The Canadian Safe Boating Council and the Brockville Police Service Team Up to Reduce Impaired Boating Deaths

Drinking and boating accounts for approximately 40% of boating-related fatalities on Canadian waterways. To raise awareness and reduce alcohol related deaths, the Canadian Safe Boating Council (CSBC) and the Brockville Police Service is launching year 2 of an initiative called “Operation Dry Water” It’s goal is to discourage this dangerous practice.

With the summer boating season in high gear, the August 5th long weekend is the perfect time to remind Canadian boaters about the risks of drinking and boating. Combined with sun, wind, waves and the rocking motion of the boat, the effects of alcohol on the water can be greatly increased.

The CSBC and the Brockville Police Service would like, through this initiative, to raise attention to the problem of boating under the influence and to remind boaters not to drink and boat.

Operation Dry Water will focus on the potential risks of drinking and boating, and remedies that are currently in place to discourage it.

Federal statutes dictate that, whether or not your craft is motorized, you can be charged with Impaired Operation of a vessel under the Criminal Code of Canada if your blood alcohol level exceeds the .08 threshold.   This means you can be charged even if you are impaired while operating a canoe and a judge is able to, upon conviction, suspend your boating privileges. But that’s not all; it can get worse.

Operation Dry Water is aimed at reducing the number of alcohol-related accidents and fatalities on the water while fostering a stronger and more visible deterrent to alcohol use while boating. The end goal? To achieve safer and more enjoyable recreational boating.

During the month of August the Brockville Police Service Marine Unit will be out on the water conducting RIDE and on-water safety checks of vessels.

This initiative is made possible through support of Transport Canada’s Office of Boating Safety.

August 3 – 4, 2017 Incidents

Bail Violations

A 24 year old Brockville man was arrested yesterday fternoon shortly after being released from custody at court.

On Wednesday evening an off duty officer spotted the male leaving the Wal-Mart parking lot whom the officer knew was wanted in relation to a weekend domestic incident. He was arrested in a vehicle on Laurier Boulevard and held for a Bail Hearing on Thursday at the Brockville Court.

In court on Thursday the young man was released into the custody of his surety and while they were leaving the court house, he and his surety became involved in an argument. The male then fled in a taxi and his surety reported the incident to the police and withdrew himself as surety. He was located a short time later in a north apartment building,arrested, and again held in custody.

 

Power Lines fall on vehicle

Two occupants in a parked van were fortunate to escape injury when a tree fell on their vehicle parked on James St.

Just before 7 pm last evening Brockville Police were called to the area of James Street West between Court House and Buell Streets when a tree fell on a parked van with two people inside. The falling tree also took down power lines that were in the area.

Both occupants remained in the vehicle while Hydro and Emergency Services attended and made the area safe for them to exit the vehicle and cut power to the lines.

 

Bicycle Safety

As the August long weekend arrives the Brockville Police Service would like to remind cyclists of some of their requirements to ride a bicycle on the roadways.

Under the Highway Traffic Act of Ontario bicycles are considered vehicles and must obey the rules of the road just as other vehicles on the roadway. While riding a bicycle does not require the cyclist to have a licence, insurance, or licence plates and registration; cyclists must obey all traffic laws and cannot carry passengers. Cyclists must stay to the right to allow for faster moving vehicles to pass.

Children under the age of 18 years of age must wear a helmet and it is the responsibility of the parent or guardian to ensure their child is wearing their helmet.

August 2 – 3, 2017 Incidents

Disturbance at Giant Tiger

Tempers flared in the heat yesterday afternoon as Brockville Police were called to a disturbance in the parking lot of Giant Tiger.

Just after 2:30 pm Brockville Police responded to a call of a fight between two men in progress in the parking lot. On arrival police separated the combatants who were known to officers. They learned it was a consensual fight between the two and neither party suffered significant injuries.

As a result, the two men one 18 years old and the other 21 years of age face fines under the City of Brockville fighting by-law.

 

Taxi calls for Assistance

A City Cab driver called for Brockville Police assistance after having difficulty with a female passenger yesterday afternoon.

At 2:45 pm officers responded to the intersection of Keefer Street and North Augusta Road after receiving a call from City Cab dispatch that one of their drivers needed assistance with a female passenger. When officers arrived they located the taxi at the intersection and found a 27 year old Prescott area woman in the taxi well under the influence of alcohol. The woman was removed from the taxi and placed under arrest for Public Intoxication.

