September 8, 2016 Incidents

Attempt Suicide

On September 8th at 7:30 am, Brockville Police attended a south end apartment building to check on a local 64 year old female. She had called a crisis line talking about ending her life.

Officers found her apartment secure and gained entry through the property manager. The woman was found unresponsive and pills were observed scattered in the unit. Ambulance personnel removed the woman from the home and she was taken to hospital. It appears help arrived in time for her but Police do not have an update on her condition.

 

Drug Arrest

On September 8th at 3:41 pm, Brockville Police performed a traffic stop on a vehicle in the north end of the city. Two local males, ages 37 and 35 years were the occupants.

Police discovered the males had fentanyl patches in their possession. The 35 year old was on release conditions from outstanding charges, one of those conditions prevented him from possessing drugs. Both parties were arrested and charged with possession of a controlled substance. The younger male was charged with breaching his undertaking as well. They were released later in the afternoon on conditions and given a future court date.

 

Criminal Harassment

On September 8th at 8:02 pm, Brockville Police attended a north end apartment building for a harassment complaint.

A local 25 year old female informed Officers that her 22 year old ex-boyfriend was continually texting her and causing problems for her over Facebook. Police are now looking to speak with the young man in regards to harassment allegations and possibly breaching his current probation order.

The investigation is continuing.

September 7, 2016 Incidents

Bail Violation

 

On Tuesday, the Brockville Police commented on a local 25 year old male who failed to sign in at the Police station as required when released on charges. On September 7th at 2:30 pm, the subject turned himself into Police. He was arrested and charged with breaching his recognizance. An appearance in bail court will take place.

 

Rent Fraud

 

On September 7th at 2:55 and 5:32 pm, Brockville Police took complaints of fraud in relation to a house rental.

 

A residence on Front Avenue was advertised online for rent. The first complainant forwarded money to the fraudster and the second one held off after doing some investigating.

 

This is becoming a more popular scam. Police remind the public to be careful when responding to rentals online and never forward monies until comfortable that everything is legitimate.

 

Bail Violation

On September 7th at 12:27 pm, Brockville Police attended a disturbance within a city high school.

A local 12 year old male was causing problems for another male student. The youth was already on conditions for an outstanding charge of assault and breaching his conditions on the weekend. He was arrested and charged for breaching his release terms by failing to be of good behaviour as well as causing a disturbance by fighting.

The youth was held in custody pending a bail hearing.

 

Domestic Dispute / Warrant

On September 7th at 3:07 pm, Brockville Police attended a domestic dispute at a south end residence.

The dispute was verbal in nature and parties had calmed down. However, the female resident, 25 years of age, was wanted on an outstanding warrant from the Leeds OPP area. She was arrested in regards to the warrant and released to their custody later in the afternoon.

 

Bail Violation

On September 7th at 9:39 pm, Brockville Police stopped a vehicle on Stewart Blvd. for a traffic violation.

The local, 18 year old, male driver was on probation for offences in relation to child luring. One condition of the order required he not be alone with any female under 16 years of age. His female passenger was 15 years old. On August 20th, the accused was found in the company of the same female. He was arrested and charged at that time with the probation breach and released on conditions. A charge of breaching those conditions was laid as well. He was held in custody and will appear in bail court.

September 6, 2016 Incidents

Bail Violation

On September 6th at 1:25 pm, Brockville Police began investigating a potential breach of release conditions.

A local female indicated her ex-boyfriend approached her in a south end park and wanted to speak with her. He had a beer in his hand at the time. On August 6th, Police had charged her ex with uttering threats, unlawfully in a dwelling and several breaches in relation to her. He was released at court on numerous conditions which included, no contact with her and no consumption of alcohol.

Officers are looking to speak with the local 44 year old in relation to the incident.

 

Secret Shopper Fraud

On September 6th at 6:10 pm, Brockville Police received another on-line fraud complaint in regards to the secret shopper scam.

A local 19 year old male cashed a cheque he received in the mail for several thousand dollars. The cheque was returned as fraudulent.

Once again, the Brockville Police advise people not to get involved in these on-line shopping offers. The person who cashes the fraudulent cheque ends up on the hook for monies spent before being advised the cheque is of no value. This complaint also shows there is no particular age group being targeted. Any member of our Community can be victimized and we stress that people not engage in these offers.

