An increasing number of agencies, particularly those involved with the supervision of vulnerable persons which include children, disadvantaged or the elderly, are seeking assistance of the police agencies in the Province of Ontario to provide a level of security clearance for new employees and volunteers.

The Records Department provides Police Records and Criminal Record Checks to members of the public, as permitted by legislation.

On November 1, 2018, changes came into effect regarding the Police Record Checks Reform Act, as it pertains to disclosing records of Youth under 18 years old.

As a result of the changes, police services are only legally permitted to provide record checks for anyone under the age of 18 applying for positions with federal, provincial or municipal governments. This means that police services will not be permitted to provide record checks for youth seeking positions with non-government organizations such as sports groups, school boards, hospitals, not-for-profit agencies and charities. The change in legislation is designed to better protect the privacy of our youth. Non-government agencies should no longer ask anyone under 18 to provide a records check.

The November 1st changes to the legislation also include standardizing police record checks pertaining to the information disclosed and included in criminal record checks, Criminal Record and Judicial Matter Checks and Vulnerable Sector Checks.

Note: Volunteers will be required to provide a letter from the organization you are volunteering for in order to have the $25.00 RCMP fee waived.


  • Submit application forms with 2 acceptable pieces of identification in person at the Brockville Police Service.
  • Note: If you have a criminal record, a completed Declaration of Criminal Record form is required with the Police Criminal Record Check.
  • Police record checks take approximately 5 business days
  • Completed checks containing criminal record and/or police record information are to be picked up in person by applicants.
  • Brockville Police can conduct an express check for you while you wait if no fingerprints are required.

Police Criminal Record Check

What is it?

This check is intended for applicants who are involved as a volunteer, employee or in any situation where a basic Police Criminal Record Check is requested.

This check is NOT for individuals seeking a position with children or the vulnerable sector.

A Police Criminal Record Check will include:

  • Criminal Convictions
  • Summary Convictions
  • Findings of Guilt under the Youth Criminal Justice Act within disclosure period

Judicial Matters Check

What is it?

It is a collection of offence information, including convictions and outstanding charges available from a local police agency’s records management system and other systems/records where authorized. This check is intended for applicants who are seeking employment and /or volunteering with agencies that require a criminal record check along with local police involvement.

This check is NOT intended for applicants who are seeking volunteer and/or employment with vulnerable persons.

A Judicial Matters Check will include:

  • Criminal convictions from CPIC and /or local databases
  • Outstanding charges
  • Absolute and conditional discharges within the applicable disclosure period
  • Findings of Guilt under the Youth Criminal Justice Act within the applicable disclosure period

Note: It is the same form for both the Police Criminal Record Check and the Judicial Matters Check.

Police Vulnerable Sector Check

What is it?

In order to obtain a Police Vulnerable Sector Check, you must be a resident of the City of Brockville. This check is restricted to applicants seeking employment and/or volunteering in a position of authority or trust relative to vulnerable persons in Canada only. It is a collection of offence information, including convictions, outstanding warrants, charges, judicial orders and sexual offence convictions for which the individual has received a record suspension where authorized by the Minister of Public Safety Emergency Preparedness. Non-conviction information shall be released only when it meets the Exceptional Disclosure Assessment.

Police Vulnerable Sector Check will include:

  • Criminal convictions from CPIC and/or local databases
  • Summary convictions from CPIC and/or local databases
  • CPIC and/or local databases
  • Outstanding entries, such as charges and warrants, judicial orders, peace bonds, probation and prohibition orders
  • Findings of Guilt under the Youth Criminal Justice Act within applicable disclosure period
  • Absolute and conditional discharges from local police held databases
  • In exceptional cases, where it meets the Exceptional Disclosure Assessment, non-conviction dispositions including, but not limited to Withdrawn and Dismissed
  • All record suspensions as authorized for release by the Minister of Public Safety
  • Not Criminally Responsible by Reason of Mental Disorder.
