Bees Swarm on Parkedale

At approximately 5pm on the 18th of June 2016, police began receiving phone calls about bees swarming in the area of Parkedale and Stewart. The bees had taken up residence in a highway sign in the median of west bound Parkedale Ave. at Stewart. A local bee keeper, Peter, was contacted by a passing motorist who offered BPS his assistance. Police blocked traffic while Peter captured the queen. With the queen captured the remainder would disperse.

2015 Annual Report

Thank you for taking the time to review our 2015 Annual Report.  I am happy to report that 2015 saw tremendous change within the Brockville Police organization.  As a result of everyone’s hard work and sacrifices we ended 2015 with a surplus in our operational budget.  We also continued to build our criminal record check business which resulted in a surplus of several hundred thousand dollars.  It is very important to understand that policing and preparing a budget for law enforcement is a difficult task.  In spending dollars in prevention we attempt to offset expenses that are derived after a critical incident or violent offence.  Violent offences such as homicides are very expensive to investigate and are too important to spare an expense.  2015 in Brockville was consistent with the national trend of a decrease in violent offences. Those who are unaware will state that as a result of decreased violent offences policing budgets should decrease.  In reality, social disorder offences and police response to mental health calls have skyrocketed.  As funding is removed from areas such as healthcare and social services, police services are forced to perform tasks which should be handled by others.  Unfortunately, if people only speak of the bottom dollar, policing will continue to be subject of criticism.  The Brockville Police Services community involvement and investment in youth and crime prevention may cost money now, but will undoubtedly save in the future.  Thanks again for taking the time to review our annual report 2015 Annual Report

Motor Vehicle Collision – Public Assistance Request

On the 16th of June, 2016 at approximately 4:30 in the afternoon in the City of Brockville a motor cyclist had entered onto Stewart Blvd from the Brockville Shopping Center parking lot to proceed north bound. She was then sideswiped by a vehicle described as either a silver or grey SUV or van which knocked her down causing her injury and sending her motorcycle spinning across the roadway. The vehicle fled the scene north bound on Stewart Blvd and was last scene crossing the 401 overpass.

One key feature of the suspect vehicle was a palm size sticker of a round flower placed top right of the licence number plate.  The suspect vehicle may have some sort of blue or white paint transfer to the right side of it or perhaps scratches of some sort.

The motorcyclist was assisted by other motorists who stopped to lend aid.

If you witnessed this event, stopped to lend aid, know who the suspect vehicle and driver is, we would like to hear from you. June 16, 2016 Incidents

Bail Violation

On June 16th at 9:33 am, Brockville Police took a complaint of an unwanted person at a south end residence.

A local 60 year old woman,wanted Police to remove her boyfriend from the home.  However, he had been staying there for a while and she was on court conditions that included not to have any contact with the man.  She was arrested and charged with breaching her undertaking and held in custody.

An appearance in bail court took place.

 

Fare Fraud

On June 16th at 7:45 pm, Brockville Police took a complaint involving a taxi fraud.

A 39 year old woman, with no fixed address, took a cab from Kingston to Brockville.  Once in the city she advised she had no money for the fare.  The accused has a history of walking away from cab rides and not paying the bill.  She was charged with the fraud offence and released with a future court date.

 

June 15, 2016

Warrant

On June 15th at 9:20 am, Brockville Police received information that the Leeds OPP were dealing with a male party who was wanted by our Service.

The local 22 year old had been stopped for a traffic violation on Highway #2. Breaches of his probation order resulted in the warrant being issued. He was released on conditions with a future court date.

 

Unwanted Person

On June 15th at 11:23 am, Brockville Police attended a downtown bank for an unwanted male subject.

The local 27 year old threatened bank staff and then began pacing back and forth outside the institution. Officers arrested the man for uttering threats.

Due to mental health concerns, he was held in custody and will appear in bail court.

 

Bail Violation

On June 15th at 3:53 pm, Brockville Police Officers on general patrol observed a local 37 year old female on a south end street.

The problem is, she was walking with a male that her release conditions state she is not to communicate with. She was contacted by Police at her residence but did not want to speak to Officers to deal with the situation. When located she will be facing several breaches of her release conditions.

 

Foot Pursuit

On June 15th at 8:27 pm, Brockville Police attended the west end of King Street to deal with a man acting in a strange manner. He was asking passing females to marry him and generally being a nuisance.

When Officers arrived, they recognized the man as being wanted for a mischief a couple nights previous. The local 35 year old had confronted residents at a south end home and broke a window before leaving the area. The subject took off on foot and a foot pursuit ensued. He was located trying to hide in some tall grass a short time later.

