Impaired Driving

On December 21, 2022 at about 1:00am, the Brockville Police Service received information regarding a suspected impaired male observed stumbling and entering a white GMC pickup truck in the area of Water St. The male was observed driving away while police were on route to the area. Officers did locate the suspect vehicle stopped at the intersection of King St. W. and Courthouse Ave. The 41-year-old, male driver was passed out at the wheel with the vehicle in drive and a foot on the brake. Officers arrested the male for impaired operation. He was transported to the Brockville Police Service for further testing. There, he gave breath samples which confirmed he was operating the vehicle well over the legal limit. His licence was suspended, vehicle impounded and he was charged with impaired operation and impaired operation – blood alcohol concentration over 80mg. Once sober, he was released with a future court date.

 

Stolen Vehicles

This is information to notify the public regarding the continuing concern of stolen vehicles. Since December 19, 2022 and through this morning, we have had reports of six vehicles stolen from various locations in the city. This includes private residences and dealerships. We continue to notice a trend in relation to Dodge/Jeep products. Out of the six vehicles stolen, four were Jeep products and one was a Dodge Ram pickup. Please be aware if you are an owner of these products and if you notice anything suspicious, please call the Brockville Police Service for assistance.

 

 

December 16 – 20, 2022 News Release

Theft Leads to Arrest

On December 16, 2022 at about 11:00am, the Brockville Police Service received a complaint of theft from the Luella Charlotte Boutique on King St. W. The suspect was a 55-year-old male and was located in the nearby area. Once arrested the accused was searched and officers found evidence of at least three more thefts from the downtown area. The property was recovered and he was later released with a court date for the offence of theft under $5,000.00.

 

Disturbance Leads to Arrest

On December 17, 2022 at about 9:30am, the Brockville Police Service received a complaint of a 29-year-old female, causing issues at Revelation Martial Arts on California Ave. Information was that one of the youth students was having issues during the class and was being asked to leave class for the day. The female mentioned above is the parent of the youth. They became hostile towards staff. She engaged in a verbal dispute and picked up a laptop threatening to throw it. Police arrived to attempt to de-escalate as the disturbance was taking place in front of other students. As officers were removing the female from the building, she assaulted one of the officers by throwing a half-full cup of tea at them. She was then arrested for failing to leave when directed under the Trespass to Property Act, assault police and resist arrest. She was later released with a court date for these charges. No one was injured in the incident.

 

Impaired Driving

On December 18, 2022 at about 5:00am, the Brockville Police Service received a report of a vehicle off the roadway on Centennial Rd. at Windsor Dr. Officers attended and located the vehicle and the lone 22-year-old female who was operating the vehicle. She was showing signs of intoxication and was placed under arrest for impaired operation. She was taken into custody for further testing which confirmed that she was driving while over the legal limit. As a result, the vehicle was impounded, driver’s licence suspended and charged with operation while impaired and operation while impaired – blood alcohol concentration over 80mg. She was released with a future court date.

 

Domestic Dispute and Impaired Driving

On December 18, 2022 at about 9:45pm, the Brockville Police Service received information of a domestic disturbance at a residence on King St. W. Information was that a 36-year-old male and 36-year-old female, were involved in a heated dispute. It was known that both of the individuals involved were on bail conditions to abstain from communication with one another. When officers arrived on scene the male had left prior to police arrival. Investigation revealed that the male had assaulted the female’s daughter, forcibly confined them in the residence and damaged items in the residence. Officer’s attended to the address where the male involved lives. It was believed that he had possibly had driven away while impaired. His vehicle was located at the residence parked, unattended and running with the door left open. The male was located in the rear yard of a neighbouring residence. As officer’s approached, the male fled but was arrested after a short foot chase. He was arrested in relation to the domestic investigation and also impaired driving. He was taken for further testing which he refused to comply with. After further investigation it was determined that the 36-year-old female was arrested and charged with fail to comply with undertaking and held for a bail hearing. The male was charged with two counts of assault, forcible confinement, mischief under $5,000.00, operation while impaired, refusal to comply with demand, resist arrest and fail to comply with undertaking. His vehicle was towed and licence was suspended. He was also held in custody for a bail hearing.

