Woman Wanted for Fraud Arrested

A 20 year old Brockville area woman wanted for several counts of fraud was arrested yesterday in the early afternoon when alert staff at the Bank of Montreal recognized her and called police.

At 12:30 p.m. employees at the Wall Street branch contacted police to report the woman whom police were looking for regarding several counts of fraud was in their bank at the time. Officers quickly responded to the bank and were able to arrest her without incident in the bank.

The woman was taken to the Brockville Police Service and later released with a future court date.

 

Intoxicated Man Faces Mischief and Breach Charges

At 4:45 p.m. yesterday afternoon officers responded to a downtown restaurant when staff there complained of an intoxicated male who wandered into the restaurant and relived himself on the main floor where patrons were present before exiting.

Officers eventually caught up with the man whom they recognized a short distance away. He showed all the usual signs of intoxication and officers placed him under arrest for mischief. While on scene, police further confirmed he was also on probation and he was also face an additional charge of breaching his probation order.

He was conveyed to the Brockville Police Station and held until sober when he was released on several conditions and given a future court date.

 

Intoxicated Man falling into traffic arrested

Shortly after midnight last night Brockville Police received a call from a concerned motorist reported a young man walking south on Stewart Boulevard apparently intoxicated and falling into traffic.

Responding officers located the 24 year old Brockville man who was well under the influence of alcohol on Stewart. He was placed under arrest for Public Intoxication for his own safety and conveyed to the Brockville Police Service where he was held overnight until sober.

He was released this morning with a Provincial Offences Notice.

Brockville Police Service Deputy Chief Appointment

The Brockville Police Services Board is happy to announce the appointment of Deputy Chief Mark Noonan.

Mark will be replacing Deputy Chief Lee MacArthur who retired today after 33 years of service with the Brockville Police.  Mark started with the Brockville Police Service in July 1992 and has held numerous positions within the organization.  Mark is currently supervising the Criminal Investigation Branch and is a member of the Senior Management team.  The Brockville Police Services Board conducted an internal search for a replacement for Deputy Chief MacArthur when he announced his plans to retire.  “We are fortunate to have a number of qualified individuals within our current organization and we are pleased to be able to promote from within.” – King Yee Jr – Chair of Brockville Police Services Board.

Moving forward, we look forward to working with Deputy Chief Noonan and we wish Deputy Chief MacArthur all the best in his retirement.

Deputy Chief Lee MacArthur

Deputy Chief Lee MacArthur was hired under Chief Gerry Curtis and throughout his career worked under eight Chiefs and was the Deputy Chief to four of them.

While working his way up through the ranks, Lee became a Detective Constable in 1990, and in 1996 became the first full-time Drugs and Intelligence officer for the service. In 2000, he was promoted to the rank of Detective Sergeant in charge of the detective office. He was again promoted in 2002 to the rank of Inspector and became Deputy Chief in 2007.

Deputy Chief MacArthur is a graduate of the FBI National Academy in Quantico, Virginia and of the Executive Management Course at the Rotman School of Business.

A native of New Brunswick, Lee and his wife Connie own a summer home on the Bay of Fundy where they can now spend their summers enjoying the beautiful view.

 

 

Constable Robert Ferguson

Constable Robert FergusonConstable Robert Ferguson began his career with the Brockville Police Service in May of 1983 as a general patrol officer, a position he thoroughly enjoyed throughout most of his career. “Fergie” as he was referred to by his colleagues is very much a people person, a gift which made him such a successful patrol officer during his career.

Constable Ferguson was one of the Brockville Police Services training officers during his career and helped train over 10 recruits currently working for the service. For several summers, he and retired Constable Ryan Hayes enjoyed being part of the summer bike patrol in downtown Brockville. Constable Ferguson was also trained as a Drug Recognition Officer (DRE) for detection of drug impaired drivers and early in his career was a member of the Service’s Containment Team.

An avid sportsman, Rob was an accomplished baseball player and now enjoys refereeing basketball and is Vice-President of the Referees Association of Canada.

