October 21, 2016 Incidents

Theft from vehicle

On the 21st of October, 2016 Brockville Police received a complaint of a theft from an unlocked vehicle.   Sometime during the night unknown person(s) entered the victim’s unlocked vehicle in the south end of town and stole a cellular telephone and loose change.

The Brockville Police Service urges people to lock their vehicles. These are often crimes of opportunity with vehicles left unlocked and valuables in plain sight.

 

Medical Assist

On the 21st of October, 2016 at approximately 22:14 hours members of the Brockville Police Service attended to a local south end Taxi stand for reports of an elderly female that had suffered a seizure.

While on scene the female experienced additional seizures. EMS was contacted and subsequently attended. The female was transported to the Brockville General Hospital for necessary examination.

October 19 – 20, 2016 Incidents

Domestic Assault

On October 19th at 2:21 pm, Brockville Police spoke with a local 79 year old woman after she attended the Service looking for advice.  She was having difficulties with her 82 year old husband and his mental health.  Officers learned she had actually been the victim of domestic violence and was still carrying some bruising as a result.  After speaking with her at length, Officers located the accused and placed him under arrest for assault.  He was released soon after into the care of another family member.  Conditions were placed on the man until his court date in November.

 

Mental Health

On October 20th at 3:04 pm, Brockville Police attended a north end street after witnesses described a man walking in traffic.

When Officers located the local 48 year old, he was making strange comments and was not dressed for the weather.  Police then learned he was a resident of a city mental health home.  Apprehended for his own safety, he was then placed in the custody of hospital staff for appropriate care.

 

Utter Threats

On October 20th at 3:29 pm, a local 33 year old woman reported threats made towards her by her ex-spouse.

Police learned the evening prior, the man was on the phone with their young daughter and became upset when the victim would not speak with him as well.  He then threatened to kill the woman via the conversation with the daughter.  Officers contacted the local 32 year old and requested he attend the Police station.  Shortly after 6:00 pm the man arrived, was arrested and charged with uttering a threat and placed in custody.

A bail court appearance will take place.

 

Break and Enter

On October 21st at 1:27 am, Brockville Police attended a south end residence in regards to a break and enter.

The residents heard a noise and attended an entry door on the south side of the home.  Nothing was noted to be missing but water on the floor showed someone had made it into the residence.  The victims indicated the door was not locked at the time of the offence.

A search of the area was negative for suspects.  The investigation is continuing.

 

Mental Health

On October 21st at 3:15 am, a local 71 year old woman, attended the Police station to report a group of males broke into her apartment and threatened her with a hammer.  Officers attended her residence with the female and all appeared in order.  It became obvious she was struggling with mental health issues.  She was escorted to hospital and left with medical staff for needed help.

 

Operation Door Knock

On October 20th, during the early evening hours, Brockville Police attended several homes in the city to ensure compliance with bail conditions.

Operation Door Knock places curfews and house arrest conditions on certain individuals charged with criminal offences.  Two different males were found to be breaching their conditions.  In both cases, the parties did not reside at the address given to the courts.  These investigations are ongoing and charges are likely to follow.

October 18 – 19, 2016 Incidents

Break and Enter

On October 18th at 2:15 pm, Brockville Police took a complaint of a break and enter to a south end apartment.

The victim indicated the event took place sometime over the weekend but he was reporting it two days later.  Electronics and small appliances were taken and the apartment was “tossed”.  Officers gathered what evidence they could after the fact.

The investigation is ongoing as to suspects.

 

Warrant Execution

On October 18th at 6:04 pm, Brockville Police arrested a local 51 year old man after he turned himself in for an outstanding warrant.  The subject failed to attend the station to have his fingerprints taken earlier in the month.  His prints now obtained, he was released on the charge for failing to attend and given a new court date.

 

Pedestrian Struck by Vehicle

On October 19th at 2:38 pm, Brockville Police attended the Thousand Islands Secondary School after a student was struck by a vehicle.

The local 14 year old male youth, stepped out from between two buses on Parkedale Avenue heading south and was struck by an east bound vehicle.  He was treated for non-life threatening injuries.

There are no charges being laid on either party.

 

Mental Health

On October 19th at 4:59 pm, Brockville Police received a call from a local woman concerned her mother was in crisis.