She was conveyed to the Brockville Police Station where she was held until sober and released with a Provincial Offences Notice.

 

Arrest from Weekend Domestic Incident

A 24 year old Brockville man wanted in connection with a July 29th domestic assault was arrested late Wednesday evening when Cst. April Muldoon who was off duty spotted him in a vehicle in the Wal-Mart parking lot and travel north on California Ave and contacted the Brockville Police station.

On duty officers were able to catch up to the vehicle a short time later at 10:20 pm and made a traffic stop on Laurier Avenue. The 24 year old man was then arrested for assault with a weapon and breaching his probation in relation to the July 29th domestic and conveyed to the Brockville Police Service where he was held for a bail hearing on Thursday.

August 1 -2, 2017 Incidents

Seats for Kids Clinic

The Brockville Police and Seats for Kids partnered for a Car Seat clinic yesterday from 11 a.m. to 2:00 p.m. in the Canadian Tire parking lot on Parkedale Ave.

Of the 82 car seats checked:

• 14 seats were replaced by Seats for Kids (at no cost)

• 96% of the seats were being misused

• Only 4 of the 82 seats checked demonstrated proper use

Most common errors included the top tethers being too loose, seats not appropriate for the child’s age and development, loose installation straps, or the harness being too loose.

Seats for Kids are a Non-Profit organization from Ottawa dedicated to increasing the appropriate and correct use of child restraint systems. The organization also provides training for those who wish to volunteer with the organization and more information can be found at www.seatsforkids.ca

 

Robbery Charges

A 23 year old Brockville man is facing charges of robbery in connection with an incident at the Tim Horton’s on William Street from July 26th.

Yesterday morning a 24 year old woman attended to the Brockville Police station to report she was outside the Tim Horton’s when the man attempted to grab a bag she was carrying and wrestle it from her. Eventually she was able to fight back and recovery the bag.

The woman suffered minor injuries during the altercation.

 

Impaired Driver

Brockville Police received a call at approximately 5:15 pm yesterday afternoon from a concerned citizen reporting a man leaving a downtown residence well under the influence of alcohol.

As officers responded the suspect did leave the scene but located a short time later at a residence on William Street still in the vehicle. He showed signs of impairment by alcohol and was arrested for impaired driving and conveyed to the Brockville Police station for breath tests in which he registered well over the legal limit.

A 50 year old Brockville man is now facing charges of impaired driving and driving with over the legal limit of alcohol in his system. He was released from custody when he was sober on a Promise to Appear and given a future court date.

 

July 31 – August 1, 2017 Incidents

Theft of Metal

Yesterday morning workers from the construction site at Westminster school reported that sometime over the weekend, scrap metal was stolen from the site.

Workers reporting for duty at approximately 8:30 a.m. Monday made the discovery and contacted police. The steel which has an approximate value of $750 consisted of flashing and stainless steel metal pieces from the school.

Break and Enter to Pauline’s Lingerie

Brockville Police are investigating a break and enter to Pauline’s Lingerie over the weekend resulting in the theft of an undisclosed amount of cash from the store.

An employee opening the store Monday morning discovered the break and enter while preparing for her shift. She then contacted police and waited outside the store until officers arrived. A Scenes of Crime officer with the Brockville Police examined the scene prior to the business reopening.

Pedestrian Struck

At 5:30 pm last evening officers with the Brockville Police Service responded to the intersection of Parkedale Avenue and Ormond Street after receiving a report of a man being struck by a motor vehicle.

A 26 year old Brockville area man was crossing Parkedale Ave when he was struck by a white Chevrolet Equinox in the intersection. He suffered injuries to his shoulders, ribs and hip and taken to Brockville General Hospital for treatment of his injuries.

The driver of the Equinox, a 71 year old Brockville woman was charged under the Highway Traffic Act for Failing to Yield for a Pedestrian.

 

Domestic Disputes

Two people are facing charges in relation to two separate domestic occurrences Monday evening.

At 7:30 p.m. Brockville Police were called to a King Street West apartment after a caller reported a domestic had just taken place and was requesting both police and EMS. On arrival police located and spoke with the 18 year old female victim who had suffered injuries to her chest and face prior to her being transported to Brockville General Hospital.

Officers then located the 23 year old man responsible inside the apartment and placed him under arrest for domestic assault and conveyed him to Brockville Police headquarters where he was held overnight pending a Bail Hearing later today.

