Breach of Probation

On the 23rd of August 2020 at 3:50 PM police observed a 39 year old Brockville resident on Cartier Court.  The male was bound by a probation order not to be at that location.  He drew attention to himself by yelling at unknown people while officers were there dealing with other matters.  He was arrested without incident and will appear in court at later date to answer to the charge.

Disturb the Peace

On the 23rd of August 2020 at 9:30 PM the Brockville Police responded to reports of a fight between two female combatants on Buell St.  Officers located one female at the scene that was identified as a victim in this occurrence.  She was also wanted by the Ontario Provincial Police for an outstanding warrant.  The second 42 year old female involved had left the area prior to police arrival.  She is known to police and will be charged with robbery when she is located.  There was an allegation of theft with violence made by the victim.  The victim had minor injuries as a result of this incident.  The victim was turned over to the OPP for the outstanding warrant.

Public Intoxication

On the 22nd of August at 4:00 PM a local 47 year old male contacted the Brockville Police asking that he be arrested due to his level of intoxication.  He was located by officers on King Street and provided with lodging for the night.

Drug offences

On the 21st of August 2020 shortly after 4:00 PM officers responded to a complaint of possible drug use by two individuals sitting in a vehicle at Part Source on Parkedale Avenue.  Officers attended and located a 29 year old male and a 37 year old female in a vehicle.  The attending officers conduction a standard field sobriety test on the driver.  While dealing with the driver the officers located “purple fentanyl” in possession of the male passenger.  The male was charged with being in possession of the controlled substance and released from custody with a future court date. The female was not charged with any offence.

Unwanted person

On the 21st of August at 9:50 PM officers responded to a King Street West apartment as the complainant had contacted police stating that his guest had over stayed his welcome and wished him removed from the premise.  The caller did not know the last name of his guest.  When the officers arrived at the apartment the male was identified as a 30 year old local male.  He was on probation and prohibited from possession of any weapons.  The male was arrested and officers located brass knuckles in his possession.  He was charged with breach of probation, breach of a prohibition order and possession of a prohibited weapon.  He was released to a family member to appear in court at a later date.

August 18 – 19, 2020 News Release

Break and Enter

A 33 year old male was arrested on the 18th of August shortly after 5:00 PM. The male was arrested in relation to a break and enter to a south end residence on the 17th of August in the afternoon.  The male had entered the residence through an unlocked door and removed a credit card from a wallet that was nearby.  The home owner was alerted to the intrusion by their pet parrot greeting the thief with a “hello”.  The home owner did not pay the parrot much attention to the bird as he isn’t always a reliable source of information.  The male was photographed by a neighbour as he left the residence and police were contacted.  The male was then captured by security cameras using the cards at a local store.  He was identified and arrested.

The male was held in custody for a bail hearing facing charges of “break and enter”, theft and using a stolen credit card.

Bail Violations

On the 18th of August at 9:50 PM officers stopped a rented U-Haul truck on George Street.  The Brockville Police were contacted about the vehicle as it had been spotted by the complainant cruising around storage lockers at a location outside of the city.  The driver was identified as a 27 year old Ottawa resident who was on court ordered conditions not to be out of his residence.  The male was arrested and held in custody for a bail hearing.

Trespass by night

A 41 year old male was arrested in the city’s north end as residents from the area reported to police that a male was trying to gain access to vehicles.  The male was arrested when officers attended the area and charged with trespassing by night.  The male will appear in court at a later date to answer to the charge.

August 14 – 17, 2020 News Release

Person Well-being Check

On Friday August 14th, shortly before 9:00 AM officers responded to a complaint of a male acting strangely at 329 Stewart Blvd.  The male was throwing garbage and pointing his “finger gun” at passing vehicles. The male was spoken to by officers who apprehended him under the mental health act and brought him to the Brockville General Hospital for a psychiatric assessment.

Public Intoxication Incidents

  • A 19 year old male was arrested for being intoxicated in a public place on the 15th of August at 2:00 AM. Officers responded to a disturbance at King Street and Broad Street which led to his arrest.  The male was held in custody and released when sober.  He was issued a $55 fine.
  • A 44 year old male was arrested on the 15th at 2:40 PM for being intoxicated in a public place. The male had gotten into a taxi cab on William St. and was too intoxicated to tell the driver where he wanted to go. The driver contacted police who then arrested the male.  The male was held in custody and released when sober.  He was also charged under the Liquor Licence Act for being in an intoxicated place.
  • On August 16th at 2:55 AM officers responded to reports of a male sitting on the back deck of a residence on James Street. A 52 year old male was arrested for trespassing and public intoxication.  The male was held in custody until sober and released with a fine.

