Impaired Driving

On February 19th at 2:54 am., Brockville Police stopped a vehicle on a south end street to begin an impaired investigation.

The male driver had consumed alcohol and as a result, Officers demanded a sample of his breath for a roadside device.  The local, 31 year old, began to walk away from the scene and would not comply with the request that is required by law.  The man resisted Officers physically when being arrested.  Police did receive breath samples after arriving at the station.

Charges of impaired operation, driving over .08% and obstruct Police were laid.  The accused was released later in the day with a future court date.

On February 17th, Brockville Police took a report of a missing person.

A local, 21 year old man, Timothy Chapman has not been heard from since Saturday evening after leaving a drinking establishment on King Street.  A third party read a post on his Facebook account in which he mentioned harming himself.

Police are seeking the public’s assistance in locating the young man.

Impaired Driving

On February 17th at 7:22 pm., Brockville Police received a complaint of a motor vehicle parked in the middle of a south end street.

Officers noted a man passed out behind the wheel, the vehicle still in drive and the motor running. Attempts to wake the man were unsuccessful.  Eventually, a window was smashed out of the vehicle but the man still did not wake up until physical contact made with him.  The local, 48 year old, was arrested and charged with care and control of a motor vehicle while impaired and being over .08%.  Breath samples obtained registered almost four times the legal limit.  He was released the next day when sober and given a future court date. The vehicle was impounded.

Missing Youth

On February 17th at 7:41 pm., Brockville Police attended a south end residence to investigate a missing 13 year old female.

The local youth was reported by her mother as missing. A probation order was in effect for the teen which involved conditions about abiding by house rules and being of good behavior.  Police received another call around 2:00 am., advising the girl had returned home. She now faces charges of breaching her probation order

Brockville Police fielded numerous calls yesterday concerning residents having difficulties travelling on certain streets.

With the amount of snow that fell in a short period of time, it was difficult for all streets to be plowed in a timely fashion.  Other than difficulties with traffic flow in some areas, we were incident free.  Only one minor motor vehicle accident was reported for the day.

Police remind people of the importance concerning removing snow from their vehicle windows under these circumstances. Visibility is already compromised when snow is falling, being able to see all other traffic is vital to everyone’s safety.

Don’t forget to leave extra room between yourself and the vehicle in front of you. More distance is required to stop and to react soon enough to another driver’s unforeseen actions.

The Brockville Police Service is pleased to announce they have received $75,000 from the Civil Remedies Grant Program from the Ministry of the Attorney General for the launch of Connections, a new community based program.

Building a healthy and safe community is a key mission of the Brockville Police Service. As such, we are always trying to work with our community partners to identify times where we can have earlier interventions, engage with youth and keep them from coming in contact with the criminal justice system. A common factor among youth in the justice system is that they have been suspended or expelled from school at one time.

Connections’ programs provide a supervised, supported, and safe environment where youth can build life skills, increase personal success, practice responsible behavior, and become more engaged in the community.

We are providing a support for youth who have been in trouble at school and need some help to get back on the right track.

Short-Term Day Program (grades 6-12): 8:30 am – 2:00 pm

Throughout the day, staff provides support for schoolwork, life and social skills, recreation, and access to a variety of artistic outlets. Support staff also has put a strong emphasis on helping youth make meaningful connections to various community support services.

After School Program: 2:30 pm – 6:00 pm

The afterschool program targets youth leaders in our community. The programs are student led with the assistance of adult mentors. The leaders are paid to run the programs that other youth are interested in. The programs are for our grade 6-12 students and activities range from private French tutoring, homework clubs, sports, music lesson, art lessons, dungeons and dragons club, improv club and more.

Connections’ Community Partners include; Youth Opportunity in the Arts, Bethel Christian Reformed Church, Catholic District School Board of Eastern Ontario, Upper Canada District School Board, RNJ Youth Services, YMCA, Employment Education Centre, Children’s Mental Heath of Leeds Grenville, and  Lanark Leeds Grenville Addictions and Mental Health.

Community Service

On February 12th at 10:17 am., Brockville Police attended a north end apartment building to check on the wellbeing of a local male.  The 54 year old, had made comments over the phone, indicating he wanted to harm himself.  Officers spoke to the male in his apartment and decided to escort him to hospital for appropriate care.

Unwanted Person

On February 13th at 2:31 am., Brockville Police attended a downtown bar to deal with an unwanted man.

The local, 19 year old, had been removed from the establishment but was still causing problems outside the premises.  Officers noted the man was intoxicated and expected further problems with no intervention.  The man was arrested and charged with public intoxication.  He was released when sober and issued a fine.

Unwanted Person

On February 13th at 2:58 am., Brockville Police attended a north end residence in regards to an unwanted person.

A local, 33 year old man, attended the residence of his ex-girlfriend’s and was trying to gain entry.  When Officers arrived on scene, the subject was trying to lift the garage door after banging on windows and doors to no avail.  Police arrested and charged the man with trespassing at night , uttering threats and breaching his probation. The subject also resisted Officers during his arrest and faces another charge for those actions.