 

September 2 – 5, 2016 Incidents

Warrant / Bail Violation

On September 2nd at 10:10 am, Brockville Police Officers noticed a man walking on Parkedale Avenue that resembled a wanted party for an outstanding warrant from Ottawa. The Ottawa native, 50 years of age, was on conditions for outstanding charges that required him to remain within their city. He was arrested and charged with breaching his recognizance and held for a bail hearing later in the day.

Ottawa was advised of the arrest so they can execute their warrant when the party is released from custody locally. They have him charged with assault and failing to appear for court.

 

Mental Health Apprehension

On September 2nd at 10:13 am, Brockville Police received a complaint of a local 31 year old man acting strangely at the rear of a King Street business. The man is known to Police to have mental health issues. He was shirtless, yelling at people and in obvious need of help. The young man left the area before Officers arrived and could not be located.

At 11:50 pm, the man attended his mother’s residence in the south end of town and woke her up. He broke picture frames containing his photo, cutting his hands in the process. He then smeared his own blood all over his face. He caused a lot of mischief within the residence and again took off before Police arrival.

He then attended his father’s residence and used a screwdriver to punch holes in the walls.

Finally, in the morning of the 3rd, he was located behind the same King Street business and was apprehended under the Mental Health Act. Officers transported the man to local hospital for appropriate treatment.

 

Domestic Charges

On September 2nd at 11:25 am, Brockville Police attended a domestic dispute in the south/east section of the city.

A local 27 year old man was confronted by his girlfriend about infidelity issues. He became upset and threw a nearly full drink can at her, striking her in the arm. Officers arrested the man for assault and weapons dangerous.

The victim suffered minor injuries in the incident. The accused was held for a bail hearing.

 

Caught Stealing / Fled on Foot

On September 2nd at 1:51 pm, Brockville Police attended a north end box store for a theft complaint.

A local 24 year old man attempted to leave the store with a quantity of merchandise without paying. When confronted by store security he fled on foot prior to Officers arrival.

The suspect has been identified and a warrant will be issued for his arrest for theft. The stolen items were recovered.

 

Wanted After Failing to Sign In

In March of this year a local female, 34 years of age, was charged with numerous criminal offences by the Gananoque Police Service.

She was released on conditions at court with one of the requirements being to sign in with the Brockville Police twice a week. Officers here noticed she had missed several sign in dates while updating their records on the weekend. The accused woman is now wanted by Ganaoque for failing to attend court and in Brockville for failing to report in.

A warrant will be issued for her arrest.

 

Impaired on an E-Bike

On September 2nd at 8:49 pm, Brockville Police attended a north end intersection for a single vehicle accident.

A local 40 year old man lost control of his E-Bike and struck the stop sign at the intersection. He was not injured but Officers noted his ability to operate the bike was impaired by alcohol.

He was arrested and charged with impaired driving and then refusal after he would not provide breath samples back at the station. The accused was released when sober with a future court date.

 

Assault on Motorist

On September 2nd at 9:49 pm, Brockville Police responded to an assault on a motorist in a south end parking lot.

A local 21 year old man and his 21 year old male passenger were attacked by a group of four males. The victims were coming to a stop in the parking lot when one of the suspects threw a trailer hitch through the window of the vehicle. The driver was then sprayed with an unknown substance in the face and struck a fence in the lot while trying to come to a stop.

The males fled the area and only one local 24 year old has been identified as a responsible party.

The driver and his passenger received treatment at hospital to have their eyes flushed and to check out other minor soreness.

Police are currently trying to locate the 24 year old suspect who is also responsible for the theft mentioned earlier from the north end box store. He faces charges of assault with a weapon, mischief and breaching his probation order.

 

Running From Police Leads to Charges

On September 3rd at 4:05 am, Brockville Police Officers observed a young male on a downtown street who fled on foot when noticing Police.

Officers located the local 20 year old and found him to be in an intoxicated state. While searching his person subsequent to his arrest Officers located a set of brass knuckles.

When sober, the man was released with a fine for the public intoxication and given a future court date for possession of a prohibited weapon.