Once tucked away in cells, the accused did not like the noise being created by the man occupying the next cell. After his demands for movement to another area were not met, he proceeded to damage a light fixture. Under arrest now for two counts of mischief, the accused will appear in bail court.

 

Family Dispute

On June 15th at 10:30 pm, Brockville Police attended a family dispute at a south end residence.

A local 48 year old man was found heavily intoxicated and had been picking fights with his girlfriend’s son. He was also exiting the residence at different times and yelling on the street.

Officers arrested the subject to prevent a further breach of the peace. He was released this morning when sober with no charges.

 

Update – Dispute at St. Lawrence Park

The 56 year old man responsible for the mischief at St. Lawrence Park was arrested and released. He admitted the fight was pretty dumb in its origin. Officers tried to make him feel better by agreeing with his position that the earth was round. He now awaits a future court date.

 

 

June 14, 2016 Incidents

Bail Violation

On June 14th at 5:48 am, Brockville Police arrested a local, 30 year old man after he failed to sign in at the station.

The male was charged in April with numerous offences and one of his release conditions with the court was to report to the Brockville Police every Monday. The subject missed his June 13th sign in, called Police for advice and turned himself in the next morning.

He was arrested and charged with breaching his recognizance and later released with a future court date. Signing in on Mondays will remain an obligation.

 

Break and Enter

On June 14th at 1:36 pm, Brockville Police attended a south end residence for a break and enter.

The unoccupied property suffered damage to the front door and some flooding after the water meter was broken. City employees attended to turn the water off. Police are working on identifying the responsible subject(s) and have several leads to check out.

 

June 13 – 14, 2016 Incidents

Fraud / Scam

On June 13th at 2:34 pm, Brockville Police received a fraud complaint from a local 87 year old man.

He fell victim to one of the more popular scams, told he had won a lottery but registration fees had to be paid in order to collect. The man sent a large sum of money and gave out a lot of personal information while trying to claim the false winnings. These frauds are hard to solve due to their global nature.

Again, we advise, buyer beware. If it’s too good to be true, don’t get involved in any way.

 

Mischief

On June 13th at 8:35 pm, Brockville Police attended a south end residence for a mischief complaint.

A local 35 year old man showed up at the home and was accusing the residents of stealing his cell phone. While leaving, the man broke a window at the residence.

The accused, known to Police, is now wanted for mischief.

 

Fire / Mischief

On June 13th at 10:30 pm, Brockville Police attended to St. Lawrence Park for a family dispute.

A local 56 year old man was at a campsite with his son and the son’s girlfriend. The older male became angry during a discussion about the shape of the earth. The female insisted the earth was flat, the man argued the world was round. He began throwing their items into the campfire which included a propane cylinder.

Brockville Police and Brockville Fire attended the scene and the campfire was extinguished. The older male had left the area. Police are now looking for the man to charge him with mischief. Neither party would change their views.

 

Bail Violation

On June 14th at 12:53 am, Brockville Police responded with ambulance to a south end street for an intoxicated male.

The local 56 year old had fallen and suffered injuries to his face. He was taken to hospital for treatment and monitoring. The problem is, he was on bail conditions that included not to be out of his residence when consuming alcohol.

Police attended hospital this morning and took him into custody for breaching his recognizance. He is currently being held for a bail hearing.

June 10 – 12, 2016 Incidents

Bail Violation / Accident

On June 10th at 9:08 pm, Brockville Police attended a motor vehicle accident at Market Street and Water Street.

Damage was minor but one of the drivers had been consuming alcohol. He was asked to provide a sample of his breath into a roadside unit which registered in the “warn” category. This usually means a three day licence suspension. However, the man had been charged already for impaired driving and was awaiting court on those charges.

The local 32 year old was on release conditions that included no alcohol while operating a motor vehicle and not to consume alcohol at all outside his residence. He was arrested and charged with breaching his recognizance and was remanded into custody until attending bail court.

 

Assault

On June 11th at 3:56 pm, Brockville Police responded to an assault complaint on King Street East.

A local 56 year old man was walking on the sidewalk when another male, texting at the time, bumped into him. Words were exchanged and the altercation turned physical, resulting in the man being assaulted.

Officers located and arrested a local, 30 year old, for the offence of assault. He was released shortly afterwards with a future court date. The victim suffered minor injuries.

 

Mischief / Warrants

On June 11th at 5:17 pm, Brockville Police attended a domestic dispute at a King Street apartment that resulted in property damage and charges.

