News Release July 7 – 12, 2021

Harassment

On March 12, 2021, the Brockville Police Service investigated a complaint of harassing phone calls from a 53-year-old male made to an ex-partner.  The male could not be located at the time of the occurrence.  A warrant was issued for his arrest.  On July 11, 2021 at 4:45 PM, officers on Wall Street located the male.  He was released from custody with a court date in the future.

Impaired

July 11, 2021 at 5:07 PM, the Brockville Police Service received a complaint of a vehicle almost hitting a parked vehicle in a private drive on Perth Street.  The vehicle had pulled into the driveway almost colliding with the parked vehicle.  The suspect vehicle then backed out and drove away on Perth Street.  A description of the vehicle was provided to police.  Thirty minutes after the initial call a second call received from a resident on Keefer Street stating that the driver of that suspect vehicle had approached the complainant asking for gasoline.  The complainant could detect an odour of an alcoholic beverage on the driver’s breath and contacted police.

Officers arrived on scene and arrested the driver for impaired operation of a conveyance.  The provided samples of his breath to a qualified breath technician that exceeded the legal limit.  During the course of their investigation officers discovered that the driver provided a false identity.  The 51-year-old male is charged with: impaired operation of a conveyance, drive with more than 80 milligrams of alcohol and obstruct police.  He will appear in court at a later date to answer to the charges.

Warrants/break & enter tools

On July 12, 2021 at 4:21 AM, officers located a 22-year-old male on King Street West that was wanted by our service for a breach of probation warrant.  The accused was searched incident to arrest police located break-in instruments that included a screwdriver, pry bar, multi-tools and gloves.  He was held in custody for a bail hearing.

Assault

On July 10, 2021 at 1:15 officers responded to a disturbance on Brock Street.  A 44-year-old female is wanted for three counts of assault, two counts of assault with a weapon, uttering threats and possession of a weapon for a dangerous purpose.  The accused had attended a yard sale where she confronted an ex-boyfriend, assaulted him and assaulted a female.  She then produced a knife and threatened several people.  A warrant is being requested for her arrest.

Bail violations/weapons

On July 8, 2021 at 3:00 PM, officers located a 34-year-old female that had a warrant for her arrest for failing to comply with bail conditions.  She was arrested on King Street West at John Street.  A search incident to arrest led to the charges of possession of a controlled substance, possession of a prohibited weapon and possession of false identity documents.  Officers had located a small amount of fentanyl and switchblade knife.

Arrest

Shanna McGregor was arrested in relation to the assault on Reynolds Drive that occurred on July 7, 2021.  She will appear in court in the future to answer to the charges.  The two other subjects Gauthier and Smith are still outstanding.

 

Resignation of Chief Fraser

The Brockville Police Services Board (BPSB) announces that Chief of Police, Scott Fraser, has tendered his resignation effective October 3, 2021. 

The BPSB sincerely thanks Chief Fraser for his 23 years of service, the past 7 as Chief, to the community and his contribution to the Brockville Police Service.  We wish him well in his future endeavors.

As of October 3, 2021 Deputy Chief Mark Noonan will assume the role of Acting Chief of Police until further notice.  The BPSB is confident in Deputy Chief Noonan’s ability to lead the Brockville Police Service and continue to provide safe and effective community policing to the citizens of Brockville.

July 6 – 7, 2021 News Release

Theft

July 7 around 4:00 PM, officers arrested a 37-year-old male for being in possession of a stolen bicycle.  The owner of the bicycle had reported it missing earlier in the day.   Police then received information that the bicycle was now leaning against a building on Water Street.  As this information was passed on to the owner, the above-mentioned suspect took the bike and left the area.  Officers in the area located the accused and arrested him for theft.  He was arrested without incident and will appear in court at a later date to answer to the charge.

 

Assault

July 7 at 7:00 PM, officers responded to an assault complaint that occurred in the lobby of an apartment on Reynolds Drive.  Two males and one female in the lobby of the building approached the 23-year-old victim. One suspect used an unknown substance, believed to be bear spray, on the victim.  The two other suspects assaulted the victim with kicks and punches.  The victim was brought to the Brockville General Hospital for minor injuries. 