A short time later at 8:45 pm a 33 year old Maitland area man attended to the Brockville Police station to speak with officers in regard to a domestic disturbance he had had with his girlfriend.

He reported that during an argument with his girlfriend she threw a television on the floor and was scratched by her during the argument.

A 37 year old Brockville woman is facing charges of domestic assault and mischief as a result. She was released with a future court date.

July 30 – 31, 2017 Incidents

Disturbance at Willian Street Tim Horton’s

A 28 year old Brockville man was arrested for public intoxication early Sunday morning for his role in a disturbance in the William Street Tim Horton’s parking lot.

Just prior to 6:00 a.m. Brockville Police were called to the Tim Horton’s lot of 7-10 males fighting in the parking lot. On officers arrival the fight quickly broke up and the combatants with the exception of the 28 year old went their separate ways. The man was well under the influence of alcohol and officers were concerned for his safety and as a result arrested him for being intoxicated in a public place.

He was conveyed to the Brockville Police station where he was held until sober and released from custody with a Provincial Offences Notice.

 

Breach of Bail Conditions

While on patrol in the Perth Street area, officers spotted a 27 year old Brockville area woman in breach of her bail conditions by being out without her surety present.

Sgt. Shawn Borgford was on patrol on Perth Street near the railway tracks at 1:15 p.m. yesterday afternoon, when he spotted the woman walking alone. He confirmed her bail conditions and located her again walking down Downey Street. At the time he noticed that she had been consuming alcohol, which is also contrary to her bail release conditions.

As a result, the woman was arrested for Breach of her Recognizance and conveyed to the Brockville Police station where she was held pending a bail hearing today.

 

Domestic Dispute leads to Arrests

At 9:00 p.m. last evening Brockville Police were called to the Glenn Wood apartments on a report of a domestic disturbance in one of the units.

When police arrived they initially were not let into the apartment and the door was barricaded with a chair. Eventually they were able to gain entry to ensure the safety of the occupants inside. Once inside the residence, officers located a 51 year old Brockville woman who was wanting on outstanding warrants by the Brockville Police and a 49 year old Brockville man who was on a Recognizance of Bail with a condition not to being in his residence.

Both were arrested and held at the Brockville Police Service pending a Monday bail hearing.

 

Impaired Driving and Refusal

A call to the Brockville Police last night at 11:45 p.m. resulted in a 26 year old Brockville woman being charged with impaired driving and refusing to provide breath samples.

The anonymous caller identified the woman driving a blue Hyundai southbound on Stewart Boulevard and told police she was under the influence of alcohol. Officers caught up with the vehicle as it was arriving at a Victoria Avenue address and stopped the car.

After detecting an odour of alcohol on the driver’s breath, the woman was given a demand to provide breath samples into a roadside screening device which she refused on several occasions.

As a result, the woman was charged with refusing to provide samples of her breath and released with a future court date.

 

July 28 – 29, 2017 Incidents

Breach of Recognizance

On the 29th of July, 2017 at approximately 3:37 a.m. the Brockville Police received a call from a resident in a south end apartment of an unwanted Brockville man.  The man was intoxicated and was at large on a recognizance of bail with a curfew condition.  As a result the man was arrested for breaching the conditions of his release and remanded into custody to appear on court on the 31st of July, 2017.

 

 

July 27 – 28, 2017 Incidents

Ottawa Police arrest man for Brockville warrant

A 49 year old Ottawa man was arrested early yesterday morning by the Ottawa Police for an outstanding warrant held by the Brockville Police Service in relation to a domestic disturbance from earlier this month.

On the 17th of July 2017 officers responded to a Perth Street residence to check on the wellbeing of a woman living at the home. Once at the address police learned from her about a series of domestic incidents involving herself and former boyfriend over a period of time which resulted in the Brockville Police seeking an arrest warrant for the man.

As a result of the arrest Brockville officers attended to Ottawa and took the man into custody and returned him to court for a bail hearing.

 

Bail Hearing for Domestic Charges

A 24 year old Brockville man will be in court this morning facing a series of domestic related charges as a result of several dealings with police over the past month.