The vicitm was spoken to further the next day when new incidents were revealed that took place late in 2015. An investigation is ongoing in relation to those allegations and further charges will be laid concerning threats made and possible firearm offences.The subject was possibly in possession of firearms while under a court order forbidding possession of same.

Police are now looking to relocate the man as he was released on conditions for the incident on the weekend.  A warrant will be sought for his arrest. Police can’t comment any further on future charges until the man is located.

Community Service

On February 14th at 5:47 am., Brockville Police spoke to a female who showed up in the front lobby of the Police Service.  The 45 year old, Gananoque resident, was not making much sense and her thoughts were irrational.  Officers escorted the woman to hospital for appropriate treatment.

Domestic Dispute

On February 15th at 3:17 am., Brockville Police attended a domestic dispute at a south end residence.

The man and woman began arguing which resulted in the woman becoming very upset.  She was threatening to harm herself while holding onto a knife.  No one was hurt in the incident but Officers apprehended the female to have her attend the hospital with them.  The woman was left in the care of medical staff for appropriate attention.

Impaired Driving

On February 5th at 5:12 pm., Brockville Police stopped a motor vehicle for a traffic offence on Stewart Blvd.

While dealing with the male driver, Officers determined the subject was driving the motor vehicle while impaired by a drug.  The local, 31 year old, was arrested and charged with Impaired Driving.  He was released later the same day with a future court date.

Penalties for driving while impaired are the same, whether by a drug or alcohol.

Motor Vehicle Accident

On February 5th at 8:17 pm., Brockville Police started an investigation involving a motor vehicle that collided with four other vehicles while fleeing from scene to scene leaving a string of damage in it’s wake.

A local, 24 year old male, was travelling southbound on Stewart Blvd. when he rear ended another vehicle.  The man then turned right onto Central Ave. to continue westbound, the problem was, he had entered the eastbound lanes of traffic. As a result, he collided with another vehicle and left the area but not before smashing into the retaining wall on the south side of the intersection.  The accused then travelled southbound on Perth Street before turning left onto Front Avenue. His own vehicle was rendered inoperable when he then crashed into two more vehicles.

Police arrested the young man for failing to remain at the scene of the first two accidents. It was then noted, the male was impaired by alcohol.  Breath samples were obtained and registered alcohol levels two and a half times the legal limit.  Police found it hard to believe that no one was injured during the rampage.  Heavy damage was sustained by most of the vehicles and the entire front end of the suspect’s vehcile was destroyed.  When sober, the local male, was released with a future court date.

Domestic Dispute

On February 5th at 11:06 pm., Brockville Police responded to a domestic dispute at a south end residence.

A local, 38 year old male, was involved in a dispute with his spouse.  The man then decided to punch a hole in a wall of the house.  Police arrested and charged the subject with mischief.  He was released the following day with a future court date.

Community Service

On February 5th at 11:08 pm., Brockville Police attended a south end apartment complex to check on the wellbeing of a male resident.  The local, 59 year old, had made comments about wanting to harm himself.  Police took the male to hospital for appropriate care.

Noise Complaint

On February 6th at 3:37 am., Brockville Police attended an apartment complex in the center of the city for a noise complaint.

Other residents in the building told Police that the responsible female turns her stereo down when Police attend.  The complaintaints had actually recorded the violation as evidence for Officers.  A local, 39 year old, was charged under the city’s noise by-law and issued a $300.00 fine.

Community Service

On February 6th at 4:08 pm., Brockville Police attended a south end residence to check on a male party.  The man was overheard talking about wanting to harm himself.  Police took the subject to hospital where it was determined he was not a risk to himself and had him returned home.

Public Intoxication

On February 6th at 9:17 pm., Brockville Police attended the Brockville General Hospital to deal with an unwanted person.

A local, 33 year old female, arrived at the facility drunk and loud. She was causing a disturbance and would not settle down on request of staff.  Police arrested the woman to prevent a further breach of the peace.  She was released unconditionally the next day when sober.

Community Service

On February 9th at 3:25 am., Brockville Police attended an apartment building in the center of the city to check on a female and her mental state.  Police located the local, 21 year old and noted she had been consuming alcohol and talking about harming herself.  Officers took her to hospital for appropriate treatment.

Shoplifting

On February 9th at 2:17 pm., Brockville Police attended a business in the north end to deal with a shoplifter.

Officers spoke to a local, 48 year old female, who was caught taking items and making no attempt to purchase them.  The woman was charged under the Trespass to Property Act and given a fine at the scene.

The merchandise was retained by the store.

Wanted Person

On February 9th at 3:39 pm., a local, 26 year old male, turned himself into Police.  The man realized he had missed court on the Friday prior for an offence of mischief.  Officers decided his excuse was palatable and released the subject with a future court date and some advice.