Police have identified the suspects and are seeking to locate and arrest:

Nikolai Gauthier 24 years of age.  He is described as male white 183 cm, 65 kg with brown hair and blue eyes. Gauthier is charged with 1) assault with a weapon 2) mischief 3) breach of probation x 4.

 

 

 

 

 

 

 

 

Timothy Smith 38 years of age, male white, 188 cm, 113 kg, brown hair and blue eyes. Smith is charged with 1) assault 2) mischief 3) breach of probation x 3.

Shanna McGregor 27 years of age, female white, 157 cm, 73 kg, brown hair with blonde highlights and brown eyes. McGregor is charged with 1) assault 2) mischief.

The victim was also the subject of an arrest warrant for failing to attend court.  After the male was released from the hospital he was arrested and held in custody for a bail hearing.

 

Theft/weapons

July 7, 2021 at 8:38 PM, the Brockville Police were called to Walmart on Parkedale Ave. for reports of a 43-year-old male that had exited the store with several items without attempting to pay.  The male refused to comply with the loss prevention officer and fled on foot.  He was located a short distance away by police and arrested. At the time of his arrest, the male was armed with Brass Knuckles.  The accused has been charged with 1) theft 2) obstruct police 3) breach of a release order and 4) possession of a prohibited weapon.  He was held in custody for a bail hearing

 

Domestic

July 6, 2021 at 12:00 PM officers responded to a domestic disturbance in the city’s south end.  A 42-year-old male has been arrested and charged with domestic assault as a result of the investigation.  He was released from custody with a future court date.

 

 

News Release – July 5 – 6, 2021

Bail Violations

On July 5, 2021 at 5:17 PM, officers were in the area of George Street investigating a separate call when they observed the 36-year-old accused male accompanied by a 32-year-old female that he was on conditions not to associate with.  The male had previously been charged in relation to a domestic dispute where the male was charged for damaging property. He was arrested without incident and held in custody for a bail hearing.

News Release – July 2 – 5, 2021

Fraud

July 2, 2021 at 8:36 AM, a 34-year-old female was arrested for fraud in relation to a theft and use of credit cards from June 28th.   The victim had his vehicle entered and wallet taken from the vehicle while it was parked downtown overnight.  The victim learned of the theft when he received alerts that his card was used at a convenience store in the early morning hours on the 29th.  Police were notified and retrieved the CCTV footage from the store.  The suspect was identified and arrested when she was located on Wall St. on July 2nd.  She was released from custody with a future court date.

 

Warrants

On July 2, 2021 at 3:15 PM, a 28-year-old male was arrested on the strength of a bench warrant for failing to appear for court in relation to a threatening charge.  The accused was located by court officers on Wall Street and arrested without incident.  He was held in custody for a bail hearing.

 

Public Intoxication

On July 2, 2021 at 11:35 PM, officers responded to a disturbance at a residence on Park Street near Water Street.  A 25-year-old male was located on the street in an intoxicated condition.  The male was arrested for being intoxicated in a public place and held in custody until he could care for himself.  He was issued a $55 fine upon his release.

 

Impaired

On July 3, 2021 at 1:42 AM, the Brockville Police responded to complaints of a possible impaired driver on Glenwood Place.  The complainant indicated that the driver of a white Ford Expedition was driving erratically in the area.  Officers arrived on scene and arrested a 40-year-old female driver for impaired operation of a conveyance.   The accused was turned over to a qualified breath technician to determine the concentration, if any, of alcohol in her system.  She refused to provide any sample of breath.  She was charged with impaired operation and refusing to provide a sample of breath.  To add to her problems, she was not a licensed driver and had the wrong plates on her vehicle.  She was charged with impaired operation, refusing to provide a breath sample and breach of probation.  She will appear in court at a future date.

 

Traffic Collision

On July 3, 2021 at 9:54 PM, officers responded to a traffic accident at the intersection of Parkedale Avenue and Windsor Drive.  Two vehicles were involved in the accident that caused a road closure until the scene could be investigated.  A passenger from one of the vehicles was brought to the Brockville General Hospital for their injuries, but was later released.  An 18-year-old driver was charged with making a left turn-fail to avoid collision.

 

Bail Violations/officer assaulted

On July 4, 2021 at 10:15 AM, officers were called to an address on Dana Street for a female banging on windows and acting irrationally.  Officers attempted to arrest a 26-year-old female for mischief and breach of her probation order.  She resists the officer’s attempts and ends up biting one of them.  She is taken into custody and charged with 2 counts of breaching a probation order, mischief and assault police.  She was held in custody for a bail hearing.