 

 

Support Services Coordinator Deena Shaw

Deena Shaw Support ServicesDeena has been a member of the Brockville Police since 1985 when she was first hired as a 911 dispatcher in our communications centre of the Brockville Police Service.

In 2009, Deena was promoted to the position of Support Services coordinator, a positions which includes supervision of the Communications Centre, being in charge of the Evidence and Property Room, Firearms, and the licensing of taxi and ensuring compliance of the taxi by-law.

During her career with the Brockville Police Service, Deena has worked with 8 Chiefs of Police, volunteered with the Brockville Police Association in a number of positions.

In her personal life, Deena was a big supporter of Canadian Aid for Chernobyl and over the years sponsored 4 children for summers in Canada. One of those children eventually achieved her landed immigrant status in Canada and lived with Deena and her family eventually graduating from BCI and St. Lawrence College in nursing and is currently working as an RPN in Alberta.

Deena has two other children, Jason who is a member of the Canadian Forces, and Mathew who works locally at Hendrix and is a volunteer firefighter.

January 29 – 30, 2018 Incidents

Brockville Man turns himself in at HQ

A 54 year old Brockville man attended to the Brockville Police at the police station Monday afternoon after learning there was an outstanding warrant for his arrest for failing to appear in court on Friday January 26th.

The man who is before the courts on fraud related charges failed to appear in court when his name was called and as a result a warrant was issued for his arrest. Just before 5:00 p.m. yesterday he attended the front desk of the police station and turned himself in.

He was charged with failing to attend court and released from custody with a new court date on all of his charges.

 

Disturbance calls lead to arrest

Brockville Police responded to a couple of complaints of two men fighting and causing a disturbance in the area of Perth and Downey Streets last evening resulting in a 27 year old man being arrested.

Officers were first called around 8:30 p.m. when the caller reported seeing the two men fighting and arguing at an apartment in the area. The caller added the 27 year old man was intoxicated and refusing to leave. When officers were enroute, a second call was received about an intoxicated male walking on Perth Street toward the VIA Station, with a bloodied face.

The young man was located and found to be very intoxicated and as a result he was arrest for his own safety for Public Intoxication and conveyed to the Brockville Police Service and held until sober. He was released in the morning with a Provincial Offences Notice.

 

Driver Provides False Name Arrested

A 21 year old North Augusta woman is facing charges of personation and breaching her probation today as a result of providing police with a false name during a traffic stop last evening on Parkedale Avenue.

The woman who was travelling with her two children and boyfriend in a green 2006 Pontiac G6 on Parkedale Avenue near California Avenue was stopped for a highway traffic violation by officers. She did not have identification with her but provided officers with her name and particulars. When the officer returned to his car and checked the name provided to him, he realized the woman had provided him with a false name. He returned to the car and spoke with the driver and placed her under arrest for personation and learned the driver’s actual name.

She was conveyed to the Brockville Police Station where she was charged with personation, breach of her probation and a number of Highway Traffic Act offences. The children were left in car of her boyfriend and arrangements were made for the children’s grandparents to pick them up.

The woman was released from custody a short time later with a future court date.

 

January 28 – 29, 2018 Incidents

Breaching Release Conditions

A 38 year old Ottawa area man and a 40 year old Ottawa woman are wanted this morning as a result of breaching their release conditions by communicating with one another.

The couple were in Brockville for the purpose of supervised visitation with their children who are currently living in the city with another family member. When they arrived for visitation the couple arrived in the same vehicle. The 40 year old woman was the first to exit the vehicle and visit with her children. When she completed her visit the 38 year old male then exited the vehicle and had visitation. The couple then left together and a witness contacted police to report the breach of conditions.

Attempts are being made to contact the couple and have them attend the Brockville Police Service and turn themselves in on these charges.

 

Unwanted Person leads to Probation Breach

Early this morning Brockville Police were called to a Brock Street residence to remove a 50 year old man from the residence who had been asked to leave.

