Driving

Just after midnight on May 15^th, 2020 the Brockville Police observed a vehicle on Stewart Boulevard at an extremely high speed.  A 26 year old male from Lyn was behind the wheel when police caught up with him.  The radar registered 138 km/hr in the 60 km/hr zone.  As a result the driver was charged with stunt driving for being 50 km/hr above the speed limit, his car was impounded for seven days and his licence automatically suspended for seven days.  In addition the driver was also charged for not having plates or insurance on the vehicle.

Drugs

On May 15^th, 2020 at 01:30 hours the Brockville Police observed a male lying on the sidewalk near King Street West and John Street.  When the 28 year old noticed an officer approaching, he threw several items out of his pocket.  Police recovered drugs believed to be fentanyl, crystal meth and cocaine.  He was charged with three counts of possession of a substance contrary to the Controlled Drugs and Substances Act.  The Brockville resident of no fixed address was released from custody with a future court date.

Theft

On May 13^th, 2020 the Brockville Police arrested a 30 year old female for shoplifting at the Metro on King St.  After being approached by store security the female became assaultive and punched and kicked the employee.  As a result she was charged with theft under $5000 and assault.  The accused was also on probation and was charged with breaching her probation order.

Less than an hour after being released from custody, police were again called to deal with her.  Staff at Dollarama observed the female concealing items in her bag.  She left from the store and made no attempt to pay.  She was again located and arrested by police.  She faces additional charges for the theft.  She was again released from custody.

Theft

On May 11^th, 2020 at 8:55 p.m. a 31 year old male attempted to leave the Superstore on Parkedale Ave. with $1200 worth of merchandise.  When the male was confronted he fled on foot, but was arrested a short distance away.  The male was on a previous release condition with a 7:00 p.m. curfew.  He was charged with theft under $5000 and breach of a bail condition.  He was held in custody for a bail hearing.

Drugs

On May 9^th, 2020 the Brockville Police arrested a 40 year old female on King Street.  The accused had been stopped for a Highway traffic Act offense.  The investigation led to the seizure of multiple drugs, including opiates.  As a result the accused was charged with three counts of possession for the purpose of trafficking under the Controlled Drugs and Substances Act, as well as a Highway Traffic Act charge for driving while under suspension.

PAWS Act

Police attended an address on Row Place on April 26th 2020 at 8:46 a.m.  Officers were dispatched for an unrelated occurrence, but while at the residence they discovered a total of 10 adult dogs and 16 juvenile dogs.  The officers were concerned about the living conditions of the animals and the care being given so they were seized. The dogs were turned over to Animal Welfare Services with the Ministry of Solicitor General. 

A 42 year old male was charged with five charges under the Provincial Animal Welfare Act (PAWS):

1) Adult causing distress

2) 4 counts of adult standard of care

The animals have been returned to the male and the majority have been either adopted or sold.   The male’s charges are still before the courts. 

Police have contacted the Ministry of Natural Resources and is aware of the bear sighting. They advised residents to go to the Ontario.ca website and look up “Bear Wise”  You will locate some useful tips and information regarding spotting a bear and what to do.

If you encounter a black bear
When bears are caught off guard, they are stressed, and usually just want to flee.
 
Stop. Do not panic. Remain calm.
Generally, the noisier the bear is, the less dangerous it is, provided you do not approach. The noise is meant to “scare” you off and acts as a warning signal.

Do:

• Slowly back away while keeping the bear in sight and wait for it to leave.
• If the bear does not leave, throw objects, wave your arms and make noise with a whistle or air horn. Bang pots and pans together to scare it off.
• Prepare to use bear spray.
• If you are near a building or vehicle get inside as a precaution.

Do not:

• Run, climb a tree or swim — a bear can do these things much better than you
• Kneel down
• Make direct eye contact

Call 911 or your local police if a bear poses an immediate threat to personal safety and exhibits threatening or aggressive behaviour, such as:

• stalks people and lingers at the site
• enters or tries to enter a residence
• wanders into a public gathering
• kills livestock/pets and lingers at the site

Police will respond first to an emergency situation, but may request assistance from the Ministry of Natural Resources and Forestry.The contact number for the Ministry is 1-866-514-2327 for reported sightings.

The last area the bear was located was Dana/Windsor area, it’s possible its moving to the MAC Johnson park.

In the early morning hours of May 8th, Brockville Police received numerous reports of a young bear in the area of Peden, Windsor, Laurier and Duke Street. It was last seen at 6 am this morning at Duke and Windsor.

With kids being off school it is important for parents/caregivers to be extra careful in the outdoor time and ensure the children are monitored and keep and eye out for the cub. It appears to be alone, and presume it is looking for it’s mother. Please keep all garbage and food sources inside and away from wildlife.

Driving/Shoplift

On morning of May 6^th, 2020 the Brockville Police stopped a vehicle on King Street.  The investigation led to the arrest of a 53 year old male for driving while disqualified, a criminal offense.  The accused has several previous criminal convictions for driving offences, which led police to impound the vehicle for 45 days.

Four hours later the Brockville Police were called to Food Basics for the same 53 year old male.  He had been observed by staff concealing items in his backpack before leaving the store.  He was located and arrested a short distance away.  He was charged under the trespass act and released at the scene.

The Brockville Police have arrested and charged 31 year old Chris Farrell of Brockville after locating a large quantity of crystal methamphetamine and fentanyl.  The accused was arrested on an outstanding warrant from Kingston, from earlier this year.  The investigation led to the seizure of crystal meth and purple fentanyl indicative of dealing the deadly substances.  The total street value of the drugs is estimated at nearly $30,000.

In addition to the drugs, an explosive device was seized.  The Ontario Provincial Police East Region Tactics and Rescue Unit determined the device to have been operational.  The explosive was rendered safe and will result in further charges for the accused, Farrell.  Other items held by Farrell were a mechanical drug press, drug packaging materials and a large sum of Canadian currency all supporting the drug trafficking charges.

Farrell has an extensive criminal history.  He was out on bail for previous violent offences and is on multiple probation orders along with two court orders prohibiting him from possessing any explosive devices.

As a result the accused is facing new charges:

1) 2 counts of failing comply with probation

2) Failing to comply with a court order

3) 3 counts of failing to comply with a prohibition order

4) 2 counts of possession for the purpose of trafficking

5) Weapons dangerous

Warrants

On April 28^th 2020 the Brockville Police located a 31 year old male wanted on a warrant issued by Kingston Police.  In addition to the Kingston charges, the accused was charged with multiple breaches by the Brockville Police.  He was held for a bail hearing.

Fire

On the evening of the April 28^th 2020 the Brockville Police assisted the Fire Department with a fire at the coin laundry at 125 Stewart Blvd.  There were no injuries.  It was not suspicious in nature.

Mischief

On the morning of April 27^th 2020 the Brockville Police received a call from City Taxi of a 26 year old male who was using drugs and refusing to leave a cab in the downtown area.  Upon police arrival the male refused to identify himself and he was arrested under the Trespass to Property Act.  He was released once identified and charged.

Five hours later police received a second call about the same male.  It was learned there had been a previous incident to the original call.  The male had attended a downtown apartment, brandished a knife after forcing his way inside and left with property belonging to the tenant.  While at this address a couch was set on fire.  The 26 year old male now faces additional criminal charges of robbery, arson, and possessing a weapon for a dangerous purpose.

Traffic

A water main broke at the intersection of Stewart Blvd and Parkedale Ave.  The lanes are reduced at the intersection as city crews work to fix the problem.  As well Parkedale Ave. is closed westbound from Windsor Dr. to Stewart Blvd.