Overdose

On the 15th of August 2020 at 4:30 PM officers and paramedics responded to the area below the William Street overpass for reports of two adult males that had overdosed.  The two were given Naloxone at the scene by a friend and emergency services were then contacted.  The two males were transported to Brockville General Hospital for treatment.  They have since been released from care.

Theft

On August 16th just before 2:00 PM police were contacted about a theft of baseball equipment from a Pearl St. West address.  A suspect was identified in the theft a later arrested.   The equipment had been left on the porch when it went missing.  Some of the property was recovered at the time of the arrest.  The male will appear in court at a later date to answer to the charge.

Assault

A 17 year old female and a 24 year old male have been charged in relation to a disturbance at the rear of a King St. West apartment building on August 12th 2020 at approximately 4:00 AM.  Police were called to the area for reports of an altercation taking place.  On their arrival they met the victim who had significant injuries to her face and head.  The victim was transported to the Brockville General Hospital for her injuries. 

The incident started as a dispute that quickly became physical and ended with the accused arming themselves with blunt objects and continuing the assault.  The 17 year old and 24 year old were identified and arrested on the 13th of August.  Both were held in custody for bail hearing being charged with assault and assault with a weapon.    

August 13 – 14, 2020 News Release

Impaired

A 43 year old male was arrested for impaired operation of a conveyance on the 13th of August around 6:00 PM.  The male was observed operating a vehicle and was stopped for disobeying a stop sign.  The male was stopped, failed a roadside device and was arrested for operating a conveyance with more than 80 milligrams of alcohol in 100 millilitres of blood.  His vehicle was impounded for 7 days and his licence was automatically suspended for 90 days.  He will appear in court at a later date to answer to the charge.

Missing Person

The Brockville Police are seeking the public’s assistance in locating Andrea Robillard 33 years of age.  She was reported missing on the 13th of August.  She was last seen wearing grey tights, opal blue sweater, black shoes and carrying a black purse.  Please contact the Brockville Police with any information.

August 12, 2020 – Stabbing

On August 12th, 2020 at 10:24 PM the Brockville Police Service responded to a call of a male suffering a stab wound on King Street East between Park and Bethune Streets.  Officers arrived on scene shortly after the call to discover the victim suffering from stab wounds.  One of the responding officers rushed the male to the Brockville General Hospital.  That 55 year old victim was then transported to Kingston General Hospital due to the nature of his injuries. 

Investigation has revealed that the victim was stabbed after a dispute with the accused that became physical.  The accused then approached the male, produced a weapon and stabbed the victim in the torso.  The male was able escape further attack and police were contacted.

A 30 year old female was arrested at the scene.  Chelsea Fraser has been charged with 1) Aggravated assault 2) Failing to comply with a release order and 3) Failing to comply with probation.

The victim remains in hospital at the time of this report.

Joint Forces – BPS, OPP and OPP Biker Enforcement Unit

On the 11th August 2020 the Brockville Police in a joint forces effort with the OPP and the Provincial Biker Enforcement Unit (BEU) successfully arrested and charged several individuals with various weapons and drug offences.  The joint forces operation led to the arrest of two Brockville residents, Eric St. Louis and Katrina Belisle.  St. Louis has been identified as a member of the Vagos motorcycle club.  The accused parties were arrested on Jefferson Drive just before 2:00 PM.  The investigation revealed that the accused had been using a residence on Amy Street and a hotel on Jefferson Drive to sell illicit drugs. 

A third male was arrested by officers when they conducted the take down.  The male, Richard Firth, was known to the officers and was breaching a bail condition by being out of his residence. 

Search warrants were executed at the Amy St. residence and the hotel room on Jefferson.

Total street value of drugs seized was, $17,656, not including thousands in currency.

Eric St. Louis 31 of Brockville is charged with possession of a prohibited weapon, contrary to a prohibition order times 2, contrary to 117.01(1) CCC. 

Katrina Belisle 41 of Brockville and St. Louis are jointly charged with:

  • possession for the purpose of trafficking cocaine (schedule I), 5(2) CDSA
  • possession for the purpose of trafficking crack (schedule I), 5(2) CDSA
  • possession for the purpose of trafficking crystal methamphetamine (schedule I), 5(2) CDSA
  • possession for the purpose of trafficking hydro morphine (schedule I), 5(2) CDSA
  • possession for the purpose of trafficking psilocybin (schedule III), 5(2) CDSA
  • prohibited weapon, unauthorized possession, 91(2) CCC

All have been held in custody.

August 10 – 12, 2020 News Release

Suspicious Person

On August 10th, 2020 at 8:40 AM the Brockville Police Service responded to a complaint of a suspicious person on Central Avenue.  A 26 year old female had attend a residence on Central Avenue and attempted to light her clothes on fire.  She was confronted by the home owner and police were contacted. The female was arrested and charged with arson.