 

Suicide Threat

On September 3rd at 6:16 am, Brockville Police attended a south end residence to check on the wellbeing of a local 19 year old female.

She had sent pictures to a friend that showed herself holding a knife to her throat and talking about self harm. Officers located the young woman and apprehended her under the Mental Health Act. She was escorted to hospital for appropriate care and was not injured when contacted by Police.

 

Dog Stabbed

On September 3rd at 1:51 pm, Brockville Police attended the chip wagon in the Giant Tiger parking lot on Central Avenue.

Officers learned that an employee of the chip truck threw out a couple french fries for two dogs in the area. While a smaller dog was getting his share, a larger dog started nipping at the small dog.

The owner of the small dog proceeded to pull a knife from his pocket and stab the larger dog numerous times. The dog was stitched up at the animal hospital and is stable.

The small dog owner, a local 40 year old, was arrested and charged with weapons dangerous and injuring an animal. He was released with a future court date. The accused turned out to be the same man charged with impaired and refusing a breath test in the E-Bike accident the day prior.

 

Improper Storage – Firearm

On September 3rd at 4:42 pm, Brockville Police received information that a shotgun was being improperly stored at a south end residence. Officers attended and seized the firearm which was readily accessible and without a trigger lock.

A local 38 year old male was then looking at charges of careless storage of a firearm, possessing a firearm while prohibited from doing so and breaching his probation. The male was not at the residence when the firearm was seized.

On September 4th at 6:33 pm, Police received a complaint about the way a vehicle was being operated on city streets. Officers stopped the vehicle on Parkedale Avenue and discovered the male wanted for the firearm offence was a passenger.

The driver was sent on his way after his physical condition was checked on. Officers arrested the passenger and a search subsequent to his arrest turned up a quantity of both crystal meth and cocaine along with a set of scales, a small quantity of cash and a list of people who owed money. Another charge of possession of a controlled substance for the purposes of trafficking was added.

He will appear in bail court.

 

Outstanding Warrant

On September 3rd at 6:05 pm, Brockville Police took custody of a local 53 year old man after his arrest by neighbouring OPP Officers for a warrant held by our Service.

In March of 2014, the accused sold a stolen cell phone on Kijiji to a local female. The warrant was executed and the man was released on the charge of possession of stolen property.

He now faces a future court date.

 

Robbery

On September 3rd at 6:56 pm, Brockville Police received a robbery complaint from a local 57 year old man.

The victim, a cab driver, was standing outside his vehicle in an apartment building lot. Another vehicle pulled up, a male jumped out and a demand was made for money from the victim in relation to outstanding debts.

The accused, a local 22 year old, then struck the older man in the face and knocks him down. The victim’s backpack was then taken from him and the accused left in the same vehicle with two other males.

The victim suffered cuts to his fingers and elbow.

On September 5th at 10:21 pm, Brockville Police observed the accused operating a vehicle on north end streets along with a male passenger. The vehicle was stopped and the driver arrested for the mentioned robbery.

The 33 year old passenger happened to be subject to an order requiring Police to apprehend him under the Mental Health Act for an assessment.

In the vehicle, Officers located over 500 grams of marijuana (approximately 1 pound). As a result, both men were charged with possession of a controlled substance for the purposes of trafficking.

The 22 year old was held for a bail hearing, the 33 year old was taken to local hospital.

The marijuana is valued in excess of $5,000.00

 

September 1 – 2, 2016 Incidents

Mental Health

On September 1st at 10:15 am, Brockville Police received a request to check on the well-being of a local male.

Officers attended the apartment of the 30 year old to assess his mental health. Officers decided the man was in need of assistance and escorted him to hospital for appropriate care.

 

Assault Over Monies Owed

On September 1st at 2:47 pm, Brockville Police attended a south end apartment building after an assault complaint.

A local 28 year old man pulled up in front of the building to obtain keys for his new apartment. After exiting the vehicle, he was punched twice in the face by a male standing in front of the building. The two parties had an outstanding dispute about money owed and waiting for payment.

The local 29 year old assailant did not live in the building but was visiting friends. Officers arrested and charged the man with assault.

The victim received minor injuries not requiring medical attention. The accused was released later in the day and placed on conditions.