The local 58 year old informed her daughter she had swallowed a quantity of pills from a recent prescription.  Officers checked her residence without success.  Investigation led Officers to a south end church where mom was taking part in a group activity.  She informed Officers she made the comments to obtain attention from her daughter and had no intentions of hurting herself.  She was spoken to about the consequences of making these types of statements.

 

Motorcycle Cut Off

On October 19th at 6:05 pm, Brockville Police attended a Stewart Blvd. intersection to investigate a single motor vehicle accident.

A local 71 year old man was operating his motorcycle south bound on Stewart Blvd. when he was cut off by another south bound vehicle attempting a lane change.  The man lost control of the bike while trying to avoid contact.  He then slid for a distance on the paved surface.  Paramedics took the man to hospital for treatment of unjuries to his upper and mid torso.

The accident is still under investigation in regards to charges.

 

Warrant Execution

On October 19th at 11:24 pm. Brockville Police, on general patrol, observed a local 25 year old man riding his bike on a north end street.  Officers knew the man was wanted for failing to attend for his fingerprints for charges before the courts.  He was arrested on the strength of the warrant and released shortly afterwards with a new court for the new charge.

Liberty for Youth

Liberty for Youth Award

Chief Fraser had the honour of receiving the Liberty for Youth Award on behalf of Constable Mark Heffernan on October 19th 2016.  Frederick Dryden and his team attended the Brockville Police Service in order to present the award.  Frederick is on a 21 day Marathon running from Ottawa to Hamilton in order to raise awareness and funds for Liberty for Youth programs.  Please take a moment and watch his video at https://runwithfrederick.com/ 

Constable Heffernan was not available for the presentation, however, when contacted by telephone was ecstatic to hear he had been recognized.  “Engaging with our youth is important in every community and we are fortunate to have avenues such as the Hub , Connections and many other programs to bridge the gap.  We share the same vision with Liberty for Youth and challenge you to donate or support a youth engagement initiative.”

October 17, 2016

Mental Health

On October 17th at 10:12 am, Brockville Police received information from the mother of a local 18 year old man regarding his mental health.  She indicated he had texted her, advising he swallowed a quantity of pills.

Officers located the young male on his bike in the area of Ormond Street and Bramshot Avenue.  He was weaving in and out of traffic, trying to elude Police.  He was apprehended in the area of Parkedale Avenue and California Avenue.  An escort was provided to hospital for appropriate care.

There are no charges stemming from the incident.

 

Impaired Driver on Motorbike

On October 17th at 5:02 pm, Brockville Police stopped two males operating an ATV and a motorbike near the tracks on Perth Street.

The 22 year old operating the ATV was issued warnings under the Highway Traffic Act.  T

he operator of the motorbike, a local 23 year old, was arrested for impaired driving.  He was taken in front of a breath technician and provided two samples of his breath.  Both samples registered readings one and a half times the legal limit.  His licence is now suspended for 90 days and the bike was impounded.  Charges of impaired driving and driving over the legal limit were laid and the accused was released with a future court date.

 

October 14 – 17, 2016 Incidents

Warrant

On October 14th at 8:21 am, Brockville Police attended the Kingston Police Service to escort a wanted man back to Brockville.

The 32 year old Kingston resident failed to attend court on August 26th in Brockville. He was arrested and charged with failing to attend court and taken to bail court on Friday afternoon.

 

Intoxicated at Court

On October 14th at 9:16 am, Brockville Police arrested a local woman at the court house when she showed up for her appearance in an intoxicated state. The 51 year old was breaching her probation order as a result. She was later released with a summons to deal with the new charge.

 

Neighbour Dispute

On October 14th at 2:51 pm, Brockville Police attended a neighbour dispute in the north end of the city.

A local 57 year old man began throwing tomatoes at his 58 year old neighbour. The neighbour was then subjected to being sprayed with a hose and decided he had enough, contacting Police. Officers arrested the man to prevent a further breach of the peace. He was released later in the day without charges after settling down and being given a warning for his behaviour.

 

Warrant

On October 15th at 4:12 pm, Brockville Police attended the Ottawa Police Service to escort a local 35 year old man back to Brockville. The man had been arrested by their Service as a result of a warrant held by us. On September 27th the man failed to attend a court appearance in Brockville, resulting in the issuance of a warrant. He was held in custody and will appear later today in bail court.