Mischief

On August 10th at 10:30 a 38 year old male of no fixed address attended the Brockville Police Service and used a knife to damage a police cruiser.  The male was arrested at the station, charged with mischief and held in custody for a bail hearing.

Domestic Assault

On the 11th of August, 2020, at 1:30 AM police attended a residence in the city’s south end for multiple 911 calls of a domestic dispute.  As a result of the investigation a 36 year old male was arrested for assault and assault with a weapon.  The male was held in custody for a bail hearing.

Assault

A 12 year old and a 17 year old have been charged with assault after police were called to a disturbance at Centeen Park shortly after 7:00 PM yesterday.  The two had assaulted another 15 year old male at the park.  Both youth were released to their parents with a future court date.

August 8 – 10, 2020 News Release

Busy weekend for the officers overall.  135 calls for service from Friday morning until this morning.  The dealt with 4 apprehensions under the mental health act on Sunday.

Stolen Vehicle

On August 6th the Brockville Police Service received a complaint about a vehicle that had been taken without the consent of the owner.  The vehicle was taken from a residence on Wall St.  The owner noticed the vehicle was missing on the morning of the 6th.  The complainant suspected that it was a 33 year old male that had taken the vehicle.  The male was a friend of the complainant, but did not have permission to take the vehicle.  When the male returned on the 7th of August with the vehicle, police were contacted.  He was charged for taking the vehicle without consent and will appear in court at a later date.

Breach of Probation

A 37 year old female was arrested on the 8th of August at 2:33 AM for a probation breach.  The accused had been involved in a disturbance at The Score on King St. West on the 4th of August.  Shortly after dealing with the female at the disturbance the officer received information that she had just entered into a probation order with a condition not to attend that location.  She was arrested on the 8th when an officer observed her on routine patrol.  She will appear in court at a later date to answer to the breach.

Disturb the Peace

A 30 year old female was arrested and charged under the city by-law for fighting on the 9th of August at 12:30 AM.  The female was asked to leave a downtown establishment for being intoxicated and causing a disturbance.  Police were then called as she attempted to fight multiple people at King St. and Broad St.  She was arrested by officers on their arrival and charged under the city by-law.

Public Intoxication

While officers were stopped on Ormond Street on the 9th of August at 1:10 AM they overheard a commotion at a residence.  They discovered that an intoxicated 56 year old male had let himself into a residence and was confronted by the owner.  The male was arrested by police and held in custody until sober.  He was charged under the Liquor Licence Act for being intoxicated in a public place.

Breach of Probation

On August 9th at 3:25 AM a 46 year old male was arrested for breaching his probation.  The male was located on William Street and is known to the officers that dealt with him.  The male was on a probation order with a condition not to be out of his residence from 10:00 PM to 6:00 AM.  The male attempted to evade officers, but was located a short distance away.  A search incident to arrest led to the discovery of a small amount of methamphetamine.  He was held in custody for a bail hearing being charged with breach of probation and possession of a controlled substance.

August 5 – 6, 2020 News Release

Disturbance

Brockville Police arrested a 25 year old man early yesterday morning after being contacted by a homeowner who was having issues with a guest who was causing a disturbance and began threatening other parties in residence. When officers arrived they found the male was also found to be breaching conditions of a previous release, and as a result he was arrested and charged with Uttering Threats, Failing to Comply with his Probation Order and Failing to Comply with his Undertaking.

Theft

A 23 year old Brockville man has been arrested again after 3 incidents with him in the past 2 days. On Wednesday Police were contacted after a woman found her vehicle had been rummaged through overnight where her debit card was taken and later used at a south end business. In the early afternoon yesterday the male attempted to break into a coin laundry machine and later in the day this same man was observed taking tools from a parked vehicle. The male was located and arrested a short time later; video from the first two incident confirmed that it was the same male responsible for each of the incidents. He has been charged with Mischief Under $5000, Unauthorized use of a Credit Card, Theft Under $5000, Possession of Property Obtained by Crime and 3 counts of Failing to Comply with his Probation Order. He has been held in custody pending a bail hearing.

August 4 – 5, 2020 News Release

Impaired Driver

A 46 year old Brockville man was charged with driving while impaired yesterday evening after concerned citizens contacted police about his erratic driving. Brockville Police were alerted about the man’s driving just before 9 pm and were able to locate and stop the vehicle on Stewart Boulevard. The male provided breath samples over 4 times the legal limit and was later released when sober with a future court date.

Breach Probation

A Brockville man was arrested by police for breaching the conditions of his Probation Order early this morning. The man was located shortly after 2 am in the south end of the city outside of his north end residence while on his Probation imposed curfew conditions which require him to be within his residence between 10 pm and 6 am. The male was transported to his residence and released with a future court date.
