers were dealing with the above occurrence an 18-year-old female was arrested for breaching her probation order.  Officers ended up arresting the accused after she tried to engage a witness in an altercation.  She was charged and will appear in court at a later date.

 

July 13 – 14, 2021 News Release

Speeding

July 13, 2021 at 10:56 AM, an officer conducting traffic enforcement stopped a vehicle travelling 50 km/h over the posted speed limit of 50 km/h on Stewart Boulevard.  As of July 1, new amendments to the Highway Traffic Act have been implemented.   Drivers found speeding in excess of 40 km/h on a road with a speed limit of less than 80 km/h could now be charged with stunt driving.  This 47-year-old driver was charged and his vehicle was impounded.

Impaired

July 13, 2021 at 5:26 PM, the Brockville Police received a complaint about a possible impaired driver on Brock Street.  The driver was located at his residence, but displayed signs of impairment by alcohol.  He was arrested for impaired operation of a conveyance and turned over to a qualified breath technician so that samples of his breath could be obtained.  The 42-year-old male refused to provide a sample of his breath.  He has been charged with impaired operation of a conveyance and refusing to comply with a demand.  He will appear in court at a later date.

 

Joint Ministry of Transportation and Brockville Police Enforcement

July 14, 2021 the Brockville Police Service conducted a joint forces operation with the Ministry of Transportation Commercial Inspection and Enforcement Branch.  The operation was in response to several traffic related complaints about unsafe vehicles and improper exhausts.  This involved inspection notices handed out to offending vehicles that required the driver/owner to submit their vehicle for an inspection on today’s date.  Twelve notices were handed out to vehicles in our community.  Of those twelve notices issued, seven were deemed unfit or surrendered their plates/sold their vehicles prior to this inspection. Three vehicles were given repair verification notices, which means that the vehicles will have to be repaired and proof of that repair is sent to the officer.  One vehicle passed the inspection and one other vehicle did not report.  The owner of the vehicle that did not report will be charged with failing to report for the inspection.

 

 

News Release July 12 – 13, 2021

Impaired:

July 12, 2021 at 3:40 PM, officers attended the Real Canadian Superstore parking lot on Parkedale Avenue for reports of a possible impaired driver.  A 45-year-old male was arrested at the scene for impaired operation of a conveyance.  The male was turned over to a qualified breath technician in to determine the concentration of alcohol in his system.  The male refused to provide a sample of breath.  He was charged with impaired operation and refusal of a breath demand.  His vehicle was impounded for 7 days and his driver’s license was suspended for 90 days.  He will appear in court at a later date to answer to the charges.

News Release July 7 – 12, 2021

Harassment

On March 12, 2021, the Brockville Police Service investigated a complaint of harassing phone calls from a 53-year-old male made to an ex-partner.  The male could not be located at the time of the occurrence.  A warrant was issued for his arrest.  On July 11, 2021 at 4:45 PM, officers on Wall Street located the male.  He was released from custody with a court date in the future.

Impaired

July 11, 2021 at 5:07 PM, the Brockville Police Service received a complaint of a vehicle almost hitting a parked vehicle in a private drive on Perth Street.  The vehicle had pulled into the driveway almost colliding with the parked vehicle.  The suspect vehicle then backed out and drove away on Perth Street.  A description of the vehicle was provided to police.  Thirty minutes after the initial call a second call received from a resident on Keefer Street stating that the driver of that suspect vehicle had approached the complainant asking for gasoline.  The complainant could detect an odour of an alcoholic beverage on the driver’s breath and contacted police.

Officers arrived on scene and arrested the driver for impaired operation of a conveyance.  The provided samples of his breath to a qualified breath technician that exceeded the legal limit.  During the course of their investigation officers discovered that the driver provided a false identity.  The 51-year-old male is charged with: impaired operation of a conveyance, drive with more than 80 milligrams of alcohol and obstruct police.  He will appear in court at a later date to answer to the charges.

Warrants/break & enter tools

On July 12, 2021 at 4:21 AM, officers located a 22-year-old male on King Street West that was wanted by our service for a breach of probation warrant.  The accused was searched incident to arrest police located break-in instruments that included a screwdriver, pry bar, multi-tools and gloves.  He was held in custody for a bail hearing.

Assault

On July 10, 2021 at 1:15 officers responded to a disturbance on Brock Street.  A 44-year-old female is wanted for three counts of assault, two counts of assault with a weapon, uttering threats and possession of a weapon for a dangerous purpose.  The accused had attended a yard sale where she confronted an ex-boyfriend, assaulted him and assaulted a female.  She then produced a knife and threatened several people.  A warrant is being requested for her arrest.

Bail violations/weapons

On July 8, 2021 at 3:00 PM, officers located a 34-year-old female that had a warrant for her arrest for failing to comply with bail conditions.  She was arrested on King Street West at John Street.  A search incident to arrest led to the charges of possession of a controlled substance, possession of a prohibited weapon and possession of false identity documents.  Officers had located a small amount of fentanyl and switchblade knife.

Arrest

Shanna McGregor was arrested in relation to the assault on Reynolds Drive that occurred on July 7, 2021.  She will appear in court in the future to answer to the charges.  The two other subjects Gauthier and Smith are still outstanding.

 

Resignation of Chief Fraser

The Brockville Police Services Board (BPSB) announces that Chief of Police, Scott Fraser, has tendered his resignation effective October 3, 2021. 

The BPSB sincerely thanks Chief Fraser for his 23 years of service, the past 7 as Chief, to the community and his contribution to the Brockville Police Service.  We wish him well in his future endeavors.

As of October 3, 2021 Deputy Chief Mark Noonan will assume the role of Acting Chief of Police until further notice.  The BPSB is confident in Deputy Chief Noonan’s ability to lead the Brockville Police Service and continue to provide safe and effective community policing to the citizens of Brockville.