 

Stolen Vehicle Recovered and Suspect Involved in a Break and Enter

On December 19, 2022 at about Midnight, the Brockville Police Service received information regarding a vehicle abandoned in the ditch on Laurier Blvd. The vehicle was described as still running, in drive and stuck in a snowbank. There was damage done to the vehicle. At the same time of this report, there was another call of an alarm at the Levac Supplies business in the nearby area. Officers attended and found that the building had been broken into. Officers searched the building and located a 47-year-old male hiding inside. He was arrested. Further investigation revealed that he was also responsible for the vehicle that was recovered. In fact, it was learned that the vehicle was involved in a carjacking out of Ottawa. The male was held in custody for a bail hearing for the offences of possession of property obtained by crime and break and enter. Further investigation is being conducted by the Ottawa Police in relation to the carjacking incident.     

 

December 13 – 16, 2022 News Release

Motor Vehicle Collision

On December 13, 2022 at about 5:00pm, the Brockville Police Service received a report of a motor vehicle collision in the area of James St. W. and Buell St. Brockville Fire Department and Paramedics were in attendance as well. The drivers were a 71-year-old male and a 35-year-old female. Both drivers were taken to the Brockville General Hospital and suffered what can be described as on-life-threatening injuries. Both vehicles involved were demolished. The investigation is still ongoing. No charges have been laid at this time. Once the investigation is completed, any appropriate charges will be issued. 

 

R.I.D.E / Impaired Driving

The Brockville Police Service have continued with the commitment to keeping our roads safe. R.I.D.E. programs were initiated and specifically on the evening of December 13, 2022 approximately 40 vehicles were stopped and drivers were checked regarding their sobriety. While performing R.I.D.E., officers were called away to a call of a road rage type incident. The driver’s actually attended to the Brockville Police Service during the incident where they engaged in a verbal altercation. While officers were investigating they discovered that one driver involved was a 28-year-old male, who had been driving under the influence of alcohol. The male failed a roadside screening device sample test. He was placed under arrest for further testing which confirmed he was operating while over the legal limit. His driver’s licence was suspended, vehicle impounded and charged with impaired operation and impaired operation – blood alcohol concentration over 80mg.

Additional R.I.D.E. programs have been completed as well. On the evening of December 15, 2022, officers stopped approximately 130 vehicles. It is comforting to know that every driver checked at this check point, was driving while sober and safe. 

 

Warrants

On December 14, 2022 the Brockville Police Service executed two arrest warrants. Both individuals arrested turned themselves into police. One was a 47-year-old male, who was arrested on an outstanding bench warrant for failing to attend court for a charge of fail to comply with undertaking conditions. The second was a 27-year-old male, who had a warrant for a charge of failing to comply with probation. Both were released shortly after their arrest with paperwork and a future court date.    

December 9 – 13, 2022 News Release

R.I.D.E. Program Leads to Impaired Enforcement

During the Christmas Holiday Season the Brockville Police Service has committed to focusing on R.I.D.E. programs, to help keep our roads safe. On the night of December 11, 2022 between the hours of 8:30pm and 10:30pm, officers were setup in various locations throughout the city. During that time there were two specific incidents of note. The first was a 31-year-old male who was stopped and provided a breath sample registering an alert on the screening device. This resulted in a three day licence suspension. The second was a 67-year-old male who provided a breath sample registering a fail on the screening device. He was arrested and taken into custody for further testing. It was confirmed that he was operating while over the legal limit. His vehicle was impounded, driver’s licence suspended and charged with operation while impaired and operation while impaired – blood alcohol concentration over 80mg. The Brockville Police Service is committed to keeping our roads safe.