 

Police Assistance

On October 15th at 6:06 pm, Brockville Police assisted the RCMP and Port Authorities in locating a boat at Blockhouse Island.

The operator and passengers of the boat, from New York state, had been reported as possibly impaired and had not reported in when arriving in Canada. Officers located the parties at a King Street West restaurant. Brockville Police provided assistance escorting the individuals to Prescott. At the time of this report, there is no information on the number of people involved, ages etc. The investigation is being conducted by the RCMP and American agencies.

 

Fire

On October 16th at 3:02 am, Brockville Police received information of a garbage can on fire in the area of King Street West and John Street. Officers put the fire out with an onboard fire extinguisher. Police believe the fire was an arson. There are no suspects at this time.

 

Strange Behaviour

On October 16th at 3:48 pm, Brockville Police attended the area of highway #2 and Lyn Road in regards to a man acting strangely.

A local 37 year old was reported to be running out into traffic. He would not co-operate with Officers on the scene and was very agitated. He was arrested for his own protection, Police were uncertain as to whether he had ingested a drug or not. He was released without charges when his demeanor changed.

 

Domestic Dispute

On October 16th at 4:14 pm, Brockville Police attended a domestic dispute at a south end residence.

A local 49 year old man was engaged in a dispute with his commom-law. Their adult daughter was also present. Information provided, described the man outside the residence yelling and also intoxicated. Officers spoke to the parties involved and arrested the man to prevent a further breach of the peace. He was released without charges when sober.

 

Theft of Wallet

On October 17th at 5:41 am, Brockville Police spoke to a south end resident regarding theft of his wallet. The victim discovered his credit card had already been used at several locations within the city. The investigation is ongoing into a suspect.

Kijiji Scams

The Brockville Police Service are receiving increased reports involving online rental scams and frauds. The typical scam involves a Kijiji advertisement claiming to have a property for rent. The victim makes contact and then is asked to forward a portion of the rent via E-Transfer, or Money Wire Transfer. The victim will eventually determine that the property is not for rent and is often unable to recover the funds sent. Brockville Police are asking the public to consider the following in an effort to prevent becoming a victim of these scams.

Advice for Renters:

– Avoid ads that are “too good to be true.” Ads for apartments or houses with rents significantly below market value are almost always lures used by scam artists. Check other listings in the general area and see what the going rates for rentals are before responding.

– Always see the rental in person before sending any money or providing personal information such as your social insurance number, or driver’s licence number, even if it’s just to fill out an application. It is NOT recommended to do business with an overseas landlord unless you have personally verified their identity and that they actually own the rental advertised.

– Dealing locally is best. The safest way to deal is in person and face to face. Be suspicious of the prospective landlord only wants to communicate using electronic means, is currently out of the country or residing overseas or far from where the apartment is located. Be extremely suspicious of a perspective landlord who refuses to talk on the phone or claims they cannot talk on the phone.

– Exercise extreme caution before wiring deposits or rent payments, especially to foreign countries. Money transferred overseas is very difficult to recover from fraudulent schemes and will likely result in a losing all of it. Electronic money transfers and specifically wire transfer services are very popular for Internet scams because the funds are available instantly, untraceably and worldwide.

– Scan any attachments from landlords with anti-virus software before opening. One of the latest scams involves a “landlord” e-mailing an unsuspecting renter additional photos of the apartment for lease. However, one or more of the e-mail attachments contains a virus that can fool your Web browser to make it appear as though you’re going to a legitimate site but in fact are being sent to a site controlled by the scammer. The best way to protect yourself is by using commercial anti-virus software, keeping it up to date and by scanning all e-mail attachments before opening or double-clicking them.

October 13 – 14, 2016 Incidents

Theft of Tractor

On October 13th at 4:17 am, a transport tractor was stolen from a business on California Avenue. The vehicle was a 2014, Peterbuilt, white in colour with an Ontario licence plate of 9368PS. The Grenville OPP also had a tractor trailer stolen from the Cardinal area around the same time. It is possible the two incidents are related but there are no suspects at this time.

 

Breach of Release Conditions

Earlier this week, Brockville Police charged a local 17 year old with two counts of mischief. He was released on conditions while awaiting his court date. One of the conditions involved a curfew from 10:00 pm. – 6:00 am.