 

News Release – June 30 – July 1, 2021

Domestic Assault

On June 30th, 2021 at approximately 3:30p.m., the Brockville Police Service received a complaint regarding a domestic dispute in the area of King St. w. and John St. in Brockville. Officers attended and investigation revealed that the male and female were engaged in a physical altercation where the 26 year old, local female, had assaulted the male causing minor injuries. The female was arrested and charged with assault. She was released on conditions with a future court date.

Bail Violation

On July 1st, 2021 at approximately 1:45a.m., officers from the Brockville Police Service located a 35 year old, local female, who was outside of her residence while on a release order with a curfew condition of 10:00p.m. to 6:00a.m. The female was arrested, charged with a breach of release order and held for a bail hearing.

Warrant

On June 30th, 2021 at approximately 8:30a.m., officers located and arrested a 40 year old, local male, who was wanted on an arrest warrant held by the OPP for various domestic violence related charges. The male was operating a vehicle in the South area of Brockville. The charges in question include assault, forcible confinement, overcoming resistance, uttering threats, mischief under$5,000 and theft under$5,000. He was arrested and turned over to the OPP for processing. 

 

News Release – June 29 – 30, 2021

Impaired

On June 29, 2021 at approximately midnight, officers from the Brockville Police Service located a suspicious vehicle in the area of Hubbell St. and Strowger Blvd. in Brockville. Investigation revealed the driver was a 39 year old male. An odour of alcohol was detected coming from the driver. A roadside screening device was administered which he failed. The driver was arrested for operating a conveyance with over 80mg of alcohol and taken for further testing. Further breath samples received showed readings of 280mg of alcohol, which is over three times the legal limit. He was charged with impaired driving and operating a conveyance with over 80mg of alcohol. He was released with a future court date.   

 

Arrest Warrant for Fraud

On June 29, 2021 at approximately 12:30a.m., officers from the Brockville Police Service located a local, 17 year old male, who had an arrest warrant for fraud under $5,000.00. The male was located in the area of William St and Pearl St. in Brockville. The warrant was a result of a fraud investigation that took place earlier this month. The male was arrested and held for a bail hearing.

 

June 26 – 27, 2021 News Release

Probation Breach

On June 26th, 2021 at approximately 6:00pm, the Brockville Police Service received a complaint of a 40 year old, local female who was at an apartment building in the Center area of the City. The female was on probation with a condition to not attend the building in question nor communicate with an individual who lives there. The female was located, arrested and released with a court date for breaching her probation order.  

 

Warrants

On June 27th, 2021 two separate arrest warrants were executed. A 32 year old male, wanted since July 2019, was arrested by the Ottawa Police Service on a warrant held by the Brockville Police Service for mischief under $5,000. A 37 year old female was wanted for failing to attend for fingerprinting and identification purposes. Officers from Brockville Police Service executed this arrest warrant. Both individuals were brought into custody and held for a bail hearing in Brockville.

 

Wanted Subject – Kevin Dunn, 42

Wanted Subject

On May 17 2021, Kevin Dunn 42, was released after a contested bail hearing.  His Release Order includes 21 outstanding charges with alleged offense dates between February 2020 and April 2021.

The Brockville Police currently have a new warrant for Fail to Comply with Probation and Theft Under $5000. This latest incident is from June 23 at 9:18 am.  Brockville Police were contacted about a theft of luggage at the VIA Rail station on Perth Street.  Officers identified the accused after a review of CCTV footage.  It is believed that he is residing in Brockville.

He is described as male, 180 cm, 89 kg, brown hair and blue eyes.

June 23 – 24, 2021 News Release

Break and Enter

June 23, 2021 at 1:24 am, officers were called to a Break & Enter in progress on Stewart Blvd.  The complainant reported to police that there were two suspects attempting to break into a residence.  He had returned home from work when he spotted a ladder and the two suspects on the roof of the residence.  The complainant removed the ladder and called police.  The officers arrived on and called the Brockville Fire Department for assistance with access to the roof.  A 25-year-old male was arrested, but the second suspect was not located.  The accused was charged with Break & Enter and trespass by night.  He was released from custody with a future court date.