At approximately 8 p.m. last evening the Brockville Police received a call indicating the 28 year old female victim was at her residence with the door locked. There was banging on the door and eventually the door handle was broken off the door and the suspect fled. The caller suspected it was the 24 year old man that attended and called police to alert them out of concern for the woman’s safety. While police were checking the area the man returned to the apartment and made his way inside. Officers arriving overheard the yelling inside the apartment and entered to ensure the safety of the woman. Once inside they found the 24 year old man and placed him under arrest for domestic assault, and conveyed him to police headquarters.

While investigating the domestic disturbance last evening, officers also learned the man was wanted for an assault on July 7th involving the same victim and was also on probation for similar offences in the past. As a result he was taken into custody for assault, breaching his probation and mischief and held in custody for a bail hearing.

 

July 26 – 27, 2017 Incidents

Impaired by Drug

A 20 year old Brockville man is facing charges of impaired driving and driving while disqualified as a result of a traffic stop yesterday afternoon.

Shortly after 3:00 p.m. Cst Sam Evers of the Brockville Police observed the 2005 Dodge Dakota on William Street by the male whom he recognized to be a disqualified driver. He stopped the vehicle and confirmed the disqualification and while speaking with him noticed signs of impairment by drugs. As a result he was arrested and taken to the Brockville Police Service for tests.

The man was turned over to drug recognition expert police officer for tests to be performed and as a result of the tests it was determined the male was impaired by drugs.

He was later released on a Promise to Appear for a future court date.

 

Disturbance on Perth Street

Brockville Police were called to a disturbance at a Buell Street residence near the intersection of Pearl Street after a 25 year old Brockville man arrived at the residence yelling outside and swinging a baseball bat.

On arrival the male had fled the area but was located a short distance away from the residence. Officers learned that the young man was in a dispute with the residents of the house and began swinging the bat and breaking out some of the windows at the residence.

As a result the man was arrested for weapons offences, breaching his probation, mischief and causing a disturbance. He was conveyed to the Brockville Police Service where he was later released with several conditions and given a future court date.

 

Damage to Piano at Hardy Park

The Brockville Police Service is seeking the public’s assistance in identifying those responsible for damage done to the public piano in the band shell at Hardy Park.

Early yesterday afternoon a volunteer who helped spearhead a local campaign to bring the piano to Hardy Park attended to the Brockville Police Service to report a number of keys and a foot pedal on the piano had been broken and the piano was no longer usable.

The community piano in the park was a result of a local social media campaign. Three people volunteered to donate a piano, an Art Class from Thousand Islands Secondary School painted it using paint donated by a Brockville Hardware store. A local moving company donated staff, a vehicle and to store the piano during the off season and the Downtown Business Improvement Association (DBIA) paid to have the piano tuned. Volunteers from the group checked and cleaned the piano regularly until the discovery of the damage on Wednesday.

Congratulations!

Members of the Brockville Police Service would like to extend our congratulations to some of our members today.

Our newest recruit Constable Lucas McArthur is graduating with his recruit class from the Ontario Police College in a ceremony today at the College. Lucas will start his training on shift at the Brockville Police Service next week and we look forward to having him join our team and working with him for years to come. Congratulations to Lucas and to his family on this special day.

As well, ladies of the Brockville Police Service proved once again they are far better hockey players than their male co-workers. Last evening the ladies capped off an undefeated season in the Brockville Women’s Ball Hockey League winning the league championship. Congratulations to all on a great season.

July 25 – 26, 2017 Incidents

Lottery Scam

A Brockville senior is a victim in the latest lottery scam to target the area.

The victim attended the Brockville Police station yesterday afternoon to report he had been asked on a couple of occasions to send money to a bank account in British Columbia to claim his lottery winnings. He became suspicious after the latest request for transfer of funds and sought assistance from police. No prize was ever received and the victim has lost the money he has already transferred.

Scammers frequently come up with new and inventive ways to prey on potential victims. They will often use the names of real companies or lotteries to convince potential victims the lottery is legitimate. However, known lottery and sweepstakes companies would never request money upfront to claim lottery winnings. You never have to “pay to play”.

 

Breach of Bail Conditions

A 49 year old Brockville man was arrested early yesterday afternoon at Brockville court when he attempted to speak with his victim while leaving the court room.

The man was originally arrested last summer in a joint Leeds OPP and Brockville Police Service investigation which is currently before the courts. As part of his release conditions, he was to have no communication with the victim and a number of witnesses. On Tuesday, while in court at his trial for these offences he attempted to speak with the victim as they left the court room.

As a result, the man will face an additional charge of breaching his release conditions.