 At 12:30 a.m. this morning Brockville Police were called to a Brock Street apartment by a female resident of the apartment. She advised police she did not want the man in her apartment and that he had a probation order barring him from being in the unit. Once police confirmed the order he was arrested for breaching his probation and conveyed to Brockville Police Headquarters where he was later released from custody with several conditions and given a future court date.

 

Thefts from Vehicles

Thieves continue to target unlocked vehicles on Brockville streets overnight.

Overnight Saturday night into Sunday morning three more vehicles were hit in the James Street and Pine Street areas of the city and in all cases vehicles were not locked. In all cases, change, electronics and keys were taken from the vehicles interior.

 

Busy Sunday Night

Brockville Police were kept busy on Sunday and into Monday morning with 32 calls for service over the 24 hour period.

Officers responded to four calls of suspicious persons, three calls of a mental health nature, three thefts, two unwanted persons, two bail violations and one break and enter.

One person was arrested for breaching his probation order, two people are wanted for violating their bail conditions and one is wanted for a break in and to assess his health and well-being.

 

 

Person to Locate

A 29 year old year old Brockville man is being sought by Brockville Police after a pair of incidents late yesterday afternoon and early evening.

While on patrol just before 6:00 p.m. officers observed a male running south on Hill Street in Brockville wearing only black boxer shorts and soon confirmed that he was fleeing the Brockville General Hospital. Shortly after 6:00 p.m. Brockville Police received another call about the man after he broke into a house on Ormond Street.

The resident, who uses a wheel chair, was in the kitchen area when he noticed the man by the front door attempting to steal his shoes. The resident went and confronted the intruder and a struggle ensued before the 29 year old fled the residence. Pedestrians in the area showed police the man fled north on Bethune Street and was last seen on Hamilton Street. Brockville Police asked for the OPP Canine unit to assist but were unable to locate the man.

Brockville Police are seeking the public’s assistance in locating this man who still has not been located. The 29 year old is described as being approximately 6 feet tall, weighing 175lbs, medium build, short straight brown hair and brown eyes. He was last seen wearing a yellow Tommy Hilfiger sweater, a teal polo shirt, and black shoes. No description is available for the pants he was wearing. He also may be bleeding from his arm after fleeing treatment at the hospital and may have minor injuries as a result of the altercation with the home owner. He is quite familiar with the downtown area of Brockville and may return to this area.

January 26 – 28, 2018 Incidents

Intoxicated Male

A 67 year old Brockville man was arrested Friday afternoon for being intoxicated in a public place contrary to the Liquor License Act.

Police were called as a result of witnesses observing the male sitting on parkedale avenue with a bottle of alcohol. The man was taken into police custody and later released, when sober.

 

Domestic Disturbance

Police were called to a north end residence after receiving calls of a disturbance outside the residence. A 26 year old Brockville male was arrested on 3 outstanding warrants. He was also charged with assault as a result of the disturbance. He is being held for a bail hearing

A 29 year old Brockville male was arrested early Sunday morning as a result of a disturbance at a north end business. The male was charged with breaching his previous release conditions for consuming alcohol. He was released when sober and given a future court date.

January 25 – 26, 2018 Incidents

Suspended Driver Charged

Brockville Police officers observed a white 2012 Chevrolet Impala yesterday afternoon on William Street being operated by a 29 year old Brockville woman who they believed was suspended from driving by the province.

At approximately 1:30 yesterday afternoon officers stopped the woman on William Street and confirmed her license was suspended. Officers also learned the vehicle she was operating was also not insured. When informed, the woman immediately became confrontational with police and was briefly taken into custody for obstructing officers in the performance of their duties.

After a short period of time the woman calmed and was released from custody and charged with driving under suspension and with no insurance. The vehicle she was operating was also impounded.

 

Police Investigating a Residential Break-in

A King Street West woman reading in her room was disturbed last night just before midnight when she heard noises coming from the back of the house. When she realized someone breaking into her residence, she looked outside and saw one suspect fleeing her residence down the driveway toward King Street.

The woman went downstairs to discover her kitchen had been gone through, numerous drawers left open and her turquoise purse missing. There was considerable damage to the kitchen doors when the suspect(s) gained entry to the residence.

