Parents Arrested After Neglecting Care for Children

On April 7, 2026, at approximately 6:00am, police received a report of a four-year-old child who was unclothed and laying in the hallway of a multi-unit dwelling in the Kensington Parkway area. The caller determined the child had come from an adjacent unit, where a seven-year-old child was also located alone and unsupervised.

Officers attended and found that both children had been left without supervision for several hours. The residence was observed to be in appalling condition. Children and Family Services were notified and attended to assist with the investigation.

The parents were subsequently located, and police learned that the parents had previously separated, and that it was a common practice for the children to be left alone in the residence, primarily through the early morning hours. This would take place while the parents spent time with others or were at work. Police also learned that one of the children was routinely locked in a bedroom to prevent them from exiting. This raised further safety concerns, particularly in the event of an emergency within the building.

The parents, a 34-year-old male and a 31-year-old female, were arrested and held for bail hearings. Both have been charged with the following:

  • Two counts of Abandoning a Child
  • Forcible Confinement
  • Failure to Provide the Necessaries of Life