 

Wanted Person – Warrant Executed

On December 9, 2022 the Brockville Police Service received information form the Toronto Police Service and the Halton Regional Police, of a 38-year-old male in custody who was wanted on charges out of Brockville. The male was wanted for 21 various criminal charges stemming from investigations on December 25 and 26, 2021. These charges include but are not limited to; Impaired, possession of fentanyl, obstruct police, possession of property obtained by crime, nine counts of identity theft, prohibited driving, dangerous driving and robbery. There was also a warrant for failing to attend court on some of the above mentioned charges. The male was returned to Brockville and held in custody for a bail hearing. 

 

December 10 – 11, 2022 News Release

Arrest of Eugene Soucy

Brockville Police Service would like to advise the public that Eugene SOUCY was taken into custody the evening of Saturday, December 10, 2022 after a great deal of cooperation with community residents. SOUCY was the subject of a high risk offender alert issued by Brockville Police on December 7, 2022. The service received a tip from a sharp-eyed youth that lead to an investigation of SOUCY breaching his release conditions. He is now facing a charge of breaching a prohibition order and he has been remanded into custody after a weekend bail hearing. Brockville Police Service would like to thank the entire community for their assistance and in particular the persons involved in the investigation that led to the charge being laid against SOUCY.

 

December 7 – 8, 2022 News Release

Distraction Thefts

It is important we make the public aware of a distraction theft incident. On December 7, 2022 at about 2:00pm, the Brockville Police service received a report of a theft that took place at the Canadian Tire on Parkedale Ave. Information was that two males approached the victim in the parking lot advising that there was a problem with her car. The female began to inspect her vehicle. One male suspect described to police as Oriental, distracted the female while a second suspect entered the vehicle and stole her wallet from her purse. Once the theft occurred the suspects left the area. The wallet contained $700.00 cash and financial cards. The suspects also made a $1,500.00 ATM withdrawal. This incident is still under investigation. We want to remind the public to protect your property at all times and be aware of the potential for distraction thefts if you are approached in this manner.

 

Theft

On December 7, 2022 at about 7:00pm, the Brockville Police Service received a complaint of a theft of a wallet from a purse while shopping at Walmart. The victim did remember that she had left her purse in a shopping cart and briefly unattended. When she contacted the financial institutions she is a customer of, she found that her cards had been used in the Kingston area. This is another example of just how quickly these crimes can be committed and create significant inconvenience for the victim.  

 

Assault

On December 8, 2022 at about 12:00pm, the Brockville Police Service became aware of a disturbance at the Brockville General Hospital. A 20-year-old male was discharged from the hospital and causing issues with staff at that time. He was yelling and shouting at security as he was being removed from the property. As the subject was being removed, a physical altercation took place between him and security. Officers arrived on scene and investigation revealed that the male subject assaulted the guards, one of which, with a weapon. The weapon in this case was a garbage can. He had also made threats to cause harm to the guards. The male was held in custody while the investigation was completed. Once calm, he was released with conditions and a future court date. The security guards were not seriously injured in this incident.

 

Failing to Stop for Police

On December 8, 2022 at about 11:30pm, an officer from the Brockville Police Service attempted a motor vehicle stop in the area of King St. The suspect vehicle was described as a red GMC Canyon truck. The vehicle was bearing Quebec licence plates that were not registered to the vehicle. When the stop was initiated, the vehicle fled at a high rate of speed in a manner that was dangerous to public safety. The pursuit was not continued. Later the vehicle was recovered abandoned a short distance away in the area of King St. E. and Orchard St. There are leads regarding this incident being investigated but we still encourage anyone having additional information about this incident, please call the Brockville Police Service at 613-342-0127 or Crime Stoppers at 1-800-222-TIPS (8477).

In the interest of public safety, the Brockville Police Service are issuing a public advisory regarding the release of a high-risk offender to the community.