On October 14th at 12:30 am, Officers noticed the accused operating a vehicle on Stewart Blvd. The vehicle was stopped and the young man was arrested and charged with breaching his release conditions. When searching the accused after his arrest, Officers located a small amount of marijuana on his person. He was released later the same day on the new charges of breaching his release conditions and possession of a controlled substance.

 

Breach of Release Conditions

In July of 2015, Brockville Police arrested a local 25 year old man for dangerous driving and breaching outstanding release conditions. He was released on conditions which included no consumption of alcohol or drugs. The accident involved the man striking a utility pole at Stewart Blvd. and Central Avenue then fleeing the scene. A trial date was set for next year to deal with those charges.

On October 14th at 3:11 am, Brockville Police spoke with the accused on a south end street after he indicated he was having trouble trying to find a friend in the area. Officers noted the man had been drinking and arrested him for violating his release conditions.

Back at the station, Officers searched a back pack the subject was carrying and located a large amount of marijuana, scales and sandwich bags. All items required to traffic in the substance when selling to potential clients. Another charge of possession of a controlled substance for the purpose of trafficking was added to the list along with another breach of his conditions. He was held in custody for a bail hearing.

Break and Enter Update

The Brockville Police Service discovered an alarming number of residential break and enters that began mid-summer. In most of these incidents, the home owners slept while the culprits entered their residence and stole various items. More than twenty (20) homes had property removed. Recently, a stolen camera was sold at a local pawn shop, giving the case its first break.

On October 5th in the early evening hours, members of the Brockville Police Service Emergency Response Team and our Intelligence Office, executed two search warrants on apartments in the north end of the city. Officers recovered stolen property from a majority of the victims as well as items with no complainant as of the time of this report.

Police arrested two males and a female, all local, who had different levels of involvement. The first male, 20 years of age, has been charged with 3 counts of break and enter, 7 counts of possession of stolen property and theft. The second male, also 20 years of age, has been charged with possession of stolen property and theft in relation to an incident reported to the Leeds OPP. The female, 22 years of age, was charged with 8 counts of possession of stolen property. All three parties originally appeared in bail court but have since been released on numerous conditions.

Most of the property recovered was returned to the victims. Police still have several sets of keys outstanding along with a purse.

The accused parties did not target individual people. They wandered different areas of the city and took advantage of any opportunities presented by way of an insecure window or door that allowed easy access. We believe other citizens may have been victims but have not contacted Police. If you feel your home or vehicle was entered, please contact us. It helps establish crime patterns or tie suspects to minor thefts that lead to bigger crimes. When following up these crimes with the home owners, there was an extensive feeling of victimization. Some residents reported an inability to sleep, a major violation of their safety and privacy, all secondary to stolen possessions. Officers are now gathering information from residents on the impact these events have had on their lives.

Lastly, we have to try and remove the opportunities these offenders seek.  Insecure homes and vehicles need to be locked up. Do not leave valuables in your vehicle. Leaving patio doors and windows open, cars unlocked, provides easy access for these criminals. A lot of effort, time and co-operation was required to identify the responsible culprits and then follow up with recovered property and connect with the victims. Thanks to the Officers involved and the community at large for stopping these individuals.

October 12, 2016 Incidents

Domestic Assault

On October 12th at 9:00 am, Brockville Police were conducting residence checks along with mental health workers. This program checks on community residents who may in need of mental health services prior to becoming a crisis situation.

A resident of the south end of the city was spoken to in her home and disclosed domestic assaults of a historical nature. The victim disclosed incidents from 2012 to 2016 in which she was assaulted and choked on several occasions by her boyfriend, a resident of the Ottawa area.

During one of the incidents he mentioned getting a knife and threatening to kill her. Officers located the 62 year old accused on October 12th at 7:33 pm, while in the process of returning children belonging to both parties. He was arrested and charged with choking, assault and uttering threats. His release from custody involves following numerous conditions. The victim suffered non-life threatening injuries which did not require medical attention.

 

Break and Enter

On October 12th at 1:15 pm, Brockville Police attended a south end home to investigate a break and enter involving a rear yard shed. Sometime over the last two days, suspects broke into the resident’s shed and removed a number of power and hand tools. The investigation continues into responsible parties.