 

Theft of Liquor

On September 1st at 7:59 pm, an off duty Officer of the Brockville Police observed two young males concealing liquor on their person while in the LCBO on Parkedale Avenue. The local suspects, aged 17 and 20 years, were both arrested and charged with theft. They received paperwork shortly after and released at the scene with a future fingerprint and court date.

 

Failure to Report to Police

In June of this year a local 25 year old male was charged with various offences including mischief, utter threats, and failing to attend court. He was released on a recognizance at court with numerous conditions. One of which was to report to the Brockville Police Service once a week. The subject attended for several weeks and then stopped showing up to sign in. A new charge of breaching his recognizance now applies when located by Police.

 

Mental Health

On September 2nd at 1:46 am, Brockville Police Officers on general patrol observed an elderly female on Courthouse Avenue who appeared disoriented. The local 72 year old informed Officers she was hearing voices and was not taking issued medication. She was escorted to hospital for appropriate treatment.

August 31, 2016 Incident

Warrants

On August 31st before 12:30 in the afternoon, three wanted individuals turned themselves into the Brockville Police on outstanding warrants.

Two male parties from Prescott, ages 22 and 24 years, failed to attend for their fingerprints earlier in August.  A warrant was in place for both males for failing to attend for identification purposes.

The third party was a local 34 year old female.  Our Community Services Officer was performing mental health checks at different homes in the city. This program is carried out with mental health workers from Lanark / Leeds and Grenville Addictions and Mental Health, one of our community partners.  While checking on a client, contact was made with the wanted woman who then turned herself in to deal with the warrant.  In June of this year, she committed an assault and Officers had no luck locating her to lay the charge.

All three parties were released shortly after their arrest and given a future court date.

 

 

August 30, 2016 Incidents

Houses Entered

On August 30th in the morning hours, Brockville Police received complaints of two homes entered overnight. Both homes are located in the north end of the city and it appears the same suspect(s) may be responsible for the thefts.

A wallet and keys were removed from one residence and a purse from the other.

Police remind the community to secure all doors and windows at night. If leaving patio doors open to cool your residence, secure the sliding screen portion.

 

Domestic Dispute Results in Arrest

On August 30th at 9:02 pm, Brockville Police attended a domestic dispute at a south end residence. Police spoke with the couple having the disagreement and got them to settle down.

Another male who was a guest at the residence, was found to be on release conditions for outstanding charges. One of the conditions involved abstaining from the consumption of alcohol. Police noted the male had been drinking. He was also on probation with a condition to keep the peace and behave. The local 56 year old was arrested and charged with breaching both his release conditions and his probation order. He was held for a bail hearing.

August 29 – 30, 2016 Incidents

Secret Shopper Fraud

On August 29th at 10:29 am, Brockville Police took a fraud complaint from a local senior.

The man received two cheques to cash, he was to retain a certain amount of the money and send the rest back to the fraudster. Originally he responded to an ad on-line. The first cheque was for several thousand dollars and went through the bank, the second was subject to a hold and then the cheques were both determined to be fraudulent. The victim is out several thousand dollars.

Once again, we encourage people not to get involved in these scams. If it seems too good to be true, it is.

 

Theft of Fuel

On August 29th at 11:41 am, Brockville Police took a theft complaint from a north end gas station.

The vehicle parked at an angle to avoid identification and the male driver made off with a quantity of fuel. The car is described as a white GMC, possibly an Envoy and the right front wheel could have been the spare tire. The suspect wore something to cover his face preventing a decent description.

The investigation is continuing.

 

Drinking Leads to Probation Breach

On August 29th at 2:56 pm, Brockville Police attended the center/west area of the city to deal with a man drawing attention to himself.

Witnesses indicated the subject was carrying alcohol and removing his clothing while yelling on the street. Officers had dealt with the local 29 year old many times. He was arrested and charged with breaching his probation order by consuming alcohol and held in custody. An appearance in bail court will take place.

 

Domestic Dispute Results in Assault Charges

On August 29th at 3:59 pm, Brockville Police responded to a domestic dispute at a south end residence.

While Officers were speaking to the involved female on the front lawn, the male exited the residence and began yelling. While being restrained, the man attempted to strike one of the Officers and then grabbed him around the waist and tackled him.   He was pulled off by a second Officer and eventually placed in cuffs.