Eugene SOUCY, 59, was convicted for the following offences which occurred between 1998 and 2013:

  • Prostitution of Person Under 18 x 3
  • Overcome Resistance – Administer Drugs
  • Sexual Interference Person Under 16
  • Fraud Under $5000 x 18
  • Theft under $5000
  • Fraud Over $5000 x 2
  • Sexual Assault x 2
  • Fail to comply x 2
  • Cause person to use forged document x 2
  • False Pretenses under $5000 x 8
  • Personation with intent to gain advantage
  • Theft over $5000

Described as a white male, 5’9”, 159 lbs., SOUCY has completed his sentence and is currently residing in the City of Brockville.

Current terms of his release include the following:

  • Prohibited from attending a public park or public swimming area where persons under the age of sixteen years are present or can reasonably be expected to be present, or day care centre, school ground, playground, or community centre
  • Seeking, obtaining, or continuing any employment, whether or not the employment is remunerated, or becoming or being a volunteer in a capacity that involves being in a position of trust or authority towards persons under the age of sixteen years

The Brockville Police Service believe SOUCY poses a high-risk to reoffend or breach his terms of release.

If members of the public observe SOUCY breaching any of the terms of his release, please do not approach, but call 9-1-1.

The victims involved in prior incidents have been notified of his release.

The Brockville Police Service is issuing this information and public advisory after careful consideration of all related issues, including privacy concerns, in the belief that it is clearly in the public interest to inform members of the community of the release of SOUCY.

This public safety advisory has been issued under the authority of Regulation 265/98 of the Police Services Act, which allows for disclosure of personal information about an individual if it is reasonably believed that the individual poses a significant risk of harm to other persons or property and believes that such disclosure would reduce that risk.

December 1 – 3, 2022 News Release

Mischief

On December 1, 2022 at about 3:30pm, the Brockville Police Service was investigating an incident in the area of Brock St., when information was learned of a tires being slashed nearby. It was learned that a 29-year-old female had been in a dispute with the owner of the vehicle and is responsible for slashing two tires with a knife. She was arrested for the offence of mischief under $5,000.00. She was later released on paperwork with a future court date.

 

Fraudulent Purchases

While the Christmas Holiday Season is one of the most enjoyable times of year, there unfortunately can be an increase in attempts of fraudulent activity for retailers. For example, on December 1, 2022, the Brockville Police Service received a complaint of fraudulent gift card purchases at Shoppers Drug Mart on Parkedale Ave., totaling the amount of $7243.16. The act was not noticed until the following day as it happened on November 30th, 2022. Part of the cause of this is that the employee became distracted. I mention this during the holiday season as stores become busy and it is easy for an employee to attempt to multi-task and, of no fault of their own, become distracted. Gift cards and pre-paid credit cards are quite often involved in fraudulent activity. Whether being used for fraudulent means or victim’s being scammed into purchasing gift cards as payment methods. Everyone must be vigilant and aware of the variety of fraudulent activity and scams. This incident is currently under investigation by police.

 

Disturb the Peace   

On December 2, 2022 at about 8:00pm, the Brockville Police Service received a complaint regarding a male disrupting traffic in the area of Stewart Blvd. and Central Ave. He was described as throwing things into traffic and that he actually jumped onto a vehicle causing the windshield to smash. Police attended the area and located the 34-year-old male, identified to the one responsible. It was evident that he was under the influence of alcohol and drugs. The male was uncooperative with police and was arrested at Taser point due to threats made towards the officers. No one was injured during the arrest and he was taken into custody. He continued to be threatening towards officers while in custody. He caused additional damage to property at the police station as well. As a result he was held for a bail hearing for the offences of two counts of mischief under $5,000.00, two counts of uttering threats and fail to comply with probation.

 

Break and Enter

On December 3, 2022 at about 9:15pm, the Brockville Police Service received a reports of a 25-year-old male kicking in a door to a residence. Information was that the male had entered into an apartment building on King St. E. and kicked in the door to a specific unit where he was confronted by the resident. The male then fled to a different unit in the building. Officers attended and located the male who does not reside in the building. He was arrested for break and enter. He also had outstanding charges issued by the OPP. Regarding this incident, he was held in custody for a bail hearing for the offences of break and enter and two counts of breach probation.