A local 25 year old man attended his ex-girlfriend’s apartment to retrieve some of his belongings. The male had already been there earlier in the day and during his second trip he became enraged when his ex wouldn’t speak to him. He then attended the rear of her apartment and located a bicycle belonging to her mother. The man slashed the tires on the bike with a pocket knife and stomped on the rims. Once the Officers arrived, the man had fled the area.

On the 12th of June at 1:55 pm, Police learned of another possible location for the accused in the center of the city. Officers located the subject at that location and he was arrested for mischief as well as breaching conditions of release for outstanding offences.

There was also a warrant for the man’s arrest for further charges that he had yet to be located for.

 

Domestic

On June 11th at 11:40 pm, Brockville Police attended a domestic dispute at a north end apartment building. A local couple engaged in a dispute loud enough to attract their neighbour’s attention.

Officers noted the male party was intoxicated and felt things would escalate when they departed. The 27 year old was arrested to prevent a further breach of the peace. He was released the next day when sober and without any charges.

 

Possession of Stolen Property

On June 12th at 3:28 am, Brockville Police Officers stopped a U-Haul truck on a street in the center of the city.

The truck had Arizona plates and was being driven by a local 19 year old female. The passenger identified himself as a 31 year old, from the Kingston area, boyfriend of the driver. They indicated they were in the process of moving the male to his new residence which was strange considering the time of day. Also, Officers didn’t notice furniture type items in the van but did observe scrap metal and copper pipe. While Officers were asking more questions about the van’s contents, another male burst from the side door of the vehicle and began running from the area. He was caught after a short foot pursuit.

Police discovered there was a warrant for his arrest for being unlawfully at large. The 21 year old was from the Joyceville area. A second female was also found in the rear of the van, a 29 year old from the Kingston area. All four individuals were arrested for possession of stolen property. The Joyceville man was also charged with breaching his probation and the Kingston male was charged with breaching release conditions for outstanding charges still before the courts.

The two females were released from custody on conditions with a future court date. The two males were held in custody for bail court.

The vehicle contained electronic equipment, power drill batteries, copper piping and other items. The investigation continues in regards to possible proper owners and no dollar value has been placed on the van’s contents.

June 9 – 10, 2016 Incidents

Impaired Driving

On June 9th at 2:23 pm, Brockville Police attended a single vehicle accident on a north end street.

A local, 56 year old female, had struck a sign post while pulling into a private parking lot. While Police spoke to the woman she was exhibiting signs of impairment but not by alcohol.

Officers arrested her for being impaired by a drug and made a demand for a sample of her blood. She was taken to hospital to have her medical condition checked out and blood was obtained at that time.

Police now have to await the results from the Center of Forensic Sciences.

 

Aerosol Assault

On June 9th at 3:03 pm, Brockville Police began investigating an assault complaint on King Street West.

A local 18 year old man was approached by another male and had a substance sprayed in his face. The victim felt a burning sensation and some other discomforts.   The accused male left the area, last seen heading east bound on George Street. His description was given by a witness as, white male, 5’6″ tall, black jogging suit, black scruffy hair and a thin black moustache.

 

Bail Violation

On June 10th at 12:50 am, Brockville Police attended a south end residence for an unwanted person.

A local 29 year old female reported her ex-boyfriend, a local 33 year old, was at her residence and a verbal dispute started. The man had left the area prior to Police arriving. Officers then discovered the woman was to have no contact with her ex and was actually breaching release conditions she had been placed on. She was arrested and charged with breaching her undertaking and was released shortly afterwards with a new court date and new charges.

 

Bail Violations

On June 10th at 2:17 am, Brockville Police, on general patrol, observed a 19 year old male, known to them, on King Street West.

Police attempted to speak to the young man but visual contact was lost when returning to his location. After checking the man on Police computer systems, his disappearance made sense. His presence on the streets at that time was in breach of two different recognizances, one out of Gananoque and another out of the Leeds OPP detachment. Police are in the process of obtaining an arrest warrant for the Gananoque native. He faces charges of breaching his release conditions and a probation order. The Hamilton Police Service also has a warrant for his arrest and they will be contacted about their charges when he is located.

 

June 8, 2016 Incident

Fraud

On June 8th at 3:27 pm., Brockville Police took a fraud complaint at their headquarters.  The Revenue Canada Scam is still very active in our area and was successful in victimizing another local resident.  The request in this incident was for the victim to purchase $3,900.00 in itunes gift cards and then call back with the activation codes.

Once again, we ask people not to act on these threats. Revenue Canada would never make this request of anyone.  These calls often threaten jail time, fines etc.

Please, do not take any action and contact the Brockville Police or Revenue Canada with any questions. Do not send any monies or purchase gift cards for these con artists.