The suspect is described only as wearing dark clothing and wearing a dark coloured hoodie and last seen walking toward King Street.

January 24 – 25, 2018 Incidents

Man turns himself in

A 29 year old Brockville man wanted since November 25th for assault, mischief and weapons charges after an argument with his brother at a Brock Street residence surrendered to police yesterday.

In the November incident the man became upset with his older brother who lived in the same building as he did and began banging on the door. When he couldn’t gain entry he went outside the residence and threatened his brother holding undisclosed weapons in each hand. Police were called and before they arrived the man had left the area and a warrant was sought when they were unable to locate him.

After turning himself in, he was processed and released from custody with several conditions at bail court and given a future court date.

 

Theft from kitchen at Holiday Inn Express

Investigators are looking to identify 3 youths who entered the Holiday Inn Express on Kent Boulevard at approximately 2:30 p.m. yesterday after and caused damage and took items from the kitchen.

The youths entered the hotel and asked staff to use the bathroom and were shown where to go. Staff then noticed the youths had entered the kitchen and confronted them and attempted to detain them but were unsuccessful. The youths then fled running towards Stewart Boulevard.

One youth is described as wearing a green shirt with a green back pack, the second wearing a blue coat and beige pants and the third wearing a blue coat with dark pants. They are believed to be in their mid-teens.

Staff at the hotel is still preparing a list of the missing items and preparing video surveillance footage for officers to view.

Empty Beer Kegs Stolen

Yesterday morning Brockville Police were contacted by staff at Kelsey’s Restaurant reporting that sometime overnight Sunday night into Monday morning unknown persons entered a secure storage area and stole 4 empty beer kegs.

Staff at the restaurant have video surveillance in the storage area and at the time of the report were reviewing the footage to try and identify the responsible person(s) for taking the kegs.

Unwanted Person leads to arrest and drug charges

A 40 year old Brockville man is facing charges of being unlawfully in a dwelling and possession of a controlled substance as a result of police receiving a complaint of unwanted person in a Laurier Avenue apartment.

At 10:25 a.m. yesterday morning officers attended to the apartment buildings at the corner of Laurier Boulevard and Kensington Parkway after receiving a complaint of squatters being in one of the apartments. When officers arrived they found three Brockville men inside the unit who were not allowed to be on the premises. Two of the men left and returned to their own residence while the 40 year old man was found to be in possession of a controlled substance.

As a result he is now facing charges of being unlawfully in the dwelling and possession of a controlled substance. He was released from custody with a future court date.

 

Stolen Vehicle Recovered

While on routine patrol in the overnight hours officers spotted a blue 2013 Toyota Rav 4 on Fairknowe Drive in the parking lot of the apartment complex at 6 Fairknowe. When officers did a query of the license plate they learned the vehicle had been reported as stolen earlier from Gananoque.

Brockville Police then contacted their partners in Gananoque and arrangements were made to have the vehicle towed and held for forensic examination.

 

Latest Scams to hit area

Bank Inspector Scam

The Brockville Police have been receiving calls and walk in complaints today from a number of local residents who report receiving calls from a “bank employee” reporting their accounts, credit cards or debit cards have been compromised. The scammer then asks the victim for credit card numbers and PIN numbers to verify whether or not the card has been compromised.

This is a form of Identity theft called “phishing” whereby the caller solicits or “phishes” for information from the victim and uses this information for a fraudulent purpose.

Should residents receive such a call please just hang up! Theses scammers are “phishing” for any information they can get from their victims and information they receive over the phone can be used for their fraudulent purpose.

Canada Revenue Agency Scam

The Canada Revenue Agency scam is once again active in the Brockville area and targeting local residents.

In the typical scam a resident will receive a phone call from someone claiming to be an investigator with CRA or a police officer with the RCMP or even a lawyer taking a civil action. They will threaten if you do not pay outstanding balances you could face incarceration or legal action.

Please just hang up on the caller and DO NOT provide them with any additional information. Engaging the scammer in conversation will only allow them to gain more personal information on you and your family and make your residence a target for future scams.