Police learned the male, who had been consuming alcohol, had struck the female in the face several times. Items in the house were damaged by the accused including pouring beer or water on the television and breaking a picture frame.

He now faces charges of assault, assault Police, resisting arrest and mischief. An appearance in bail court will take place.

The woman and the Officer sustained minor injuries in the incident.

 

Drinking Leads to Bail Violation.

On August 30th at 1:18 am, Brockville Police Officers observed an intoxicated female walking on a south end street.

The local 60 year old was on conditions of a recognizance, one of which involved no consumption of alcohol. She was arrested and charged with breaching her release conditions and held in custody for a bail hearing.

 

August 26 – 29, 2016 Incidents

Ride Program Results In Drug Seizure

On August 26th at 10:25 pm, Brockville Police Officers were performing a RIDE Program on Stewart Blvd.

During one of the random stops a strong odour of marijuana was detected coming from the vehicle. This lead to an arrest of a local, 43 year old male suspect and a large quantity of drugs being seized. The seizure consisted of just over 2 pounds of marijuana and a small quantity of hashish with a street value of approximately $10,000.

Charges were laid of possession for the purpose of trafficking in relation to the offence.

 

Domestic Disturbance

On August 27th at 6:00 am, Brockville Police attended a complaint of a very heated domestic disturbance in the central area of the City. The investigation revealed that involved in the disturbance was a local couple, a 25 year old female and a 37 year old male. As a result the female was arrested and charged for assaulting her boyfriend by scratching his face and chest. She was also charged with assault police as she kicked at them while attempting to effect the arrest. The final charge was for mischief under $5,000 due to large amount of damage to the residence.

 

Impaired Driving

On August 28th at 12:30 am, the Brockville Police investigated an impaired driver in the parking lot of a restaurant, in the north end of the City. It was called in as an employee of the restaurant observed the male driver leaning over and passed out at the wheel of the vehicle.

As a result, officers attended and the 27 year old male was arrested and charged for impaired operation of a motor vehicle. Breath samples were received of over 3 times the legal limit of alcohol in his blood.

 

On August 28th at approximately 10:45 pm, Brockville Police attended to a residence in the center of the City in relation to a disturbance.

It was revealed that the disturbance was domestic related. This was a confrontation between an ex-boyfriend confronting his former girlfriend, who had another male visitor. The ex-boyfriend was upset about the visitor and attended to the residence, however, drove to the residence while under the influence of alcohol. The investigation further determined that the 41 year old male driver was intoxicated and operated the motor vehicle over the legal limit of alcohol in his blood. He was arrested and charged for impaired operation.

 

Multi-Jurisdiction Disturbance Results in Charges

On August 28th, in the early morning, the Brockville Police investigated a complaint of a fight at one of the gas stations in the north end of the City.

Investigation of the individuals involved determined that it was primarily a dispute between 2 males, 25 and 45 years of age, who are not local residents of Brockville. The dispute originated in the Spencerville area and continued to a location in Cardinal as a result of one of the males following the other to confront him. After that altercation, the males left the area and attended to Brockville where the altercation continued at a gas station in the area of Stewart Blvd and Parkedale Ave.

The 25 year old male was arrested and charged with multiple counts of mischief under $5,000 and causing a disturbance by fighting. Even though there was physical altercations taking place, there were no injuries received requiring medical attention.

The investigation is also continuing in regards to other possible offences.

 

Mental Health Apprehension

On August 29th, the Brockville Police responded to a report of a 17 year old suicidal female in the north end of the City. The female is not a local resident to Brockville. It was reported by a friend of hers that she had taken a unknown quantity of prescription medication and cut her throat and wrists. Shortly after the report to Police, the female had fled. Officers set up a perimeter and called in for the assistance of K9 to locate her. The female was located shortly after by officers set up on the perimeter. She was apprehended and escorted to the Brockville General hospital for a mental health assessment. The cutting injuries were described as superficial.

 

Vehicle Entries

On August 28th, the Brockville Police received reports from the night previous that 4 cars had been entered at various residences in the north end of the City. Minor thefts were reported from the vehicles.

This is a good reminder for everyone to lock their vehicle doors to help protect their property and reduce the opportunity for these incidents.