 

Suspicious Person and Drug Possession

On December 3, 2022 at about 10:30pm, the Brockville Police Service received a call about a suspicious person in the area of George St. and Gilmour St. The information was that this male was lingering around that area and screaming. He actually began knocking on the rear doors and windows to residences in the area and yelling at people inside. Officers arrived on scene and located a 35-year-old male. He fled form police for a short distance but was arrested. It was found that he was in possession of cocaine and multiple doses of methadone. The OPP attended as well as they had an outstanding warrant for the male which they executed. The male was later released with a new court date for the OPP warrant and the new offences of trespass at night and possession of cocaine.     

November 28 – December 1, 2022 News Release

Thefts

The Brockville Police Service continues to receive many calls regarding people’s vehicles being entered throughout the nights. This morning we received three reports from victim’s in the South West area of the city, where minor thefts from vehicles occurred. There were also multiple other reports previous in the week. In each scenario the vehicle was left unlocked. Police Services frequently advise the public to ensure they simply lock their vehicle doors. This simple act will reduce this crime significantly. Lock it or lose it. 

 

Wanted Person Arrested in a Disturbance

On November 28, 2022 at about 11:30PM, an officer from the Brockville Police Service was on patrol in the area of William St. Tim Hortons when he heard yelling in the area. Investigation revealed that the shouting was coming from a group in the nearby area. Officers located two individuals in the area who were yelling at one another from a distance. One of the participants was a 38-year-old female, who had a warrant out for her arrest for failing to comply with probation. She was held in custody for a bail hearing.

 

Warrant

On November 29, 2022 at about 9:00AM, a 50-year-old male turned himself into the Brockville Police Service due to an outstanding arrest warrant. The warrant was regarding two counts of failing to comply with release order conditions. The conditions alleged to have been breached were in relation to him communicating with an individual he was to abstain communication with. He was taken into custody and held for a bail hearing.

 

Bail Violation

On November 30, 2022 at about 11:30PM, the Brockville Police Service was investigating a noise complaint at an apartment building in the area of Laurier Blvd. While there officers located a 27-year-old male, who was wanted for the offence of failing to comply with release order. The male had not shown up to his bail supervisor meetings. He was held in custody for a bail hearing. 

 

 

November 26 – 28, 2022 News Release

Breach of Probation Conditions

On November 26, 2022 at about 3:30AM, an officer from the Brockville Police Service observed a 31-year-old male, known to be wanted in the area of John St. He was wanted in relation to a charges of failing to comply with probation and failing to comply with recognizance conditions. The conditions breached were in relation to him purposely attending within a 100 meter boundary of a previous victim’s residence. He was placed under arrest and held in custody for a bail hearing.

 

Impaired Driving

On November 27, 2022 at about 9:00PM, the Brockville Police Service received a complaint of a possible impaired driver in the area of Kyle Court. A witness reported seeing a vehicle strike a dumpster and the male driver becoming sick outside the vehicle. Officers attended and located the 23-year-old male who was identified as the driver. He was arrested for impaired operation and taken to the Brockville Police Service for further testing. Later, breath sample testing determined that he was operating the motor vehicle over the legal limit. The vehicle was impounded, driver’s licence suspended and the male was charged with operation while impaired and operation while impaired – blood alcohol over 80mg. He was released with paperwork and a future court date once sober.

 

Bail Violations

On November 27, 2022 at about 6:00PM, the Brockville Police Service was investigating a minor motor vehicle collision in the area of North Augusta Rd. While there, officers located a male and female together in one of the vehicles involved. It was discovered that the 42-year-old male was on conditions to abstain from communication with the female he was with. He was on undertaking conditions due to a previous incident with safety concerns for the female. He was placed under arrest and held in custody for a bail hearing.  

 

Warrants

On November 25, 2022 at about 4:00PM, a 27-year-old female turned herself into the Brockville Police Service for warrant execution. She actually had two warrants for her arrest regarding two different failing to comply with probation charges. She was released shortly after with paperwork and a future court date.
